1. Don’t Count Out U.S. Oil Production as a Market-Shaper

Abstract:
Total U.S. production from all sources will remain the world’s largest no matter how low prices go, leaving Washington (and Texas) with considerable room to help domestic companies and press Riyadh and Moscow on stabilizing prices. Five years ago, U.S. shale production costs were so high that whenever oil prices dropped, the impact was felt first and foremost by American producers. Many commentators and media sources assume that is still the case, but the situation has changed dramatically. A recent IMF report with the dry title “The Future of Oil and Fiscal Sustainability in the GCC Region” listed the “breakeven price” for various sources of crude. Naturally, Gulf oil had the lowest cost at $18 per barrel, but the shocker was that U.S. shale came in second place at $22—50 percent below the average deepwater project, 80 percent below Canadian oil sands, and 90 percent below Russian onshore projects. Since costs vary widely, some projects presumably have a much lower breakeven price and some much higher, but the general findings are nonetheless striking. If the IMF is correct, then U.S. production should not be counted out, since the cost fundamentals are on its side. To be sure, the current market structure is not on U.S. shale’s side. Small U.S. producers have to raise money on financial markets and cannot rely on the deep government pockets available to producers in Russia and OPEC states. As a result, many are staring at a very dire situation.

2. Development Cooperation with Conflict-Affected MENA Countries: Refocussing on the Social Contract

State–society relations are in flux across the Middle East and North Africa (MENA), nearly a decade after the Arab uprisings. The protests and revolts that swept the region in 2011 arose from widespread rejection of the post-independence Arab social contracts. These were based on redistribution of rents from natural resources and other forms of transfers and subsidies, as “compensation” for acquiescence to political and economic authoritarianism. In several MENA countries, including Iraq, Libya, Syria and Yemen, but also in Algeria, Lebanon and Palestine, the old social contracts have been destroyed by civil conflicts and internationally sponsored wars, which in some cases predated the 2011 uprisings. Since broken social contracts are at the root of conflict in the MENA region, supporting new social contracts should be the core objective of development cooperation with the region’s most conflict-affected countries. But “post-conflict reconstruction” often ignores the fact that conflicts do not end with peace agreements, and conflict-affected societies need more than reconstructed infrastructure, institutional capacity and private sector investment if they are to avoid violence in the future. Development agencies term this kind of cooperation “resilience”: promoting political, economic, social and environmental stability, rather than risking uncontrollable, revolutionary transformation. However, resilience has often provided cover for short-term measures aimed at preserving the position of particular actors and systems. Development cooperation needs to get beyond reconstruction and resilience approaches that often fail to foster the long-term stability they promise. By focussing on the social contract, development cooperation with conflict-affected countries can provide a crucial link between peacebuilding, reconstruction and longer-term socioeconomic and political development. It can thereby contribute not only to short-term, but also to long-term, sustainable stability. Using the social contract as an analytical lens can increase understanding not only of what donors should avoid doing, but also where they should concentrate their engagement during transitions from civil war. Practical examples from challenging contexts in the MENA region suggest that donors can make positive contributions in support of new social contracts when backing (a) stakeholder dialogues, (b) governance and reforms, and (c) socioeconomic inclusion. In Libya, the socioeconomic dialogue process has brought stakeholders together to outline a new economic vision for the country. The Municipal Development Programme in Palestine focusses on improving the accountability and delivery of local institutions. The Moroccan Economic, Social and Environmental Council provides an example of a process that engages previously marginalised groups. These programmes are all examples of targeted efforts to build cooperation among the groups that make up MENA societies. They aim to broaden decision-making processes, and to increase the impact of specific measures with the ultimate objective of improving state–society relations. They could be adapted for other fragile contexts, with external support. In backing more of these kinds of activities, donors could make stronger contributions to sustainable, long-term peace- and state-building processes in conflict-affected MENA countries.

Abstract:
This paper focuses on the role of energy in shaping Israel’s policies towards the Mediterranean. It is based on the main points raised at the fourth meeting of the research and policy group on “Israel in the Mediterranean” held in December 2019 at the Hebrew University in Jerusalem. The meeting was held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center. This paper highlights the main repercussions of energy findings on regional cooperation and the opportunities it opens up for Israel. It presents the link between diplomatic and economic considerations, and the emerging energy alternatives that Israel is considering as it formulates and implements policies. The paper does not reflect agreement among all meeting participants.

Abstract:
This paper explores the nexus between Israel’s energy policy and foreign policy interests in the Eastern Mediterranean. While regional energy cooperation has the potential to be one of the most significant and enduring Israeli foreign policy achievements in recent decades, a closer look at regional geopolitics reveals that energy cooperation is often transactional in nature, and rarely transformative. The discovery of offshore hydrocarbons has also aggravated existing tensions between regional actors. This subject deserves more serious discussion by Israeli policymakers and the Israeli public, who often accept the Netanyahu government’s argument that energy exports will provide Israel massive strategic benefits. As this paper argues, in order to chart an optimal course forward, Israelis must first have a realistic conversation about energy’s potential to catalyze changes in the Eastern Mediterranean that serve Israel’s domestic needs and strategic interests.

Armed militia groups that hold sway over the country's main coffee growing regions and trade routes reap millions of dollars in funding to sustain their operations. When Beijing threatened to restrict China’s export of rare earths (widely used in numerous important civilian and military technologies) to the United States at the end of May 2019, the world was reminded of China’s rare earths export disruption in the autumn of 2010 amid a maritime territorial conflict between China and Japan. In the past few years, the worldwide attention cast on the future supply security of rare earths and other critical raw materials has increased in the United States, the European Union, Japan and other countries owing to the global expansion of “green technologies” (including renewable energy sources, electric vehicles and batteries, and smart grids) and digitalisation as well as equipment and devices embedded with artificial intelligence. In this paper, the term “critical raw materials” (CRMs) refers to raw materials critical to industries that are also import-dependent on them, and to new technologies which often have no viable substitutes and whose supply, besides being constrained by limited recycling rates and options, is also dominated by one or a few suppliers. CRMs include rare earth elements (REEs), which comprise 17 different elements (see Figure 4). The global race for the most advanced technologies dependent on CRMs has intensified the competition for access to as well as strategic control of REEs, lithium, cobalt, copper, nickel and other CRMs. This working paper analyses the global supply and demand balance of three CRMs (REEs, lithium and cobalt, the latter two being major raw materials for batteries) in the foreseeable future and whether ASEAN countries can play a role as producers and suppliers of CRMs. It also examines potential counterstrategies for mitigating and reducing the global demand for CRMs, such as substitution, reduced use of CRMs, and recycling and re-use.

Despite Africa's wealth of natural resources, millions of its people live in extreme poverty. Effective mining governance can help Africa address this imbalance by achieving UN Sustainable Development Goal (SDG) 1 (to end poverty) and SDG 8 (to create sustainable economic growth and decent work for all). Reforms aimed at generating more revenue for national governments to address poverty and building new partnerships between public and private sectors to promote economic growth and boost employment can help achieve these goals.

Abstract:
Water is a fundamental element of survival and growth on Earth. As a prerequisite for life and an important economic resource, it supports all aspects of everyday activity. Ensuring that water is available, accessible and safe for current and future generations is among humanity’s greatest challenge. One of the most important Non-Traditional Security (NTS) challenges facing Southeast Asia is water security. This NTS Insight explores water security issues in Southeast Asia and examines the ways it threatens states and societies. While water security challenges are not new in the region, the nature of issues are changing, making it important to assess how such threats are defined, negotiated, and managed. The NTS governance process begins with identifying and understanding NTS challenges, and ways they are securitised. By looking at case studies at the sub-national, national and regional level, this paper seeks to present some of the major water security issues in the region, how they affect states and societies, and why they merit urgent attention and resources. This Insight explains why addressing sub-national water security challenges require consultative and participatory approaches that facilitate open democratic dialogue and local collective action. It will also lay out how deliberate planning, careful implementation, and judicious monitoring of water management policies are needed at both the national and regional levels. Further, while it is not easy to reconcile developmental goals with environmental protection, the gravity of the situation requires more preventive diplomacy and subregional collaborative mechanisms which are geared towards averting water conflicts. Overall, it aims to help formal and informal NTS actors working through various channels to gain further understanding of emerging water security challenges in Southeast Asia.

Abstract:
Deep ocean floor called as Area is considered as Common Heritage of Mankind (CHM) and the mining activities are managed by International Seabed Authority (ISA). In this article, firstly, the significance of the CHM concept with respect to decolonised states and its impact on law of the sea is elaborated. Secondly, the mandate of ISA which assumed responsibility for the translation of the CHM concept into practice is examined. Every state can take part in mining activities in the Area as a ‘sponsor state’ but the lack of precision with respect to responsibility limits have a deterrent effect over the states that are disadvantaged technically and financially. Considering the negative impact of this issue over the CHM concept the Advisory Opinion of the International Tribunal for Law of the Sea that was given in 2011 is examined.
