31. Constraints to Enhanced Revenue Mobilization and Spending Quality in Kenya

Abstract:
This study addresses constraints to enhanced revenue mobilization and spending quality in Kenya. The structure and growth of Kenya’s economy and spending quality have a bearing on its taxable capacity. Constraints to enhancement of revenue mobilization and spending quality include the existence of a large informal sector; inadequate information on property ownership; perceived corruption; inefficient use of public resources; political interference; volatile election cycles; abuse of tax incentives; uneven transfer pricing; illicit financial flows; and untaxed online businesses, coupled with poor administrative capacity and tax policy design. Policy implications on revenue performance are (1) the National Treasury and Kenya Revenue Authority (KRA) should focus on property taxes and capital gains taxes to expand the tax base; (2) development partners are needed to direct technical assistance to the informal sector, to aid with transfer pricing, to monitor illicit financial flows, and to properly tax online businesses; (3) greater use of technology is needed to increase efficiency; (4) intervention by the Geospatial Information System is needed to link data on land and property ownership with tax information in the existing database; (5) a pay-for-results model needs to be deployed; (6) need to reduce tax expenditures; and policy reforms to be initiated in the agricultural sector. The policy implications on expenditure are (1) the need for efficient utilization of tax revenues; (2) the need for implementation of digital technologies; (3) the need to revisit an integrated financial management information system (IFMIS) configuration; (4) the need to adhere to long-term planning; and (5) adoption of the GFS 2014 reporting standard. Overall, an independent entity needs to be established that will set budget ceilings, monitor budget implementation, and carry out audits.

32. Senegal: Making Domestic Resource Mobilization Work to Sustain Growth and Improve Service Delivery

Abstract:
Senegal’s recent economic performance is impressive. For the first time, Senegal has achieved a GDP growth rate of more than 6 percent for three consecutive years (2015–2017), and per capita GDP has increased at an annual average of 4.1 percent. In parallel, progress in fiscal revenues has been recorded, with the ratio of average revenues to GDP increasing by 5.7 percentage points between 2000-2002 and 2014-2017, placing Senegal above the regional average of 15 percent. Notwithstanding, the performance of the Senegalese tax system is limited by the country’s narrow tax base, largely attributable to a sizable informal sector. Despite accounting for more than half of GDP, Senegal’s informal sector makes up less than 3 percent of total tax collection. Revenue collection is also limited by the fast-growing array of exemptions, and by tax expenditures. These special dispensations mainly went to multinationals with local branches in Senegal. Tax expenditure more than doubled between 2010 and 2014, from18.4 percent of tax revenues and 3.4 percent of GDP to 40 percent of tax revenues and 7.8 percent of GDP. According to some estimates, the cumulative costs are close to 18 percent of annual GDP. Other factors deterring effective domestic resource mobilization include poor governance and the limited technical capacity of the tax administration, failures of the information system, and weak system transparency. Expenditures are often ineffective, particularly in the education and health sectors. Improving the state of public finances requires reforms to strengthen technical and institutional capacities and to adapt the management framework in view of Senegal’s entry into the hydrocarbon era. This might include setting up a public finance monitoring committee, adopting new budgetary rules consistent with those set by the West African Economic and Monetary Union, building relevant tax administration capacities. On the expenditure front, actions are needed to improve the targeting of support programs for vulnerable groups, and to implement capacity-building programs for government officials in charge of project evaluation, including in the Planning Directorate and in technical ministries. Lastly, a systematic ex ante and ex post evaluation of public investments is needed.

Transnational social movements play a critical role in the fight against authoritarianism, and a growing field of diaspora studies shows that exiles, émigrés, emigrants, and refugees are especially well positioned to undermine dictatorships from abroad.1 Given their cross-border ties, diasporas often mo- bilize against abuses taking place in their homelands, move aid to war zones and refugee camps, and fuel revolutionary social change.2 Exiles who gain the right to protest and lobby in their places of settlement can also become powerful players in international relations. Iraqi expatriate Ahmed Chalabi, who helped to justify the United States-led invasion of Iraq by fabricating evidence of Saddam Hussein’s weapons of mass destruction, is just one example of how influential exiles can be when exacting revenge on the autocrats who abused them.3

Abstract:
The People Power Movement (PPM) in Uganda has its roots in the growing politics of discontent in Africa and across the world.1 On the continent, the growth of popular movements has been evident in countries like Zimbabwe, Sudan, Algeria, Burkina Faso, Egypt, and Tunisia to mention but a few. These public protests have increased notably in number with their most significant recent manifestation being the Arab Spring. An important aspect of these pro- tests is the central role played by youth movements such as Y’en Maarre (Fed Up) in Senegal, Balai Citoyen (The Civic Broom) in Burkina Faso, and La Lucha (The Struggle) in the Democratic Republic of Congo. Over the past decade, mass uprisings in Africa have accounted for one in three of the nonviolent campaigns aiming to topple dictatorships around the world. With twenty-five new nonviolent mass movements, Africa has experienced almost twice as many as Asia, the next most active region with sixteen.2 What is common to all these movements is not only the active and public expression of discontent but also the existence of a long entrenched and increasingly indifferent ancien regime whose priority is political survival. In some ways, one could argue that emerg- ing protests are largely a continuation of incomplete democratic struggles in authoritarian or semi-democratic regimes.

35. The Economic Forces of Victory Versus Those of Defeat: An analysis of the Greek Economic and Military Mobilization of the 1909-1923 Period

Abstract:
The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

Abstract:
This paper is intended to serve as a show and tell model for graduate students. Sections in parentheses and italics provide a running commentary by the author on the decisions taken throughout the paper. The goal is to permit students to follow the thinking of the researcher and see how it guided the theoretical, methodological and other decisions on content that finally made it into the paper. The paper in question explores how “public” military mobilization can be an attempt by weak actors to trigger intervention by third parties in a dispute with a stronger actor, in the hopes that the third parties will force the stronger actor to accommodate the weaker actor. This attempt is called “compellence via proxy”. In this research I explore why in reaction to failure, some weak actors are able to avoid escalation to war, while others are not. I posit that the flexibility of the decision makers of the weak actors is influenced by their ability to overhaul their winning coalition. A large-n evaluation of 68 cases of “public” mobilization, and an evaluation of six Balkan state mobilizations in the 1878-1909 era, do not support the idea that the size of the winning coalition, a part of the factors determining overhaul, has an association with war onset or its avoidance.

Our dossier no 22 presents the challenges confronting popular movements in Latin America and the Caribbean in the face of a new advance of imperialism, the right-wing, and neoliberal projects in the region. These policies have grave consequences for the people and have corroded the legitimacy of the governments that propel them forward, developing new processes of popular struggle, mobilizations, uprisings, protests, and resistances. In this context, it is necessary for Latin American critical thought to reflect on the methods and capacity to promote an alternative anti-neoliberal, anti-racist, anti-patriarchal, anti-capitalist subjectivity.

40. From the Ground Up: Multi-Level Accountability Politics in Land Reform in the Philippines

In 1988, the Philippines enacted a land redistribution policy known as the Comprehensive Agrarian Reform Program (CARP). After almost three decades of implementation, an estimated 13 percent of the land targeted for redistribution remains in the hands of powerful landlords. This paper investigates the contestation involved in the implementation of agrarian reform through the lens of multi-level accountability politics. The Philippines’ longstanding campaign for agrarian reform has been led mainly by peasant organizations with deep links to the democracy movement. Following the transition from martial law to electoral politics in 1986, a broad coalition was able to secure the legislation of meaningful agrarian reform. Yet landlord power and impunity have managed to slow reform implementation. For decades, the peasant movement has struggled to push the government to implement its own laws, which involves direct conflict with landlords and their allies in government. In contrast to much of the research literature on accountability initiatives, which focuses on public goods and service provision, this study addresses the more openly contested process of implementing redistributive reform. The case of the Peasant Movement of Bondoc Peninsula (Kilusang Magbubukid ng Bondoc Peninsula, KMBP) sheds light on the contest over implementing land reform in the Philippines. This study narrates the struggle of KMBP through the lens of vertical integration—how campaigns target different levels of governance (village, municipality, national, etc.) to achieve meaningful change. Using vertical integration, the paper uses a new mapping tool to identify the wide variety of actions taken by KMBP and its partners, the level of governance they have targeted, and the level of intensity in which they were pursued. The Bondoc peasant movement worked to persuade the government to carry out its own land reform commitments, leading to the transfer of 10,000 hectares of land from some of the biggest landlords in the area to 3,800 tillers. This study shows how peasant organizations built their campaign from the ground up, starting around particular villages and landholdings and then building coalitions operating at the municipal, district, and national levels. This has allowed peasants to exert pressure on different levels of government, at times aided by national-level civil society organizations and media coverage. In a novel approach, the paper also maps the similarly vertically integrated efforts of anti-accountability forces— those with a vested interest in blocking reform. Owners of large landholdings have responded with harassment, physical violence, vote buying and political maneuvering to undermine reform implementation. The conventional approach to the study of accountability initiatives either leaves out the opposition or treats it as a mere residual category. The approach developed here, by analyzing the opposition through a multi-level lens, brings the anti-accountability forces and their strategies into the framework. This mapping of anti-accountability forces reveals their power to be also vertically integrated. Landlord resistance to policy implementation has been especially intense at the village and municipal levels, but they have also undertaken lobbying at the national level. Their coalition-building strategy even includes unlikely alliances with Maoist rebels, when their interests align. In addition to spotlighting the central role of peasant mobilization in promoting redistributive policy implementation, this paper’s broader takeaway emphasizes the relevance of analyzing accountability initiatives through mapping the varied repertoires of both pro- and anti-accountability forces.
