Abstract:
Kim Jung-un’s new year declaration that North Korea will test its new ICBM this year (2017) poses a further challenge to the incoming Trump administration. It is truly a “rogue state” – a country that conducts nuclear tests in defiance of the UN Security Council, and that is willing to sell conventional and non-conventional weapons to other rogue regimes, including Israel’s enemies. The nuclear cooperation between North Korea, Syria and Iran forces Israel into new alliances to counter this threat.

Abstract:
The global nuclear non-proliferation regime, as it has evolved since the entry into force of the Nuclear Non-Proliferation Treaty (NPT) in 1970, has been remarkably resilient. Despite predictions of a “cascade of proliferation,” there are currently only nine states with nuclear weapons, and that number has remained the same for the past 25 years.[1] The NPT is nearly universal, with 190 parties and only five non-parties (India, Israel, North Korea, Pakistan, South Sudan). Several countries voluntarily abandoned nuclear weapons development programs (Argentina, Brazil, Egypt); several others were forced diplomatically or militarily to give up the quest (Iraq, Libya, South Korea, Syria); three former Soviet republics inherited nuclear weapons but gave them up (Belarus, Kazakhstan, Ukraine); and one country built a small arsenal before unilaterally eliminating it (South Africa). With Iran’s path to nuclear weapons blocked by the Joint Comprehensive Plan of Action (JCPOA) for at least 10 to 15 years, there are no non-nuclear weapon states currently believed to be pursuing nuclear weapons, according to U.S. government sources. And despite cases of nuclear smuggling and continuing interest of terrorist groups in acquiring nuclear weapons, no thefts of enough fissile material to build a bomb are believed to have taken place.

Abstract:
Amidst the growing threat of North Korea’s nuclear program, the assassination of Kim Jong-Un’s half-brother via VX nerve agent in February 2017 brought renewed interest in North Korea’s other weapons of mass destruction (WMD) programs—chemical and biological weapons. If used on a large scale, these weapons can cause not only tens of thousands of deaths, but also create panic and paralyze societies. Nevertheless, the vividness of the nuclear threat has overshadowed other weapons programs, limiting the attention and policy input that they deserve. This paper focuses on North Korea’s biological weapons (BW).

Abstract:
In view of the failure of efforts to convene a conference on a zone free of weapons of mass destruction (WMD) and their delivery vehicles (DVs) in the Middle East (WMD/DVs-free zone), the Arab countries and the Russian Federation proposed that the United Nations (UN) Secretary-General appoint a special representative to lead the preparatory process for the conference. A process facilitated by such a UN envoy would be compatible with consultations among regional states, including Israel, as advocated by the United States (US). Also, it would allow for broad discussions on both the regional security context and disarmament issues. Such a process would also be an opportunity for submitting contributions from nuclear-weapon states, relevant international organisations, and providers of ideas at the Track II level.

Abstract:
Thomas Schelling’s passing last month represents a great loss to many in this community and beyond. He leaves a remarkably rich intellectual legacy. Among his many achievements, Schelling’s influence on the theory and practice of arms control cannot be overstated. He produced his seminal works on the subject—Strategy and Arms Control, published with Morton Halperin in 1961, and Arms and Influence, published in 1966—during his twelve years in residence at the Center for International Affairs (1959–1971). I had the pleasure of spending time with Professor Schelling at his home in Bethesda while researching my book on the history of the Center in 2005. Two things stood out from that conversation then, and perhaps even more so now in retrospect. First, Schelling was deeply committed to policy-relevant research, and his long life of work reflects that fact. Secondly—and relatedly—his work on the efficacy and control of nuclear weapons remains a singular benchmark for research in the field and a profoundly erudite and intelligent guide for today’s policy makers, just as it was for their predecessors some sixty years ago.

Abstract:
Uranium mines and mills offer an important focus for the analysis of fissile-material production. It is possible to combine traditional research techniques with new tools and technologies to estimate the production of yellowcake uranium. Such estimates can, in turn, be used to roughly estimate the throughput of a country’s nuclear fuel cycle. In some cases, this may help researchers to determine whether undeclared fuel cycle facilities exist and to estimate their capacity. This CNS Occasional Paper is the first in a series of papers funded by the MacArthur Foundation. It deals primarily with how researchers can use open-source information to monitor uranium mining and milling in the service of arms control, disarmament, and nonproliferation goals. Additional monographs will provide regional cases studies in North Korea, China, India, and Pakistan to demonstrate what these methods can reveal—and what they cannot. The final monographs look at the emerging, and potentially revolutionary, role of remote sensing for this application and gives policy recommendations.

On the way to Washington, DC, for a September 2015 visit, Chinese President Xi Jinping stopped in Seattle, WA, to sign an agreement aimed at combatting climate change by increasing the business ties between Chinese and US clean technology companies (South China News 2015). Five US states signed the agreement on commerce between China and clean-tech businesses from California, Iowa, Michigan, Oregon and Washington. On the same day, Bill Gates’s energy company, TerraPower, signed an agreement with the China National Nuclear Corporation for joint cooperation on next-generation renewable and fusion nuclear power. In early 2015, Malaysia’s sovereign wealth fund invested in General Fusion, a Canadian company based in Vancouver, to advance its energy innovation.
