41. Chinese Investments in the US and EU Are Declining—for Similar Reasons

Abstract:
For years China has been one of the world’s most rapidly growing sources of outward foreign direct investment. Since peaking in 2016, however, Chinese outward investments, primarily to the United States but also the European Union, have declined dramatically, especially in response to changes in China’s domestic rules on capital outflows and in the face of rising nationalism in the United States. Concerns about growing Chinese influence in other economies, the ascendant role of an authoritarian government in Beijing, and the possible security implications of Chinese dominance in the high-technology sector have put Chinese outward investments under intense international scrutiny. This Policy Brief analyzes the most recent trends in Chinese investments in the United States and the European Union and reviews recent political and regulatory changes both have adopted toward Chinese inward investments. It also explores the emerging transatlantic difference in the regulatory response to the Chinese information technology firm Huawei. Concerned about national security and as part of the ongoing broader trade friction with China, the United States has cracked down far harder on the company than the European Union.

Abstract:
Africa’s armed forces are in transition from an independence-era model to one more suited to today’s conflicts and threats. They are increasingly called upon to engage in preventive action, resolve domestic security crises, combat transnational threats, and protect the progression toward more democratic governance. Understanding how African security sector actors’ perceptions may be shifting in light of these changes can provide insights to improving their effectiveness. This study, involving 742 African security sector professionals from 37 countries, assesses differences in the attitudes, motivations, and values of the emerging generation of African security sector professionals. Understanding these differences may raise awareness, provide a basis for reform, and create an impetus for improving the citizen-security actor relationship.

Abstract:
As the December 2018-January 2019 government shutdown pressed forward into unexplored territory, no one asked what impact the continuing funding delays might have upon information technology (IT) modernization. This should be a significant concern, as IT modernization is now widely recognized as a national security imperative. The cumbersome and lengthy acquisition process stifles innovation and allows U.S. adversaries such as China to develop and deploy cutting-edge technologies far faster than the United States is able. The loser is the U.S. military, which is often saddled with obsolete capabilities. The recently released Third Volume of the Section 809 Panel report states this explicitly—we are on a “war footing”—and the government’s cumbersome acquisition policies are a primary culprit. The shutdown certainly did not help any of this. The authors can offer no solution regarding how to solve the threat of another shutdown. The issues are no longer substantive—both parties see “the wall” as emblematic to their political base. But we can talk about recent green shoots in addressing the IT acquisition. Without mincing words or exaggeration, the government has a dismal record of successful IT modernization.[1] The U.S. Government Accountability Office (GAO), a respected government watchdog, has exhaustively documented the government’s dependence on outdated legacy IT and the billions of U.S. dollars wasted by agencies in failed modernization attempts.[2] The causes are numerous: a compliance-oriented acquisition workforce, perverse incentives that reward “box checking” rather than end-user outcomes, and an entrenched cultural fear of “doing things differently” caused by an overblown concern about potential bid protests and increased congressional oversight.[3] Recently, however, a new awareness has arisen across the government that the old ways of IT procurements no longer serve the country. Current acquisition techniques are relics of an age before commercialized internet services even existed; they were not designed to keep pace with the rapid evolution of IT technologies.

44. Advancing UK maritime aviation in the Queen Elizabeth-class era

The United Kingdom is on the cusp of regenerating what is a transformational capability. The first of the UK’s new-generation aircraft carriers, HMS Queen Elizabeth, has been at sea on trials for two years, and is working up towards its first operational deployment in 2021. The second ship, HMS Prince of Wales, is scheduled to be accepted into service before the end of the year. The F-35B Lightning II has achieved initial land-based operating capability and the Lightning Force has carried out its first overseas deployment, Lightning Dawn. Maritime aviation in the round has undergone a significant transformation, and there has been a substantial increased focus on collaboration and partnering with industry as well as developing stronger links with critical allies. To underscore the significance of the undertaking, then secretary of state for defence Penny Mordaunt announced on 15 May 2019 that the UK planned to produce a National Aircraft Carrier Policy to lay down a blueprint for how the new carrier era would help deliver the UK’s global objectives. In addition, on 4 June, then prime minister Theresa May announced that the UK would earmark the Queen Elizabeth-class carriers to form part of NATO’s significant new Readiness Initiative. These developments have prompted thought and discussion on the extent to which the carrier programme will enable and actually drive the transformation of UK joint-force capabilities, and are posing questions about the demands such a programme will place on UK defence and industry. 50. Advancing the U.S.-Korea Economic Agenda

For nearly 70 years, the United States-Republic of Korea alliance has remained strong, built mainly on shared strategic and national security interests. While the North Korean nuclear threat has long dominated political discussions and media headlines, the economic pillar of the relationship is no less important. With amendments to the U.S.-Korea Free Trade Agreement (KORUS) now in place, it is an opportune time for both countries to look beyond KORUS and expand their bilateral economic engagement to new and evolving areas. This closer cooperation can serve as an engine for growth in a slowing Korean economy, as an opportunity for job creation in the United States, and as a vehicle for jointly writing the rules for the technologies of the Fourth Industrial Revolution. As policymakers in Washington and Seoul look to the future, the Asia Society Policy Institute (ASPI) charts a possible path forward in its newest issue paper, Advancing the U.S.-Korea Economic Agenda. This paper presents a range of concrete actions that the United States and South Korea can take to advance and strengthen their bilateral economic relationship in the areas of trade and investment, energy, digital economy and advanced technologies, infrastructure, and women’s economic empowerment. The recommendations included in this paper are based partly on two roundtables ASPI organized with South Korean and American experts in Seoul in June 2018, with support from the Korea Institute for International Economic Policy, and in Washington, D.C., in October 2018. The ideas are also based on discussions with government officials, business leaders, and think tank experts.
