Abstract:
The OBOR initiative of China often termed as ‘Modern-day Silk Road’ is based on President Xi Jinping’s epic vision to make ‘China Great Again’ by reviving the Silk Route of ancient times. This initiative aims to engage Eurasia economically by creating a network of infrastructure. In this regard, the article attempts to understand the geo-politics behind India’s refusal to join OBOR and strategic response to counter the most appealing economic engagement of the present era but considered to be a debt-trap by India.

Abstract:
This article analyses the trends of India’s foreign policy in recent years under the light of political and economic dynamics, with a focus in its regional surrounding. The text locates an inflection towards economic liberalization undertaken in the beginning of the 1990´s, and then moves on to the context of economic expansion in the 21st century. The achievements and limits of those processes are taken into consideration. In the political realm, as the legitimacy of the Indian National Congress (INC) was brought to check, so was its hegemony, in a process that has favored the rise of political agencies identified with hindu nationalism and communalism, such as the BJP. Overall, the hallmarks of Indian politics that prevailed since independence under leadership of the Congress Party are left behind: economic nationalism, secular politics, and international non-alignment. In this context, the broad orientation of Indian foreign policy also has changed. The text analyses the consequences of this inflection in the regional context, focusing the Neighbors first policy and the priority given to infrastructural connectivity with Southeast Asia (Look East and Act East policies), as well as the recent intensification of business in the African continent. Altogether, the expectations of an alternative civilizatory horizon in the context of the Cold War which has nurtured Nehruvian politics, has given place to a pragmatic rationality that accepts the United States leadership and as such, draws strategies adapting to the mercantile trends that typify globalisation.

Abstract:
Classification of navies according to their relative power has been a challenge for the academic area that works with issues in the field of Security and Defense. Qualitative ratings have been presented by renowned researchers such as Colin Gray, Hervé Coutau-Begarie and Michael Morris, however these attempts have stumbled in its simplicity and little scope. From studies based on open access sources, this paper tries to develop a comparative methodology that would not only take into account qualitative but also quantitative factors. This innovative method was used to classify the navy of the different states in a ranking of power taking into account parameters such as the number of means, shipbuilding capacity, number of bases and arsenals, naval assets and availability of resources, among others, in order to rank naval powers. This methodology aims to reduce uncertainties in the classification of navies and serve as a reference for future works in the academic area that are dedicated to the fields of Security and Defense.

Abstract:
It is investigated the approximation in defense and security in South America. The hypothesis tested considers that these countries just tend an approximation whereby the costs are less linked to a changing in their individual policies. In this way, they propose just a superficial consensus rather than incorporate joint policies. Therefore, the analysis focuses on the confidence measures in relation to the military expenditures adopted since the SADC foundation, as well as the military forces functions to verify if – in that instance – the measures served to empower the convergences in defense, and – in the case of these – if, in the face of the highlighted common defense problems, the attributions have converged.

Abstract:
Research that focuses on security systems in South America usually identifies the existence of two regional security subsystems: one in the Andean countries of the North, with more traditional characteristics such as militarized tensions at the borders and intense drug trafficking problems; and a second one located in the Southern Cone, with security and integration regimes, which could qualify as a security community. This is what we call a dualistic view of security. This paper challenges this thesis to show that contemporary developments and concerns about the purchase of sophisticated weaponry by some South American countries, especially Chile, Venezuela, and Brazil in the first two decades of this century are critical points for the idea of a permanent (democratic) peace zone located only in the Southern Cone. In fact, arms purchases transform the South American region into a single regional security complex with tensions and militarized representations in both the Andean system and the Southern Cone.

Abstract:
The article discusses the interconnections between the participation of the Brazilian military in peace missions and civil-military relations in the country. For its elaboration a bibliographical revision and the collection of primary sources, like governmental documents, articles published in newspapers and magazines and interviews were realized. It is concluded that, instead of contributing to the improvement of the articulation between foreign policy and defense policy, the Brazilian participation in peace operations has been instrumentalised by the political class and indirectly contributing to the militarization of public security and the policialization of the armed forces.

227. The Afghan Taliban's Relationship with Pakistan

Abstract:
This paper seeks to reflect the views of those fighting the Afghan government, which includes the movement of the Afghan Taliban. The movement of the Afghan Taliban grew out of multiple sources, but came mainly from primarily local bands of religious students who joined the anti-Communist uprising of Afghan religious scholars. These bands of religious students captured branches in some of the Pakistan-based religious resistance parties, and were frequently integrated in provincial organizations as separate “fronts” inside Afghanistan. The religious students did not appropriate the modernizing Islamist discourse of Hezb-i Islami and other parties, but demanded the creation of an Islamic system of governance, the "Islamic Emirate," headed by the commander of the faithful (amir al-muminin), and not a President. This vision was realized in 1998, two years after the fall of Kabul. Pakistani support had been used up to this point by all parties in order to capture power in Afghanistan as a tactic. With the fall of the Islamic Emirate, this tactic changed to become the strategy for their survival, come-back and counter-offensive. Every time the Taliban used Pakistan in order to secure their leadership, establishing command centers, recruitment, or any other activity, the increasing reliance colored their whole activity. In the matter of recruitment, this meant that Pakistani youth would be admitted into the Afghan Taliban ranks as full members. Ultimately, this reliance also opened up the Afghan Taliban to Pakistani penetration and influence. Mullah Omar, the “amir al-muminin” tried to counter this trend by relocating into hiding inside Afghanistan, where he also died. In the process, he had ceded much actual control to his messengers, who could operate in Pakistan and the world in his name. The article provides an overview of Mullah Omar’s movements between Afghanistan and Pakistan after the fall of the Taliban Emirate up to his death. In light of President Trump speech on 21 August 2017, and subsequent briefings by Secretary of Defense Mattis and General Dunford to the Senate on 3 October, a stronger focus of the United States on Pakistan’s role in supporting the Taliban is evident. The views of the Taliban and Al-Qaida operatives on the role played by Pakistan appear to support this shift in American focus from President Obama’s approach.

Given the current strategic aim of the Department of Defense (DOD) to aggressively update the nation’s nuclear arsenal through DOE-operated defense nuclear facilities, and the aging infrastructure in the DOE’s nuclear complex, the Panel unequivocally concludes that the DNFSB’s safety oversight mission is as important today as it has ever been in its thirty-year history. The Panel, however, finds evidence confirming that the Board has recently underperformed in its essential mission.

Abstract:
In September 2015, the Russian military, predominantly though not exclusively through the use of air power, intervened in Syria’s civil war. Moscow’s aim appears to have been to bolster the Bashar al-Assad regime with even a comparatively modest Russian force, to allow it to prevail against the disparate array for opposition forces reined against the Baath administration. As 2017 drew to a close this appeared to be paying off, with the Syrian regime in an increasingly strong position, and the Russian political and military leadership effectively proclaiming success and the end of substantive hostilities. Russia’s credibility as an ally has been enhanced in the region and beyond.

Russia’s Zapad 17 large-scale exercise, staged in September 2017 in cooperation with Belarus, as part of their combined operational grouping of forces, attracted unprecedented attention in the West. Widespread interest in Zapad 17 reflected a deepening concern even before its conduct that the exercise’s actual purpose and scale did not correspond to the troop size and objective announced by Russia, namely 12,700 Russian and Belarussian troops involved in fighting a postulated terrorist threat. Instead, by all accounts, Zapad 17 was much larger in scale than notified by Russia (60,000-70,000 troops versus 12,700) and oriented to fighting and defeating a capable adversary.1 Zapad 17 was only the latest Russian exercise to generate similar concerns.
