Abstract:
The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The world is changing rapidly, and if NATO does not adapt with foresight for this new era, then it will very likely disintegrate.

572. Decoding Al-Qaeda's Strategy: The Deep Battle Against America

Abstract:
By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Through these texts, readers experience events as insiders see them, and by concentrating on the activities and pronouncements of al-Qaeda's thought leaders, especially in Yemen, they discern the direct link between al-Qaeda's tactics and trends in anti-U.S. terrorism. Ryan shows al-Qaeda's political-military strategy to be a revolutionary and largely secular departure from the classic Muslim conception of jihad, adding invaluable dimensions to the operational, psychological, and informational strategies already deployed by America's military in the region.

The twenty-sixth of December 2012 marked an important date in Chinese military history—the fourth anniversary of China's furthest and most extensive naval operations to date, the ongoing antipiracy deployments in the Gulf of Aden. In the first-ever simultaneous three-fleet public display, China's North Sea Fleet, East Sea Fleet, and South Sea Fleet all held "open day activities." The guided-missile destroyers Qingdao, Guangzhou, and Shenzhen and guided-missile frigate Zhoushan, together with their associated helicopters and personnel, were visited by more than eight thousand people "from all sectors of the society" at the port cities after which they are named.

At NATO's 2010 Lisbon Summit, Allied Heads of State and Government mandated a comprehensive Deterrence and Defence Posture Review (DDPR). The aim was to undertake a "rigorous analysis" of the broader security environment and of the adequacy of NATO's military posture for defense against the full range of security challenges. Issue of the DDPR as a press release at the May 2012 Chicago Summit demonstrated that the review process has indeed covered a lot of ground in the meantime, yet the document provided neither a detailed examination of the international security landscape nor an elaborate analysis of the interaction of nuclear, conventional and missile defense elements. This was hardly surprising. After all, the main purpose of the exercise was to rein in a potentially controversial debate among Allies about NATO's future nuclear posture. To put it differently, the DDPR was meant to reaffirm certain basics that were in danger of getting lost.

In a January 2012 publication, the NATO Military Committee revised its Framework Policy on Reserves: "As many nations increasingly make use of professional soldiers in their Regular Forces, whilst simultaneously reducing them in size, the need for Reservists will be even greater." This reflects a position shared across NATO, where most member states recognize the need for volunteer-part-time Defense Forces able to deliver significant capability when needed. In a challenging security environment, whilst the Regular Forces are largely reduced and professionalized Reserve Forces act as a pool to support, reinforce, enhance and improve their regular counterparts. They provide a surge of personnel that can be drawn upon.

Abstract:
In December 1971, India sent troops into what was at the time known as East Pakistan. For the preceding months, Pakistani forces had been engaged in a violent conflict with a Bangladeshi separatist group.1 The Indo-Pakistani conflict was sparked by the Bangladesh Liberation War, a conflict between the West Pakistanis and the East Pakistanis, who were mainly of Bengali ethnicity.2 In the 1970 Pakistani election, the East Pakistani Awami League secured a simple majority in the Parliament of Pakistan.3 The West Pakistani leadership, however, stalled in relinquishing power.4 The Awami League declared the independence of East Pakistan as Bangla Desh on April 10, 1971.5 West Pakistani forces engaged in violent attempts to end the insurrection, committing widespread atrocities against the Bengali population of East Pakistan.6 Over a million Bengalis were killed.7 And, an estimated 8 million refugees fled to India.8 In December 1971, fighting broke out between India and Pakistan when India sent armed troops into East Pakistan.9 U.N. debates over the conflict took on a distinctly Cold War tone, stalling any action on the part of the United Nations.10 The military conflict between India and Pakistan lasted only thirteen days before Pakistani forces in East Pakistan surrendered.11 By January 4, 1972, the Secretary-General was able to report that the cease-fire between the two states “appeared relatively stable.”12 As a result of India’s intervention, East Pakistan ultimately achieved independence and became modern-day Bangladesh.13 In justifying its unauthorized intervention, India framed the issue as mainly one of self-defense and regional security. Citing the millions of refugees flowing from East Pakistan into India, the Prime Minister of India wrote to the U.N. Secretary General that Pakistan’s actions “pose a serious threat to our security” and that the resulting military action taken against Pakistan was “entirely defensive.”14 The Indian Ambassador to the Security Council argued that Pakistan had committed a crime of “refugee aggression,” that is, its aggression came from the strain its actions placed on India’s social structure and finances.15 India also argued that it had a right to intervene in light of the humanitarian catastrophe engulfing East Pakistan. The Indian Ambassador to the U.N. claimed that India had “absolutely nothing but the purest of . . . intentions: to rescue the people of East Bengal from what they are suffering.”16 India also maintained that its authority to intervene to end the humanitarian catastrophe was based in part on the consent of Bangladeshi people, even though Bangladesh was not yet an independent state.17 In making this argument, India argued that the rule of self-determination might be applied to the Bengali people.18

In The Federalist, No. 70, Alexander Hamilton argues in favor of an executive office comprising one person, principally because that unitary structure will provide “energy in the executive,” which for Hamilton is a “leading character in the definition of good government.” Qualities directly associated with this unity – energy relationship include “decision, activity, secrecy, and dispatch.” This structural feature of the second branch of government would seem to make the identity of the president rather important. After all, the loss of one member of Congress leaves 534 legislators to soldier on. Change the president, however, and you end up with a completely different administration, even if subordinate personnel do not change.

580. Mission Revolution: The U.S. Military and Stability Operations

Abstract:
Defined as operations other than war, stability operations were, for the entire history of the United States military, considered a dangerous distraction if not an outright drain on combat resources. Nonetheless, American troops are now deployed far more often for stability operations than for conventional war. In 2005, the U.S. Department of Defense reversed its traditional stance on stability operations, elevating them to a primary mission alongside more conventional offense and defense goals. Jennifer Morrison Taw argues that this action represented a revolutionary change with significant implications on U.S. foreign policy. Through a detailed examination of the accompanying adjustments to U.S. military doctrine and adaptations in force preparation, Taw connects the elevation of stability operations to the far-reaching, overly ambitious American preoccupation with managing international stability. She also shows how the DOD's decision reinforced and exacerbated domestic politics that already had reduced civilian agencies' capabilities while fostering an unhealthy overreliance on the military.
