11. Nonviolent Movements and Material Resources in Northwest Mexico

Abstract:
Nonviolent resistance movements operate with few resources and nearly no money. Yet these movements thrive and often succeed. The little external funding for civil society that is available rarely reaches the grassroots groups that are the backbone of these movements. How do they get the material resources they need? This study highlights strategies that are being used effectively by nonviolent movements to mobilize the resources they need to galvanize participation in movement actions and influence both the public and policymakers. Based on the experience of three campaigns in Northwest Mexico over two decades, the research finds that material resources are often mobilized internally in a decentralized way, driven by effective strategic planning and actions. We discuss the strategic choices nonviolent movements make to mobilize resources and how they direct them as situations change, and how outside supporters can provide resources in a constructive way.

Abstract:
In October 2014, a massive popular uprising unseated Burkina Faso’s long-time president, Blaise Compaoré, and drove a civilian-led transition that culminated in free and fair elections in November 2015. This report shows the importance of the national culture of dialogue and consensus and the benefit of a vast, resilient network across negotiating groups. Although violence in the country has since increased, lessons from Burkina Faso’s transition can inform the dynamics of popular mobilization, negotiations, and prospects for long-term peace and democracy in other settings.

13. The Impact of Nonviolent Resistance on the Peaceful Transformation of Civil War

Abstract:
In recent years, a burgeoning literature has explored the strategic advantages of using nonviolent resistance to achieve positive political outcomes, such as regime change and democratization. Yet, despite one-fifth of largescale nonviolent campaigns occurring during the course of a civil war, we know little about the affect nonviolent resistance might have on the transformation of armed conflict. Bringing together the previously isolated literatures on nonviolent resistance and peacebuilding, this manuscript explores how nonviolent resistance can aid peacebuilding efforts that transform ongoing armed conflict, using data on all civil wars episodes since 1945. The finding show nonviolent resistance does have a positive impact on the resolution of armed conflict, with evidence deriving from a Large-N statistical analysis, out-of-sample prediction and structured-focused case studies.

Abstract:
Transnational movements using nonviolent resistance tactics to demand action on climate change have emerged from a foundation of decades of persistent and diverse environmental activism. What are the features of this nonviolent resistance that differentiate it from previous activism? What response is this resistance prompting from political and financial entities? To investigate these questions this monograph combines a large-scale longitudinal data set on climate activism in Australia with two case studies of nonviolent resistance against corporations. The study offers key lessons for a range of individuals and groups, from climate activists and civil society organizations to academics and others interested in supporting nonviolent action against climate change. In doing so, it addresses major gaps in our understanding of the effectiveness of civil resistance against climate change and the potential this resistance holds to prompt urgent action.

Military forces are sometimes called out to confront unarmed civilian protesters, a contingency for which they may or may not be prepared. Studies of civil-military relations have focused on relations between civilian and military elites, with interactions between armed forces and civilian protesters given little or no attention. The objective here is to improve understanding of militaryprotester dynamics. Key relevant features of nonviolent action are outlined, including methods, campaign stages and theoretical assumptions, with a particular focus on interactions with troops. The implications for military-protester dynamics are spelled out with illustrations from several protest campaigns. When troops use force against non-resistant protesters, this sometimes creates more support for the protest movement, a process called political jiu-jitsu. An important method used by some protesters is fraternisation, namely trying to win over troops to their side. Commanders and troops, through their actions, can encourage or discourage protesters’ use of nonviolent methods. Learning about military-protester dynamics is important for both strategists and practitioners.

Evolving threats to national security have resulted in the adoption of comprehensive (total) defence concepts by a number of small and medium states. Civil resistance constitutes a considerable part of such concepts, complementing military defence. The historical experience of Lithuania proved the value of nonviolent resistance between 1988 and 1991 for regaining independence, and defending it in January 1991. The aim of this article is to analyse the role of non-violent civil resistance in the national defence system, based on the experience of 13 January 1991 in Lithuania and develop further discussion about the concept of civil resistance. The methodological approach of the article is based on historical and theoretical analysis. This allows the experience of Lithuania to be assessed on the basis of Lithuanian National Security and Defence Strategy and scientific research. Lithuanian non-violent civil resistance in 1988–1991 was successful in terms of strategy, leadership, organisation, planning, non-violence priorities and the number of citizens involved. The leaders of the movement were able to mobilise people into a widespread movement based on their moral authority and value orientations, strongly appealing to different groups in society. Lithuania’s independence was achieved with minimal human sacrifice, preserving the country’s resources and infrastructure. This experience of non-violent civil resistance came to be used by modern state institutions to create strategic documents of the state. In the current situation, it is necessary to focus not only on the knowledge required for state defence and civil resistance, but also on its moral aspects such as values, ethical behaviour, civic and human maturity.

Abstract:
This report analyzes the fight against corruption in Guatemala by social movements over the past five years, homing in on their major successes and challenges in working to advance transparency, accountability, and good governance. The lessons drawn from these efforts can be applicable for other movements around the world operating in similar contexts. The work also has a larger bearing for international actors helping states build peace and democratic governance following prolonged violent conflict.

The National League for Democracy’s decisive victory in Myanmar’s 2015 elections inspired hopes of a full transition from military rule and an opening of civil space. Neither has materialized, and the groups working to advance social, political, and economic change in Myanmar continue to face significant challenges. Focusing on three cases of organized nonviolent action in Kachin, Mandalay, and Yangon, this report explores the divide that has opened between civil society and the NLD government and the rifts emerging within civil society itself.

Abstract:
The Women, Peace and Security agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security–related policies. Since 2000, more than 80 countries have adopted national action plans and policies to robustly implement the Women, Peace and Security agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. As the global agenda on Women, Peace and Security is increasingly implemented, the transformational role of women as direct actors in issues of peace and security is becoming more obvious. This is certainly true in the case of formal institutions, where women are increasingly represented in higher positions internationally. It is also true in less formal, official domains: women have been at the forefront of civil resistance movements throughout history, and they have been visible leaders in contemporary nonviolent resistance movements from Sudan to Algeria and beyond.

20. When Civil Resistance Succeeds: Building Democracy After Popular Nonviolent Uprisings

Abstract:
Why do some nonviolent revolutions lead to successful democratization while others fail to consolidate democratic change? And what can activists do to push toward a victory over dictatorship that results in long-term political freedom? Several studies show that nonviolent revolutions are generally a more positive force for democratization than violent revolutions and top-down political transitions. However, some nonviolent revolutions, such as the Arab Spring revolution in Egypt, do not seem to fi t this pattern. This study takes on this puzzle and reveals that the answer lies in large part in the actions of civil society prior to and during transition. Democracy is most likely when activists can keep their social bases mobilized for positive political change while directing that mobilization toward building new political institutions.
