Abstract:
A substantive dialogue has emerged in the United States under the rubric of "the energy and water nexus," representing the deepening understanding of the circular relationship between water and energy. Both are essential building blocks of US economic and physical security, and interface with efforts to improve health and prosperity. On a national level, the criticality of this relationship to economic and public prosperity is often ignored, as energy and water impacts are largely specific to a watershed or a local surface water source. The United States today needs new policies and significant infrastructure investment in order to meet the increasing demand for water and energy, while dealing with the constraints of growing water scarcity and potential threats to water quality.

Abstract:
Many of the world's poorest and most fragile states are joining the ranks of oil and gas producers. These countries face critical policy questions about managing and spending new revenue in a way that is beneficial to their people. At the same time, a growing number of developing countries have initiated cash transfers as a response to poverty, and these programs are showing some impressive results. In this paper, I propose putting these two trends together: countries seeking to manage new resource wealth should consider distributing income directly to citizens as cash transfers. Beyond serving as a powerful and proven policy intervention, cash transfers may also mitigate the corrosive effect natural resource revenue often has on governance.

Abstract:
According to quantitative studies, oil is the only resource that is robustly linked to civil war onset. However, recent debates on the nexus of oil and civil war have neglected that there are a number of peaceful oil-rentier states, and few efforts have been spent to explain why some oilexporting countries have experienced civil war and others have not. Methodologically, the debate has been dominated by research using either quantitative methods or case studies, with little genuine medium-N comparison. This paper aims to fill this gap by studying the conditions of civil war onset among net oil exporters using (crisp-set) Qualitative Comparative Analysis (csQCA). Considering a sample of 44 net oil exporters between 1970 and 2008, we test conditions such as oil abundance (per capita) and dependence, the interaction of ethnic exclusion and oil reserve locations (overlap) as well as the type of political regime (polity). Our results point to a combination of necessary and sufficient conditions that has been largely ignored until now: low abundance is a necessary condition of civil war onset. Two pathways lead to civil war: first, a combination of low abundance and high dependence and, second, a combination of low abundance and the geographical overlap of ethnic exclusion with oil reserve areas within autocracies.

Abstract:
The regional geographical entity known as the Middle East and North Africa (MENA) has been at the epicenter of global power struggles over the course of the last centuries with an ever-increasing intensity. While the region has been a popular subject in the literature of political science and international relations due to the sheer volume of conflicts raging within the parameters of its borders, writings on international/ comparative political economy focused on alternate regions such as East Asia characterized by a sustainable economic growth potential. This study aims to make a critical contribution to the political economy literature by conducting a theoretically and historically informed analysis on the transformation dynamics in the MENA region. To this end, the multi-faceted legacy of colonialism; the role of oil as a strategic resource; structural changes in the world economy; and divergent politicoeconomic reform trajectories in the wake of economic globalization will be evaluated.

Whether it is media attention to Russian bombers, the recent announcement of moving forward on the Mackenzie Pipeline, or the increasing body of scholarly work suggesting that we are in the midst of a new cold war, the Arctic is receiving unprecedented attention from political leaders, policy makers, media and academics. Amidst this new prominence, there is a growing need to understand the preferences and priorities of the citizens whose countries include Arctic regions and from Arctic inhabitants themselves.

Abstract:
This paper studies the oil-violence link in the Niger Delta, systematically taking into consideration domestic and international contextual factors. The case study, which focuses on explaining the increase in violence since the second half of the 1990s, confirms the differentiated interplay of resource-specific and non-resource-specific causal factors. With regard to the key contextual conditions responsible for violence, the results underline the basic relevance of cultural cleavages and political-institutional and socioeconomic weakness that existed even before the beginning of the “oil era.” Oil has indirectly boosted the risk of violent conflicts through a further distortion of the national economy. Moreover, the transition to democratic rule in 1999 decisively increased the opportunities for violent struggle, in a twofold manner: firstly, through the easing of political repression and, secondly, through the spread of armed youth groups, which have been fostered by corrupt politicians. These incidents imply that violence in the Niger Delta is increasingly driven by the autonomous dynamics of an economy of violence: the involvement of security forces, politicians and (international) businessmen in illegal oil theft helps to explain the perpetuation of the violent conflicts at a low level of intensity.

Abstract:
Algeria's intrastate war in the 1990s, during which militant Islamists and the state fought fiercely against each other, still raises questions concerning the decisive factors leading to its onset and escalation. This paper uses the resource curse approach and the rentier state theory to understand the impact resource wealth could have had on the outbreak of this violent conflict, then goes one step further, adopting a context‐sensitive approach. This approach attempts to juxtapose those conditions directly linked to the resource sector with the general conflict‐fueling conditions diagnosed in Algeria. It takes into account conditions both within the country and in the international context. The application of a context matrix allows us to examine the interplay of resource‐related factors and other conflict-driving forces, such as socioeconomic, demographic and ideological changes. Such an approach not only broadens the general understanding of the resource‐violence link but also enhances our understanding of the eruption of violence in Algeria.

250. Too Many Resources or Too Few? What Drives International Conflicts?

International conflicts over natural resources are frequently cited as the most prominent threat to global peace in the decades ahead. However, this subject has not yet been adequately tackled in the academic literature. This paper contributes to filling the gap by, first, proposing a four-class typology of resource conflicts and by, second, testing these conflict types against data on fossil fuels and interstate conflicts derived from two major conflict datasets: the Militarized Interstate Dispute Dataset (1960–2001) and the UCDP/PRIO Armed Conflicts Dataset (1960–2008). The findings, although preliminary, suggest that resource scarcity may play a less prominent role in the aggression of belligerent countries than is often assumed and that the existence of large oil deposits and high resource-rent incomes are better predictors of conflict involvement.
