Abstract:
State participation in oil, gas and mining is often exercised through state-owned enterprises (SOEs), whereby governments take a direct ownership stake in oil, mineral or gas ventures, either as the sole commercial entity or in partnership with private companies. This briefing gives an overview of the different structures of state participation and an introduction to the governance/management of state-owned enterprises. Furthermore, it offer questions and strategies for effective parliamentary oversight of SOEs.

Abstract:
The Natural Resource Charter is a set of principles to guide governments' and societies' use of natural resources so these economic opportunities result in maximum and sustained returns for a country's citizens. It outlines tools and policy options designed to avoid the mismanagement of diminishing natural riches, and ensure their ongoing benefits. The charter is organized around 12 core precepts offering guidance on key decisions governments face, beginning with whether to extract resources and ending with how generated revenue can produce maximum good for citizens. First launched in 2010 at the annual meetings of the International Monetary Fund and the World Bank, the charter was written by an independent group of practitioners and academics, under the governance of an oversight board composed of distinguished international figures with first-hand experience of the challenges faced by resource-rich countries. It relaunched at the 2014 Natural Resource Charter Conference in Oxford, England.

Resource-rich regions usually expect and strive for local economies to benefit from oil, gas and mineral projects. Unfortunately, that is not always the case. These regions do not always know how to take advantage of extractive activities to create sustainable economic development, be it creating jobs and developing local businesses or building skills and improving technologies. Local content is the processes of building such economic capital at the national and subnational level, and meeting set public policy objectives. This paper offers guidance on designing and implementing local content initiatives in the oil, gas and mining sectors to ensure economic sustainability within producing regions. It aims to answer the question of how national and subnational governments, industry and civil society can maximize local benefits through partnerships among governments, companies and civil society organizations (CSOs). Governments should set clear targets based on which companies should make commitments and publish transparent reports on results. CSOs can then analyze the results and monitor progress of local content initiatives.

Abstract:
This paper explores to what extent the quality of governance by MNC in areas of limited statehood depends on the limitation, and, more importantly, on the restraint of statehood. The control over the monopoly of force and a minimum of state capacity to set and enforce rules are only one condition among others facilitating inclusive governance contributions. Largely overlooked so far is that state actors (or other local authorities) need to be checked and held accountable in order to ensure a certain quality of business contributions to governance. To develop this argument, we introduce the concept of quality of business contributions to governance and discuss to what extent limited and restrained statehood accounts for the substantial variation in quality observed empirically. Based on a discussion of the ambivalent role of statehood for governance by non-state actors, we conceptualize restraints on statehood as a scope condition for the quality of business contributions to local governance. In addition to institutional restraints drawn from liberal state and democratic theory, such as the rule of law and elections, we consider societal mechanisms of restraint at the local level, such as embeddedness in societal institutions and community pressure. Empirically, we explore our argument and the power of these various mechanisms of restraint in case studies of mining companies in Sub- Saharan Africa and explore gold mining companies in Tanzania in more detail.

Unemployment is highest among youths (15–24 years old) and particularly affects those without skills. Unless the challenge of youth unemployment is met, Zambia could face rising poverty levels in the future. Based on a survey of firms in the mining and quarrying, manufacturing, and construction industries, this study analyses constraints on the demand for youth labour and identifies five broad policy areas in which the government could help make it easier for firms to absorb more young people.

Abstract:
Zambia is among many developing countries struggling to create adequate employment opportunities for its people, especially in the formal economy. There is high youth unemployment, especially in urban areas where it has surged to 40.4% for females and 35.6% for males (CSO 2011, 95). Sender et al. (2005) attribute the high youth unemployment rates in Zambia to the socio-economic crisis of the past two decades and the young and increasing population that is producing an ever bigger youth labour force. Mayaka and Moyo (1999) further observe that youth unemployment mainly affects those without skills. A new challenge is the revised minimum wage legislation, which could influence youth employment levels if formal sector employers opt to lay off excess labour in order to contain labour-related costs of production. Unless the challenge of youth unemployment is met, Zambia could face rising poverty levels in the future. The new government has made pronouncements about expanding employment opportunities for youths, but without good data and information about labour demand dynamics, the government’s good intentions are likely to face severe challenges. Closing this knowledge gap is a necessary step in identifying corrective policy measures.

Abstract:
The mining of diamonds, their trading mechanisms, their financial institutions, and, not least, their cultural expressions as luxury items have engaged the work of historians, economists, social scientists, and international relations experts. Based on previously unexamined historical documents found in archives in Belgium, England, Israel, the Netherlands, and the United States, this book is the first in English to tell the story of the formation of one of the world’s main strongholds of diamond production and trade in Palestine during the 1930s and 1940s. The history of the diamond-cutting industry, characterized by a long-standing Jewish presence, is discussed as a social history embedded in the international political economy of its times; the genesis of the industry in Palestine is placed on a broad continuum within the geographic and economic dislocations of Dutch, Belgian, and German diamond-cutting centers. In providing a micro-historical and interdisciplinary perspective, the story of the diamond industry in Mandate Palestine proposes a more nuanced picture of the uncritical approach to the strict boundaries of ethnic-based occupational communities. This book unravels the Middle-eastern pattern of state intervention in the empowerment of private capital and recasts this craft culture’s inseparability from international politics during a period of war and transformation of empire.
