431. Macedonia's Name: Breaking the Deadlock

Abstract:
Macedonia is a relative success story in a region scarred by unresolved statehood and territory issues. International engagement has, since the 2001 conflict with an ethnic Albanian insurgency, brought progress in integrating Albanians into political life. This has been underpinned by the promise of European Union (EU) and NATO integration, goals that unite ethnic Macedonians and Albanians. But the main NATO/EU strategy for stabilising Macedonia and the region via enlargement was derailed in 2008 by the dispute with Greece over the country's name. Athens claims that, by calling itself “Macedonia”, it appropriates part of the Hellenic heritage and implies a claim against Greece's northern province. At summits it blocked Macedonian membership in NATO and EU accession talks until the issue is settled. Mystifying to outsiders, the dispute touches existential nerves, especially in Macedonia, and has serious regional implications. The parties need to rebuild trust; member states need to press both to compromise, especially Greece to respect its commitment not to block Skopje in international organisations.

Abstract:
Arab-Turkish relations have always been -- at least since the Cold War -- haunted by the Arab elite's concerns, which with time became an obstacle to viewing Turkey's cultural and strategic dimensions or its national and sectarian components. The majority of the elite have branded Turkey with subordination to an international bloc, taking into consideration the Cold War experience and Turkey's entry into CENTO and then NATO. Reducing Turkey's domestic and regional policies to a narrow framework and viewing it in an ideological perspective prevented them from understanding the changes in a country that strongly affects the region. There is no unified Egyptian perspective on Turkey as the Islamists' views differ from that of the nationalists and the leftists. Overall ideological considerations influence the objective valuation of Turkey's domestic politics as well as its regional policy among the Egyptian elite.

Abstract:
Ukraine faces a year of challenge in 2009. In the aftermath of the August 2008 Russia-Georgia conflict, Kiev must cope with an increasingly assertive Russian foreign policy. The Kremlin regards Ukraine as part of its sphere of privileged interests, has made clear its unhappiness with Kiev's desire to integrate into the European and Euro-Atlantic communities, and will attempt to disrupt that course. The possibility exists, more real following the August conflict, of a serious confrontation between Kiev and Moscow over issues such as Ukraine's geopolitical orientation and the Black Sea Fleet.

In the latter half of the 1990s, as the North Atlantic Treaty Organization (NATO) was preparing to expand its membership for the first time since the admission of Spain in 1982, Russian officials claimed that the entry of former Warsaw Pact countries into NATO would violate a solemn ''pledge'' made by the governments of West Germany and the United States in 1990 not to bring any former Communist states into the alliance. Anatolii Adamishin, who was Soviet deputy foreign minister in 1990, claimed in 1997 that ''we were told during the German reunification process that NATO would not expand.'' Other former Soviet officials, including Mikhail Gorbachev, made similar assertions in 1996—1997. Some Western analysts and former officials, including Jack F. Matlock, who was the U.S. ambassador to the Union of Soviet Socialist Republics (USSR) in 1990, endorsed this view, arguing that Gorbachev received a ''clear commitment that if Germany united, and stayed in NATO, the borders of NATO would not move eastward.'' Pointing to comments recorded by the journalists Michael Beschloss and Strobe Talbott, former U.S. defense secretary Robert McNamara averred that ''the United States pledged never to expand NATO eastward if Moscow would agree to the unification of Germany.'' According to this view, ''the Clinton administration reneged on that commitment . . . when it decided to expand NATO to Eastern Europe.''

Abstract:
How can we make sense of where the United States is in Afghanistan today? A poor country, wracked by 30 years of civil war, finds itself at the mercy of insurgents, terrorists, and narco-traffickers. NATO's economy-of-force operation there has attempted to help build a nation with very few resources. Yet, overall levels of violence remain relatively modest by comparison with other violent lands such as the Congo, Iraq, and even Mexico. Economic growth is significant and certain quality of life indicators are improving, though from a very low base. The United States is committed to Afghanistan and over the course of 2009 will roughly double its troop strength there. The international community is also seriously committed, with a number of key countries such as Canada, the Netherlands, and the United Kingdom fighting hard and applying solid principles of counterinsurgency.

Until now debates on initiating dialogue with the Taliban have mainly focused on the Afghan Taliban, whereas many of the difficulties that U.S. and NATO forces are facing stem from the militant spillover from Pakistan. This brief outlines why it is important to broaden the debate through a disaggregation of the major factions of the Pakistani Taliban and discusses in what sense a “good, bad and ugly Taliban” distinction can be a viable policy option.

Russia will be a key element of a wide array of policies to the Obama administration, including dealing with Iran and the construction of a broader nonproliferation regime, energy security, nuclear arms reductions, and Afghanistan. General Stanley McChrystal has said that without additional forces America will experience “Mission Failure” in Afghanistan. There is a growing fear within both the American political right and left that General McChrystal's request for additional troop increases in Afghanistan will start us on the road to another Vietnam. Shockingly, no one, not even the President, has yet to call for some form of comparable commitments from our allies. Ironically, it was the European members of the Alliance which took the initiative to invoke Article 5 after the 9/11 attacks, signaling that the attack was an attack against them all. Thus, Europeans were willing to make Afghanistan NATO's war. During the initial phase of the “War on Terror,” the United States mistakenly believed it did not need allies and made little effort to involve NATO in its operations until overextension in Iraq forced the United States to seek allies when it set up the NATO-led International Security Assistance Force. Terrorist attacks on European cities have also made it clear that Europe has just as much at stake in Afghanistan.
