251. NATO at sea: Trends in allied naval power

Abstract:
Despite the North Atlantic Treaty Organization (NATO) taking its name from the ocean that ties Canada and the United States to their European allies, for most of NATO's history the alliance focused primarily on land power. However, with continental Europe at peace, the drawdown in Afghanistan, the rise of general unrest in North Africa and the Levant, and the American intent to pivot toward Asia, questions are increasingly arising about the capabilities of NATO's European navies to project power and sustain operations around their eastern and southern maritime flanks. These questions have grown even more urgent in the wake of those same navies' uneven performance in the 2011 military campaign against Muammar Gaddafi's Libya. Examining the major navies of America's European allies reveals a general desire, with the exception of Germany, to maintain a broad spectrum of naval capabilities, including carriers, submarines, and surface combatants. But given the significant reduction in each country's overall defense budget, procuring new, sophisticated naval platforms has come at the cost of rapidly shrinking fleet sizes, leaving some to wonder whether what is driving the decision to sustain a broad but thin naval fleet capability is as much national pride as it is alliance strategy.

Abstract:
The history of the North Atlantic Treaty Organization (NATO) will say that the first, and so far only, time NATO has called upon its Article 5 collective defense clause was on September 12, 2001, following a terrorist attack on one of its members. Yet, until the agreement by NATO Heads of State and Government on the new policy guidelines on counterterrorism on May 20, 2012, NATO did not have an agreed policy to define its role and mandate in countering terrorism.

253. Security in the South Caucasus: the EU, NATO and Russia

Abstract:
TThis policy brief focuses on the interplay of external actors in the South Caucasus, i.e. the EU, NATO and Russia, looking specifically at how political and security relations have been shaped. Three main issues are highlighted: firstly, that the South Caucasus is a heterogeneous area and that the concept of being a region in its own right is underdeveloped; secondly, that despite the enlarged involvement of international players in the area, the South Caucasian countries retain agency and are not mere agents of foreign role-players; and, thirdly, that the area is characterised by processes of competition and collaboration that do not necessarily meet common agendas, despite shared interests regarding regional stability. The paths of the three South Caucasian republics has been different, with Armenia being dependent on Russia, Azerbaijan pursuing a policy of independence regarding external players, and Georgia assuming a pro-Western, anti-Russian position. The lack of diplomatic relations between Armenia and Azerbaijan due to the Nagorno-Karabakh conflict, EU involvement in crisis management in the wake of Georgia's 2008 war with Russia, a diminished NATO presence and increased Russian assertiveness in the area are central elements to understanding ongoing policies and practices. This complex framework suggests the need to address challenges and opportunities in the South Caucasus in terms of the complexity of the actors and factors at play.

254. Lessons from Libya: How Not to Intervene

Abstract:
Many commentators have praised NATO\'s 2011 intervention in Libya as a humanitarian success for averting a bloodbath in that country\'s second largest city, Benghazi, and helping eliminate the dictatorial regime of Muammar al-Qaddafi. These proponents accordingly claim that the intervention demonstrates how to successfully implement a humanitarian principle known as the responsibility to protect (R2P). In-deed, the top U.S. representatives to the transatlantic alliance declared that “NATO\'s operation in Libya has rightly been hailed as a model intervention.” A more rigorous assessment, however, reveals that NATO\'s intervention backfired: it increased the duration of Libya\'s civil war by about six times and its death toll by at least seven times, while also exacerbating human rights abuses, humanitarian suffering, Islamic radicalism, and weapons proliferation in Libya and its neighbors. If this is a “model intervention,” then it is a model of failure.

255. Women and Conflict in Afghanistan

As the presidential election approaches in 2014, with the security transition at the year's end, Afghan women, including parliamentarians and rights activists, are concerned that the hard-won political, economic and social gains achieved since the U.S.-led intervention in 2001 may be rolled back or conceded in negotiations with the insurgents. Afghanistan's stabilisation ultimately rests on the state's accountability to all its citizens, and respect for constitutional, legal and international commitments, including to human rights and gender equality. There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

256. Options for Canada's Future in Euro-Atlantic Organizations (2013-2030)

Over the next 20 years, the empowerment of individuals and new information and communication technology will reverberate in the security field with implications such as the growth of cyber-terrorism and the spread of nuclear technology to non-state actors. Power will be diffused among states and from states to informal networks, leading to a less Western-centric globalization. Demographic patterns and a growing demand for resources will have adverse consequences on defence spending and energy security. Among Euro-Atlantic states, there is broad agreement on the nature of future threats: proliferation of weapons of mass destruction, terrorism, regional conflicts, and cyber attacks. Russia is alone in identifying a Europe-specific phenomenon, the expansion of NATO to the East, as one of the main external military threats to its national security. While no major new conflict is predicted to arise in the Euro-Atlantic area, there will be no shortage of crises originating from outside this area, especially in the Middle East and in North Africa, requiring a response from Euro-Atlantic organizations. In the Euro-Atlantic area, it is expected that Russia will reclaim its traditional sphere of influence by intensifying efforts to strengthen regional organizations, sometimes in cooperation with China or smaller states. The Arctic may become one of the new geostrategic hotspots. A relatively cohesive club, NATO remains the most successful military alliance in contemporary history. As an inclusive, regional, and crosscutting organization, the OSCE is less central to key Canadian interests, but it provides a fairly low-cost means to establish a diplomatic foothold and contribute to building a security community in Eurasia. While NATO and the OSCE are expected to remain the pillars of the Euro-Atlantic order, one important question that underlies this report is why Euro-Atlantic-based organizations are necessary to deal with global risks. NATO's civil-military focus is likely to become more central as future multinational interventions place increasing demands on NATO capabilities. Predictions for the OSCE are more difficult to make given its protracted impasse, but the need for confidence building among disagreeing powers remains present. While Canada should not reconsider its membership in these organizations, it should support planned reforms and initiatives that will make them more relevant. Both NATO and the OSCE are moving in the right directions by taking seriously transnational, including cyber-threats. Applying lessons learned, they are likely to continue to improve coordination of civilian and military capabilities to address new risks. Energy security is also likely to move up the agenda of both organizations. To address the shift in global power, and in particular the renewed assurance of Russia, the OSCE must renew its original focus on confidence building, including through multi-track initiatives. Eschewing enlargement for the time being, NATO would be well-advised to nurture its relationship both with Russia and with new partners through political and technical cooperation. In times of austerity, both organizations will have to do more with less. Administrative reforms such as results-based management should be encouraged. At NATO, Smart Defence provides interesting opportunities for Canada to streamline defence procurement and optimize capabilities.

257. How is NATO Dealing with Emerging Security Challenges?

Abstract:
For most of human history, states have seen their primary role in the field of security as the defence of their borders and their territories against the predations of other states. Though populations faced other threats, such as famine, major epidemics or starvation, governments felt no need to intervene unless there was an immediate threat to the state or social order. Today, states have taken on the responsibility to cope with a much broader spectrum of threats because of voters' increased expectations of protection and the impact of globalization, which has made states much more vulnerable to non-traditional security threats. These can be easily transmitted across borders and can originate virtually everywhere: local and international terrorism, cyber threats to public and private networks, the spread of diseases and pandemics, vulnerabilities to critical infrastructure and energy grids, dependency on globalized supply chains, extreme weather conditions, uncontrolled immigration, organized criminal networks, and the proliferation of chemical, biological, radiological and nuclear (CBRN) devices with greater use of delivery vehicles such as missiles. The national security strategies of most NATO countries today prioritize these non-traditional threats before the more traditional threats from rising and rival powers or collapsing states. Although most of these non-traditional threats have existed for some time, NATO has only recently focused its attention on them. However, the Alliance is still associated with more classical military operations that take place outside its territory and emphasize flexible and deployable forces capable of cooperating with non-governmental organizations (NGOs), election observers, police trainers and democratic institution builders. The “Responsibility to Protect” is partly responsible for NATO's shift away from the defence of states to the defence of populations. Simultaneously, NATO linked its interventions to traditional security interests. Thus, despite the frequent portrayal of interventions as part and parcel of a new international morality to uphold human rights in foreign lands, in reality NATO has not strayed far from its traditional focus on the security of its member states. Given this focus on defending and protecting interests, NATO has recently had to consider the new spectrum of threats which are not classically military in nature but which will undoubtedly be frequent sources of disruption in the years ahead. Moreover, these threats can originate just as easily from within our borders as from outside. Malicious individuals may easily gain access to modern technologies (int. al. malware, drones, robotics and bioengineering), giving them the disruptive power that used to be the preserve of states. We could live in a future in which anyone could be targeted, anywhere, and at any time. These non-conventional threats cannot be deterred by the threat of military retaliation in the way that nuclear weapons could maintain a balance of power and peace, albeit uneasy, throughout the Cold War. Cyber attacks, for instance, have been a daily occurrence almost everywhere and most can still be carried out with relative impunity. The gain from espionage or financial crime greatly outweighs the risk of being caught or even the current legal penalties. Thus there is yet no significant incentives for the attackers to desist other than that they may damage and degrade information and communications infrastructure on which they also depend. It would be good if this “deterrence through interdependence” would eventually take hold, but we are clearly still a long way from it

Abstract:
Stephen Biddle and Karl Eikenberry are outstanding public servants and scholars, but their respective articles on Afghanistan (“Ending the War in Afghanistan” and “The Limits of Counter­insurgency Doctrine in Afghanistan,” September/October 2013) convey excessively negative assessments of how the war is going and of Afghanistan's prospects. Their arguments could reinforce the current American malaise about the ongoing effort and thereby reduce the odds that the United States will continue to play a role in Afghanistan after the current NATO-led security mission there ends in December 2014. That would be regrettable; the United States should lock in and solidify its gains in Afghanistan, not cut its losses.

260. Mission Impossible - Why Crisis Management Missions Do Not Increase the Visibility of the European Union

The European Union's (EU) Common Foreign and Security Policy (CFSP) and its accompanying Common Security and Defense Policy (CSDP) missions are tools used to increase the international profile of the EU. Using three different databases, this study features a content analysis that evaluates how much and what kind of media coverage CSDP missions receive. In general, the news coverage is positive, but limited. This article argues that the problem is structural: the very nature of the missions themselves, whether EU or NATO, makes them poor vehicles for EU promotion for political, institutional, and logistical reasons. By definition, they are conducted in the middle of crises, making news coverage politically sensitive. The very act of reporting could undermine the mission. Institutionally, all CSDP missions are intergovernmental; therefore, the member states control the coverage. Logistically, the missions are usually located in remote, undeveloped parts of the world, making it difficult and expensive for European and international journalists to cover. Moreover, these regions in crisis seldom have a thriving, local free press. The author concludes that although a mission may do good, CSDP missions cannot fulfill their primary political function of raising the profile of the EU.
