311. Security and Defense Challenges in the Baltic Region: The Finnish Perspective

Abstract:
Military activity and military tensions have increased in the Baltic Sea region. The early-warning period for military crises has become shorter and the threshold for using force has lowered. Russia bears the main responsibility for this negative development. The area that was previously under no signi�icant stress is now facing dif�iculties following the Russian occupation of Crimea and the con�lict in eastern Ukraine. The strategic importance of the Baltic Sea region has risen and military activity has intensi�ied in the area. A con�lict in the Baltic Sea region would inevitably impact Finland’s security. Finland has responded by improving military readiness through procuring new materiel, and by increasing defense spending. Other countries in the region have undertaken similar measures. During the years 2012-2014, a reform of the Finnish Defense Forces was carried out. It adapted the size and the basic structure of the Defense Forces to meet stringent �inancial demands and the then lower threat level of the security environment. The defense budget was cut by approximately 10 per cent. Since then, the policy has been reversed.

312. The Changing Security Dynamics of the Persian Gulf

Abstract:
Academic interest in Gulf security has continued to focus on traditional notions of zero-sum security threats emanating from Iran or Iraq, or the role of the United States. There has been limited exploration of the deeper, structural issues that threaten the region. In line with this, in the 2014-2015 academic year, CIRS launched a research initiative on “The Changing Security Dynamics of the Persian Gulf.” The purpose of this project is to scrutinize the ways in which domestic security threats in the region are evolving, and how newer challenges related to human security are being reinforced by—and in some ways actually replacing—military threats emanating from regional and outside actors. This project brings together a number of distinguished scholars to examine a variety of relevant topics, which resulted in original research chapters published in an edited volume titled, The Changing Security Dynamics of the Persian Gulf (Oxford University Press/Hurst, 2017), edited by Kristian Coates Ulrichsen.

Abstract:
The Red Star and the Crescent (Oxford University Press/Hurst, 2018) provides an in-depth and multi-disciplinary analysis of the evolving relationship between China and the Middle East. Despite its increasing importance, very few studies have examined this dynamic, deepening, and multi-faceted nexus. James Reardon-Anderson has sought to fill this critical gap. The volume examines the ‘big picture’ of international relations, then zooms in on case studies and probes the underlying domestic factors on each side. Reardon-Anderson tackles topics as diverse as China’s security strategy in the Middle East, its military relations with the states of the region, its role in the Iran nuclear negotiations, the Uyghur question, and the significance and consequences of the Silk Road strategy.

314. Structuring Cooperative Nuclear Risk Reduction Initiatives with China

Abstract:
The Stanford Center for International Security and Cooperation engaged several Chinese nuclear organizations in cooperative research that focused on responses to radiological and nuclear terrorism. The objective was to identify joint research initiatives to reduce the global dangers of such threats and to pursue initial technical collaborations in several high priority areas. Initiatives were identified in three primary research areas: 1) detection and interdiction of smuggled nuclear materials; 2) nuclear forensics; and 3) radiological (“dirty bomb”) threats and countermeasures. Initial work emphasized the application of systems and risk analysis tools, which proved effective in structuring the collaborations. The extensive engagements between national security nuclear experts in China and the U.S. during the research strengthened professional relationships between these important communities.

315. Japan’s Shift in the Nuclear Debate: A Changing Identity?

Abstract:
Throughout the Cold War, Japanese leaders and policy-makers have generally been careful to reflect the public’s firm opposition to anti-nuclear sentiment. However, the turn of the 21st century has witnessed a remarkable shift in the political debate, with élites alluding to a nuclear option for Japan. This sudden proliferation of nuclear statements among Japanese élites in 2002 has been directly linked by Japan watchers to the break out of the second North Korean nuclear crisis and the rapid buildup of China’s military capabilities. Is the Japanese perception of this double military threat in Northeast Asia really the main factor that triggered this shift in the nuclear debate? This paper argues that Japanese élites’ behavior rather indicates that the new threats in the regional strategic context is merely used as a pretext to solve a more deep-rooted and long-standing anxiety that stems from Japan’s own unsuccessful quest for a less reactive, and more proactive post-Cold War identity.

Abstract:
This paper looks at the mechanics of military innovation to sound a cautionary note on the current and future use of undersea autonomy. It starts from the premise that undersea autonomy is not yet as inevitable and disruptive as many believe. In particular, this is because of the current threat environment, the limited scope of current missions for unmanned undersea vehicles (UUVs), and the prevailing technology push. For undersea autonomy to lead to disruptive and discontinuous changes in undersea warfare, navies will need to understand how to translate technological advancements into operational advantages. This will require navies, industry and science partners to develop a better understanding of the interplay between operational needs, cultural predispositions, organisational and resource needs, and technological options.

317. Incident Prevention and Mitigation In The Asia Pacific Littorals: Framing, Expanding, and Adding to Cues

Abstract:
This paper explores the possibility of South China Sea claimants and regional countries playing an active role in developing measures to prevent untoward incidents involving government (including naval and maritime law enforcement) and non-government vessels while political negotiations take place with respect to the proposed Code of Conduct between ASEAN and China. It argues that such a comprehensive incident prevention and mitigation plan must be multidimensional and multilevel in its approach, cascading from the political, strategic, operational, to tactical levels. This study breaks down into three main sections. The first examines the framing of the existing Code for Unplanned Encounters at Sea (CUES) and its expansion as well as any new prevention and mitigation initiatives. The center of gravity and theory of success for CUES must be at operational and tactical levels, this paper highlights, while also proposing that CUES should be expanded to include sub- surface and aerial- based actions as other potential triggers for unplanned encounters and unintended escalations at sea. The end-state calls for a comprehensive CUES in light of the multidimensional nature of the SCS maritime landscape. The second section of this paper assesses the prospects for an expanded CUES, focusing on maritime law enforcement and irregular forces. It examines the viability of expanding this mechanism through what this paper terms as “Phased” and “Blanket” Approaches, which is dependent on the regional political climate. The third, final section raises two proposals at the strategic level, and six proposals pegged at the operational and tactical levels of planning and activity to build on and enhance the existing slate of such mechanisms as CUES to promote navigational safety and risk reduction in regional waters.

318. Revisiting the 2007 Surge in Iraq

Abstract:
The 2007 surge in Iraq is considered one of the most significant military events in recent history given that it coincided with a marked decrease in violent attacks. However, revisiting “significant activity” (SIGACT) data reveals that violence had generally peaked before the surge. This study presents also an examination of other factors that might explain the earlier decline in violence, before the surge was even announced. It is difficult to pinpoint the trends that were most prominent, but they all likely contributed to a shift in the momentum of the security situation in the fall of 2006, before the surge was even announced. Thus, our analysis suggests that the surge was an unnecessary gambit. This paper aims to caution strategic policy decision-makers against misinterpreting the efficacy of surge capability in a complex and dynamically changing security situation.

Abstract:
Current discourses in science and public about combat drones usually employ arguments from the spheres of technology, strategy, international law and ethics. So far, sociologists have remained silent on this topic. But sociological analyses about the influencing factors of development and employment of combat drones could enrich the debate as well as studies about the effects of combat drone missions on individuals, organisations and societies. This article offers a comprehensive discussion of the sociological aspects of combat drones. A sociological view is not only indicated against the background of the present practice of targeted killings but also because drones appear as an intermediate step towards autonomous offensive combat systems which will change the type of warfare in the future.

320. The Extent and Effects of German-Boer Collaboration During the First World War: A Comprehensive and Chronological Analysis

Abstract:
The Boer Rebellion of 1914 provides a fascinating example of how ethno-linguistic bonds can directly influence the development and formation of pragmatic military and political alliances. What had begun in the late nineteenth century as reciprocal perceptions of shared ethnic heritage had, by the fall of 1914, developed into an official military and political alliance between the German Empire and the Boers of South Africa. Contributing to scholarship in colonial military and cultural history, this essay offers an original interpretation of the often misrepresented and under-studied extent and effects of German-Boer collaboration during the First World War. The author makes use of sources in English, Afrikaans and German to provide a comprehensive account of the events, concluding that German-Boer collaboration was remarkably extensive and ultimately decisive for the course of the South-West Africa campaign and demonstrating the important link between military decision-making and cultural and political structures.
