21. Improving decentralised natural resource management in the Sahel: The case of the Sourou river plain in Mali

Abstract:
Over the course of 2019, and despite being located in a region marked by violent conflict, the Inter collectivité du Sourou achieved a unique feat in the West African region. It developed an Integrated and Sustainable Development Programme (ISDP) that defined concrete actions to implement the Sustainable Development Goals (SDGs) in the Sourou river plain in Mali in an adaptive fashion and set itself up as the main coordinator for the implementation of this plan. Both achievements will help the region coordinate natural resource management – thereby addressing one of the region’s root causes of conflict. This policy brief outlines how the effective devolution of power was achieved through an inclusive rather than a ‘rubber stamp’ approach to the planning process and by having a donor that made the improvement of local governance a result of its own intrinsic value. For the long- term implementation of the ISDP, care should be taken to ensure the continued inclusivity and representativeness of local development and resource management while remaining mindful of the interaction of this new governance structure with existing governance and power structures.

Abstract:
Hurricane Lane, which struck the Hawaiian islands on 22–25 August 2018, presented a textbook example of the compounding hazards that can be produced by a single storm. Over a four-day period, the island of Hawaiʻi received an average 17 inches of rainfall. One location received 57 inches, making Hurricane Lane the wettest tropical storm ever recorded in the state and the second wettest ever recorded in the US. At the same time, three wildfires on the island of Maui and one on Oʻahu burned nearly 3,000 acres of abandoned agricultural land. As the global climate warms, the number and strength of hurricanes is expected to increase, both in Hawaiʻi and in the Pacific region generally. A better understanding of the relationship between hurricanes and global climate change is critical in order to predict the vulnerability of people and resources during a severe weather event and to plan an appropriate course of action.

This report explores the trade, investment, business, diplomacy, security, education,and people-to-people connections between the United States and the five countries of mainland Southeast Asia referred to as the Mekong region. Myanmar, Thailand, Laos, Cambodia, and Vietnam are bound together and geographically defined by the Mekong River, which has historically provided a rich, natural bounty of fish, agricultural productivity, physical connectivity, and key environmental services to more than 60 million people living in the river basin. The Mekong’s importance has only grown as the region’s social, economic, and diplomatic ties export the river’s bounty to the rest of the world. As the region develops, urbanization, infrastructure development, and climate change—among other changes—are all impacting the river, its resources, and the millions who depend on the mighty Mekong. 30. Do Commodity Price Shocks Cause Armed Conflicts? A Meta-Analysis of Natural Experiments

Abstract:
Scholars of the resource curse argue that reliance on primary commodities destabilizes governments: price fluctuations generate windfalls or periods of austerity that provoke or intensify civil conflict. Over 350 quantitative studies test this claim, but prominent results point in different directions, making it difficult to discern which results reliably hold across contexts. We conduct a meta-analysis of 46 natural experiments that use difference-in-difference designs to estimate the causal effect of commodity price changes on armed civil conflict. We show that commodity price changes, on average, do not change the likelihood of conflict. However, there are cross-cutting effects by commodity type. In line with theory, we find price increases for labor-intensive agricultural commodities reduce conflict, while increases in the price of oil, a capital-intensive commodity, provoke conflict. We also find that price increases for lootable artisanal minerals provoke conflict. Our meta-analysis consolidates existing evidence, but also highlights opportunities for future research.
