21. United West, divided from the rest: Global public opinion one year into Russia’s war on Ukraine

Abstract:
A new poll suggests that Russia’s war on Ukraine has consolidated ‘the West;’ European and American citizens hold many views in common about major global questions. Europeans and Americans agree they should help Ukraine to win, that Russia is their avowed adversary, and that the coming global order will most likely be defined by two blocs led respectively by the US and China. In contrast, citizens in China, India, and Turkiye prefer a quick end to the war even if Ukraine has to concede territory. People in these non-Western countries, and in Russia, also consider the emergence of a multipolar world order to be more probable than a bipolar arrangement. Western decision-makers should take into account that the consolidation of the West is taking place in an increasingly divided post-Western world; and that emerging powers such as India and Turkiye will act on their own terms and resist being caught in a battle between America and China.

Abstract:
The world is changing – and European governments are struggling to decide how to position themselves within it. Middle powers outside Europe are preparing for a fragmented, not a bipolar world, and approaching the emerging order with some confidence. The EU can learn a great deal from their strategies. The EU has a myriad of interdependencies with other powers and will never be totally self-sufficient. To protect its interests and values, it needs a foreign policy strategy that acknowledges this: strategic interdependence. The EU should anchor this approach in an understanding of where it needs partnerships – and the potential power it wields within them. It should prepare for political coexistence and competition, privilege de-risking over decoupling, and invest in key relationships rather than in defending the old order.

Abstract:
The idea of the outside world and the role that Russia plays in it has undergone radical changes in Moscow’s official worldviews since 2014. The degradation of the international security situation indicates a deep crisis in the existing world order, which was formed in the spirit of the US’s unipolar hegemony after the collapse of the Soviet Union. Attempts are being made to turn the UN, the only universal platform for reaching collective decisions on an inclusive and equal basis, into a tool of the collective West for pressuring “revisionist states.” The decline in the culture of global-level dialogue leads not only to the aggravation of military-political conflicts but also to the inability to effectively respond to new challenges and transnational threats.

Abstract:
A longstanding territorial dispute between claimants in the South China Sea now finds itself nested within a new imagined ‘Indo-Pacific’ region, which itself has become a key theatre in a deepening great power conflict. The EU is geographically distant and a relative newcomer to the strategic terrain in these two regions, yet it cannot afford to ignore them given their crucial economic and geopolitical importance. While the EU’s ability to reduce the constraints on its freedom of manoeuvre is limited, the Union should nonetheless gradually nurture its strategic autonomy by carving out a delineated hard security role in the South China Sea while maintaining a degree of distance from the US approach towards China and the Indo-Pacific.

Abstract:
In a Union of 27 Member States, differences in (geo)political interests, socio-economic realities, historical trajectories and national identity construction constantly threaten internal unity and thus also the external coherence of the EU’s Foreign and Security Policy (EUFSP). The following three factors and their mutually reinforcing interplay appear to have a significant impact on the creation and shaping of EUFSP, especially when it comes to managing international crises and conflicts: internal contestation, regional fragmentation and multipolar competition. The analysis in this paper draws on the main findings from nine case studies carried out under the Horizon 2020 JOINT project. The paper first assesses the (generally negative) impact of the three factors on EUFSP in these contexts of international crises, identifies common patterns and divergent approaches. The second part of the paper identifies strategies to mitigate and/or reduce the (negative) impact of these challenges on EUFSP and points towards windows of opportunity to take action moving forward. The ultimate aim of this research is to provide experts and officials with concrete ideas about how EU policy decision-making processes can enable greater coherence among EU institutions and Member States in their response to international crises and conflicts.

Abstract:
The hegemony of the dollar is fundamental to the primacy of the United States in the international system, perhaps even more so than US military superiority. The US government can afford to spend several times more on its armed forces than its military competitors because it has the ability to sustain seemingly unlimited levels of debt thanks to the relative strength of the US dollar. Other nations have been willing to buy US debt and hold large reserves of dollars, which has kept the value of the dollar reasonably stable compared to other currencies. The authors argue that there are clear signs that the dollar's hegemony is in decline and that this could lead to a multipolar world in which the United States is just one great power among others. The article will discuss the reasons why the US dollar is so important to US power, why the dollar's attractiveness is declining and how the unprecedented sanctions imposed by Russia in response to the Russian incursion into Ukraine may have inadvertently accelerated the emergence of a multipolar world.

Abstract:
In the past few years, the evolving global landscape has drawn increasing attention to the positioning of African countries on major international issues. Much emphasis has been placed on African voting and diplomatic stances in international fora, political rhetoric and protests, all seemingly pointing to a shift towards a more critical approach vis à vis traditional Western partners. At the same time, non-alignment, a notion that for some retained a merely historical value, has gained new impetus as a principle guiding a number of countries of the Global South, suggesting a break in the relationship with old and new partners. This report investigates the nature and reasons of the growing anti-Western sentiment in sub Saharan Africa, combining an analysis of the current international context with a look at the long term. Is the gap between Africa and the West really expanding? What are the reasons and the possible consequences? What can be done to turn criticism into a more profound, mutual understanding?

This document delves into the foundational importance of the universality of human rights in the contemporary international landscape. Drawing on pivotal quotes by influential figures like Boutros Boutros-Ghali, it emphasizes the inherent nature of universality within human rights, rooted in the dignity of every individual. Highlighting the dual aspect of universality – the territorial applicability of rights and their coverage of all individuals – the paper underscores the interdependent and indivisible nature of human rights. It explores the significance of international human rights covenants and their role in critiquing governments on their adherence to these standards, stressing that upholding human rights is a collective responsibility owed to the global community. However, challenges to the universality of human rights have emerged, especially post-Cold War, with debates centering around cultural relativism and particularities versus universal standards. The 1993 World Conference on Human Rights in Vienna notably reaffirmed the universality principle, although not without contention. Despite the significance of this reaffirmation, conflicts surrounding human rights have multiplied, complicating the path toward achieving true universality. 30 years after the Vienna World Conference, 75 years after the adoption of the Universal Declaration on Human Rights, this study outlines the obstacles to universality, explores the changing dynamics in international relations, particularly focusing on the China-Russia partnership, and suggests pathways to re-establishing the essential universality of human rights. It concludes with recommendations for Austria and Europe to realign with these universal principles in the realm of human rights, emphasizing the ongoing journey and complexities inherent in striving for true universality in human rights worldwide.

Abstract:
A multipolar Middle East is emerging as the US “right-sizes” its posture in the region – and as regional states and external powers, including Russia and China, become more assertive. Russia’s war on Ukraine is accelerating these dynamics, while also provoking destabilising price shocks and underscoring the region’s importance to energy markets. The Middle East’s geopolitical shifts pose huge challenges to Europe, but multipolarity could create space to promote European interests more effectively. A coherent European approach should be guided by principled pragmatism: acknowledging the region as it is rather than as Europeans want it to be, while staying focused on the principles needed to secure longer-term stability. Europeans need to enhance transatlantic complementarity and stop ceding leverage to their Middle Eastern partners. While they compete for influence with Russia and China, they should maintain room for coordination with both countries. Europe should tap into the opportunities created by stabilisation support, green energy, and economic diversification – areas that could provide an edge over China.
