131. The Case for Kaesong: Fostering Korean Peace through Economic Ties

Abstract:
The Kaesong Industrial Complex, closed since 2016, was the most successful joint economic venture undertaken by North and South Korea. Reopening the manufacturing zone, with improvements to efficiency and worker protections, could help broker wider cooperation and sustain peace talks on the peninsula. What’s new? In 2016, South Korea shuttered the Kaesong Industrial Complex, breaking a modest but productive connection between the two Koreas. Crisis Group’s analysis sheds new light on the economic performance of firms operating at the Complex, demonstrating that the benefits for the South were greater than previously understood. Why does it matter? Beyond helping restart the stalled peace process, a deal to reopen the Complex in exchange for a proportionate step toward denuclearisation by North Korea could produce mutual economic benefits that help sustain South Korean support for talks and encourage Pyongyang’s commitment to peaceful relations. What should be done? As part of any deal to reopen the Complex, Seoul and Pyongyang should take steps to address problems that previously kept it from reaching its potential. The more efficiently, profitably and fairly it works, the better the Complex can help foster and maintain stable, peaceful relations between the Koreas.

Abstract:
On October 1, 2019, President Volodymyr Zelenskiy agreed to meet Russia’s conditions for holding peace talks already this autumn. Moscow’s readiness to play, however, should not be mistaken for willingness to solve the conflict. So far, the Kremlin has not made any concessions in Eastern Ukraine that would be irreversible; consequently, it seems to only be testing Zelenskiy’s limits. Both Zelenskiy and the EU need to be cautious not to reward easy-to-reverse steps with major, strategic benefits.

Abstract:
The world has been focusing almost exclusively on the events in Syria and Russia’s role in them, ignoring a perennial core regional issue – the unresolved Israeli-Palestinian conflict. In 2019, Palestinians in the Gaza Strip kept protesting and calling upon Israel to end the blockade of their territory and to lift restrictions on the movement of people and goods. The current US policy under the Donald Trump administration, as many prominent American and Russian experts - including Daniel Kurtzer and Vitaly Naumkin - point out, undermines the peace process between Israelis and Palestinians. The hopes of the Palestinian people for their own state keep waning. Mostly, it is a result of the White House’s unilateral moves: the cut of US bilateral assistance programs to Palestinians, as well as contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), the recognition of Jerusalem as the capital of Israel, and the overturn of the US position on Israeli settlements in the West Bank, which are no longer considered illegal. “The deal of the century” promised by Donald Trump since 2016, has not been revealed in its entirety yet, however, its chances of success are extremely low.

Abstract:
Over the years, the Taliban have overwhelmingly grown in influence and their stature is being well recognized; exerting more pressure on Washington’s future orientation in Afghanistan. Amidst the backdrop of transitions taking place in Afghanistan’s political landscape, the foreseeable future has, ostensibly, rekindled the prospects of peace. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Evaluating and analyzing President Trump’s strategic policy toward Afghanistan, this paper aims to explore the manifesting failures and grey areas of Trump’s Afghan strategy and also attempts to provide strategic foresight while considering the framework of endgame in Afghanistan.

The U.S. Security Coordinator (USSC) mission in Jerusalem was created in 2005 to help implement security sector reform within the Palestinian Authority (PA). With a single-minded focus on “counterterrorism,” Washington considered the USSC an ancillary mechanism to support U.S. diplomatic and political efforts to resolve the Israeli-Palestinian conflict. Despite upending long-standing U.S. policy and cutting all other forms of aid to the Palestinians, the Trump administration has maintained the USSC in the run-up to the “Deal of the Century.” This article draws on original interviews with security personnel responsible for enacting USSC interventions. It uses their insights to highlight how the mission tethered Israeli political aims to its remit, and the distorting ramifications that have ensued for Palestine and the Palestinians. In uncovering the full parameters of Washington’s securitization policy, this history also points to the ways in which the PA has consequently been woven into the U.S.-led “global War on Terror.”

On the twenty-fifth anniversary of the peace treaty, both parties and the United States have strategic interests in upholding and reinforcing the relationship. The optimism that characterized the signing of the Israel-Jordan peace treaty a quarter-century ago has long since dissipated. Today, the peace rests on a strong security foundation but lacks popular support, particularly on the Jordanian side. Nevertheless, there remain important opportunities for strengthening Israel-Jordan relations and preserving that pillar of America’s steadily eroding security architecture in the Middle East. It is critical for Washington to prioritize Jordan on its agenda. This includes urging the still-to-be-formed Israeli government to take responsible action on two fronts: keeping Amman’s interests in mind when formulating policy toward the West Bank, and implementing long-delayed initiatives that would help Jordan’s struggling economy.
