Abstract:
Saudi Arabia's national oil company, Saudi Aramco, has been a critical agent for the social, economic and infrastructural development of Saudi Arabia; its managerial capacities are unrivalled in the Kingdom – and, indeed, the Gulf region. After it played a rather limited role outside the hydrocarbons sector in the 1980s and 1990s, its range of tasks and ambitions has recently again expanded drastically into a number of new policy sectors, including heavy industry, renewable energy, educational reform, infrastructure-building and general industrial development. This presents both opportunities and risks for Aramco, which has started to operate far outside its traditional politically insulated "turf" of running the upstream oil and gas infrastructure in the Kingdom. It is now involved in activities that are more political and more closely scrutinised by the Saudi public, and will have to build up new institutional and political capacities to maintain its reputation for clean and efficient management.

Abstract:
US and Iranian strategic competition is heavily drive by four key factors–the success or failure of sanctions, the im0pact of that competition on the flow of Gulf energy exports, the success or failure of efforts to limit Iran's nuclear options and the broader prospect for arms control, and the prospects for accommodation of regime change. In recent years, the key variable has been ways in which sanctions on Iran have changed US and Iranian competition since the fall of 2011, and helped lead to a tentative set of Iranian agreements with the UN's P5+1--the five permanent members of the UN Security Council, namely United States, Russia, China, United Kingdom, and France, plus Germany--in November 2013.

Abstract:
Belarusian accession to the Common Economic Space (CES) was forced by two factors-the 2011 crisis and the necessity to gain cheap energy resources. Although Russia fulfilled its promises, decreasing gas and oil prices, Belarus is now feeling the negative results of the integration. According to CES rules, Belarusian authorities will have to tighten monetary policy, and reduce social spending and public financing of state-owned enterprises. The situation may be improved by foreign investments, but among the three CES countries, Belarus is the least attractive, especially since Russia joined the WTO and the because of the possible accession of Kazakhstan in the near future. Because of the need to carry out the major reforms in Belarus, the European Union has a greater chance to influence the situation in that country, for example by supporting modernisation projects.

Abstract:
The 2008–09 financial crisis demonstrated that gas and oil exports could no longer serve as Russia's engine of economic progress and the source of a steady rise in personal incomes. Russia needed to dramatically change its investment climate through deep institutional reforms that would boost economic liberty, expand the rule of law and property rights, diminish corruption, and create more political choices for its citizens. Such reforms are all the more urgent now as Russia's economy is slowing to a crawl and trust in President Vladimir Putin is steadily declining. Yet the Kremlin has chosen to address these challenges with authoritarian consolidation, buying short-term stability at the expense of the country's longer-term prosperity and progress. Elements of the Kremlin's massive propaganda campaign include militarized patriotism and patriotic education; a selective recovery of Soviet symbols and ideals; the ultraconservative Russian Orthodox Church as the moral foundation of the regime; the promotion of a culture of subservience; and the intimidation, stigmatization, and repression of civil society and its vanguard, nongovernmental organizations. Yet instead of producing the consolidation and unity expected by the Kremlin, this campaign may yield polarization, radicalism, and violence that will prevent the country's peaceful and inclusive transition to a more dignified version of citizenship.

Abstract:
CIMA announces the release of a special report, You Say You Want a Revolution … Then What?, a first-person account by veteran journalist and media trainer Carolyn Robinson of her experiences training broadcast journalists in Libya after the death of leader Moammar Qaddafi. Robinson outlines some of the unusual obstacles and challenges she faced in managing two USAID/OTI grants in Libya for Internews in the very early days after the revolution, and how her team came up with novel approaches to overcome the special circumstances they faced on the ground. Her essay is not so much about what can and should be done for media development in Libya today, but about how to structure training in chaotic post-conflict environments.

Abstract:
Over the last 100 years, crude oil has been priced between $10 and $30 per barrel (adjusted for inflation, in 2010 U.S. dollars), with the exception of two periods: 1973-1983 and 2001-2011.1 These two periods were both marked by conflicts, upheavals, and disruptions in the Middle East. The resulting oil price shocks were dramatic and led to large swings in current account balances, as oil producers rapidly acquired cash for their increasingly valuable resources. Large current account surpluses signify net annual savings in a country's transactions with the rest of the world, and large imbalances put stress on the international financial and banking system. These massive surpluses and corresponding deficits played a leading role in the developing-world debt crisis of the 1980s and may have a contributing factor to the global financial crisis of the late 2000s. In this paper, we begin by taking a brief look at the factors affecting oil prices, a subject that is often the victim of popular misconceptions. Then, we turn to a significant result of higher prices, large swings in current account balances, and potential financial crises. We conclude by proposing a change in U.S. and international policies to contain conflicts, reduce violent swings in oil prices, better manage and recycle the current account surpluses of oil exporters, and reduce the likelihood of recurring and severe financial crises.

Abstract:
The US faces major challenges in dealing with Iran, the threat of terrorism, and the tide of political instability in the Arabian Peninsula. The presence of some of the world's largest reserves of oil and natural gas, vital shipping lanes, and Shia populations throughout the region have made the peninsula the focal point of US and Iranian strategic competition. Moreover, large youth populations, high unemployment rates, and political systems with highly centralized power bases have posed other economic, political, and security challenges that the GCC states must address, and which the US must take into consideration when forming strategy and policy. An updated study by the CSIS Burke Chair explores US and Iranian interests in the region, Gulf state and GCC policies toward both the US and Iran, and potential flash-points and vulnerabilities in the Gulf to enhanced competition with Iran. This study examines the growing US security partnership with Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE – established as the Gulf Cooperation Council (GCC). It analyzes the steady growth in this partnership that has led to over $64 billion in new US arms transfer agreements during 2008-2011. It also examines the strengths and weaknesses of the security cooperation between the southern Gulf states, and their relative level of political, social, and economic stability. The study focuses on the need for enhanced unity and security cooperation between the individual Gulf states. It finds that such progress is critical if they are to provide effective deterrence and defense against Iran, improve their counterterrorism capabilities, and enhance other aspects of their internal security.

This report analyzes four key aspects of US and Iranian strategic competition - sanctions, energy, arms control, and regime change. Its primary focus is on the ways in which the sanctions applied to Iran have changed US and Iranian competition since the fall of 2011. This escalation has been spurred by the creation of a series of far stronger US unilateral sanctions and the EU's imposition of equally strong sanctions – both of which affect Iran's ability to export, its financial system, and its overall economy.

America's nuclear energy industry is in decline. Low natural gas prices, financing hurdles, failure to find a permanent repository for high-level nuclear waste, reactions to the Fukushima accident in Japan, and other factors are hastening the day when existing U.S. reactors become uneconomic, while making it increasingly difficult to build new ones. Two generations after the United States took this wholly new and highly sophisticated technology from laboratory experiment to successful commercialization, our nation is in danger of losing an industry of unique strategic importance and unique promise for addressing the environmental and energy security demands of the future.

160. Energy and Politics: Behind the Scenes of the Nabucco-TAP Competition

The European Union launched the Southern Gas Corridor initiative with the twofold aim of strengthening the diversification of Europe's gas sources and transportation routes, and reducing the role of upstreamers in the European gas market. The clear preference expressed by the European Commission - the corridor's mastermind - for Nabucco was expected to weigh in heavily, allowing the EU-backed project to easily win the competition. However, other factors, beyond political support, ended up tilting the balance decisively in favour of Nabucco West's final rival, the Trans-Adriatic Pipeline (TAP). These do not include only the technical and commercial criteria set out by the Shah Deniz II consortium, but also more mundane considerations. Nabucco West' s complex organizational and decision-making procedures, the attractiveness of the exemption from Third Party Access (TPA) granted by the EU to TAP, and SOCAR's specific interest in the Greek market also influenced the consortium's final decision. An analysis of the Southern Gas Corridor competition suggests that when it comes to energy, political support and institutional involvement do not always represent the decisive element, and may be counterproductive at times.
