151. The Challenges of NATO Nuclear Policy: Alliance management under the Trump administration

Abstract:
In no aspect of NATO’s deterrence and defense posture is the challenge of Alliance management more demanding than in its nuclear dimension. This is especially the case at a time when Russia’s aggressive actions and threatening behavior have fundamentally changed the security environment in Europe, and President Donald Trump’s approach to NATO has presented challenges of its own. In this context, it is crucial that Allies understand the positions that they have agreed on in terms of arms control, disarmament and non-proliferation (ADN), as well as nuclear weapons policy, doctrine and posture. Considering the security benefits they receive in return for the United States’ extension of its nuclear deterrent to its NATO Allies, these states must also distinguish between the nuclear-related roles and responsibilities they are expected to take on and those with regard to which they have the option to ‘opt out’. For its part, the Trump Administration must appreciate that if all Allies are expected to close ranks behind the enhancements to NATO’s nuclear posture that are needed in order to respond to Russia’s threatening behavior, many will require an equally robust arms control, disarmament and non-proliferation posture as a quid pro quo.

152. NATO's Return to the North Atlantic: Implications for the Defense of Northern Europe

Abstract:
In a period of renewed great power competition, the United States and other NATO allies are once again giving attention to the maritime dimension of deterrence and defense in the North Atlantic and Northern Europe. Growing Russian assertiveness and the deployment of a range of new maritime surface and subsurface systems have increased the threat to maritime lines of communication across the Atlantic, which are a central area of NATO’s responsibility and essential for North American reinforcement of forces deployed in Europe in the event of a major crisis. The US and NATO responses include an increased naval operational tempo, expanded maritime exercises, the pre-positioning of additional equipment, and the re-establishment of the US 2nd Fleet and the NATO Joint Forces Command, Norfolk, both with missions to defend the North Atlantic. These developments need to be further integrated into NATO and national plans for defense of Northern Europe and the Arctic, and tested through exercises and training. There may be opportunities to improve this integration in the context of Nordic/Baltic cooperation and the bilateral and trilateral defense cooperation that Finland and Sweden are pursuing with the United States.

At their 1998 Saint-Malo Summit, the UK and France initiated the creation of a military arm for the European Union, now known as the Common Security and Defence Policy (CSDP). Ever since, EU member states have consistently claimed that more cooperation between their armed forces is the only way to significantly increase military capability. Successive projects have been proposed, yet none has ever really been implemented.Sceptics can therefore be forgiven for eyeing the EU’s latest initiative, known as Permanent Structured Cooperation (PESCO), with some suspicion – not least because the EU has already tried and failed to activate PESCO, in 2010 after the entry into force of the Lisbon Treaty.

Abstract:
There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. Following the Soviet Union’s collapse, Ukraine and Russia maintained relations that at times were testy, but their differences largely appeared manageable. That changed in 2014, when the Kremlin used military force to seize Crimea and then supported armed separatism in the eastern Ukrainian region of Donbas. As a result, attitudes within Ukraine toward Russia have hardened to a consider­able degree, and the appeal of Western institutions such as the European Union and NATO has grown.

When Bill Clinton came to Bucharest in 1997, he made history as the first U.S. President to visit Romania since the fall of communism. Speaking to the Romanian public, he announced, “Your President and I have agreed to establish a strategic partnership between our nations, a partnership important to America because Romania is important to America—important in your own right and important as a model in this difficult part of the world. Romania can show the people of this region and, indeed, people throughout the world that there is a better way than fighting and division and repression. It is cooperation and freedom and peace. Our friendship will en­dure the test of time. As long as you proceed down democracy’s road, America will walk by your side.” This year marks the 20th anniversary of that U.S.-Romania Strategic Partnership, which President Donald Trump, during a meeting with President Klaus Iohannis this past June in Washington, said is now “stronger than ever.” The Partnership is unique because it is not based upon any written agreement, treaty, or compact, but by mutual respect and un­der­stand­ing, strengthened continuously over time. It is a friendship based on shared values and aspirations, including democracy, freedom, respect for human rights, and the rule of law. While usually invoked when speaking of government-to-government bilateral re­lations, the Partnership extends to people-to-people ties as well. More than 90 percent of the Romanian public rates relations with the United States as good or very good, and overall, associations between the two countries expand far beyond diplomatic obligation.

The third part summarizes the presentations of all workshop participants and accompanying discussions without making any explicit attributions as the event was held under Chatham House Rule. Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." In this chapter, Haran and Burkovskiy begin with a general analysis of mutual perceptions from both sides, then proceed to identify key interests and concerns regarding the war in Donbas, and analyze whether the political aspects of the Minsk agreements can be implemented. They then suggest some recommendations on the way ahead. The authors argue that Putin’s success in attacking Ukraine, which is impossible to achieve without undermining unity among Western powers, could embolden him to exert his power and influence in wider Europe. Moreover, as U.S.-EU ties are likely to undergo some stress after elections on each side of the Atlantic in 2016 and 2017, Russia will to be tempted to take advantage of such turbulence by pressing forward with its goals in Ukraine and pushing the so-called “grey zone” of insecurity westward before a new equilibrium is found within the Euro-Atlantic area.
