Abstract:
Multilateralism is core to Europe’s approach to foreign policy, but in recent years this has weakened as EU countries disagree among themselves. The US, China, and Russia have each sought to challenge or disrupt the existing, post-1945 world order; and each seeks to divide Europeans from one another. The turmoil in the current system represents an opportunity for Europeans to shape a new order that meets their strategic needs. In addition to the fight against climate change, European interests include: increasing stability on its troubled periphery; managing migration more effectively; and defending the open world trading system. European countries will need to transform EU foreign policy decision-making processes, deepen their cooperation in multilateral settings, and set multilateral standards for emerging technologies.

Abstract:
Spain, and Europe, need a new story about migration – there is some recognition of this in Spain but it remains to be seen how the country will put this into practice. Spaniards are relatively open towards migration, but the policy challenge for their government should be to allay, and not provoke, fears of migrant invasion. The Spanish government has called for reform of the EU asylum system, favouring solidarity and shared responsibility as opposed to simply stopping ‘secondary movements’. Spain’s migration diplomacy aspires to work with origin and transit countries rather than acting in a coercive way towards them. The Spanish experience should inform EU member states’ efforts to seek to answers to the populist challenge: they should enact comprehensive, planned, and proactive policies that see migration as normal and necessary.

504. Climate-related Security Risks and Peacebuilding in Somalia

Abstract:
Climate-related security risks are transforming the security landscape in which multilateral peacebuilding efforts take place. This policy paper offers a glimpse into the future of peacebuilding in the time of climate change by providing an in-depth assessment of the United Nations Assistance Mission in Somalia (UNSOM). Climate-related change in Somalia has reduced livelihood options and caused migration. It has also left significant parts of the population in a vulnerable condition. These climate-related security risks contribute to grievances and increase inequality and fragility, which in turn pose challenges to the implementation of UNSOM’s mandate. The impacts of climate change have hindered UNSOM in its work to provide peace and security in Somalia and in its efforts to establish functioning governance and judicial systems. UNSOM has responded to the growing impact of climate-related change. It has learned lessons from previous failed responses—notably the 2011 drought—and has created innovative initiatives that have been effective. While there is still room for improvement, UNSOM’s new initiatives may help to deliver a set of responses that meet the short-term need for a rapid humanitarian response and the long-term objective of achieving a sustainable and resilient society. The challenges faced by UNSOM and its responses to them have wider implications. They suggest that there is a need for synergetic policy responses that can turn the responses to climate-related security risks into opportunities for UN efforts to sustain peace.

505. Spain’s Labor Migration Policies in the Aftermath of Economic Crisis

Abstract:
For much of the 20th century, Spain was a country of emigration, with millions of its nationals moving to countries in the Americas and in North and Western Europe. In the 1980s, however, immigration to Spain began to pick up. Since then, the country has developed a legal framework for labor migration that features the active involvement of employers, trade unions, and regional governments. This report examines Spanish migration policies for low- and middle-skilled workers, and how these have changed as a result of fluctuating demand for immigrant labor. It also offers a profile of the country’s immigrant population, highlighting how Spain’s relationship with countries outside the European Union are reflected in its labor migration pathways and citizenship policies. The economic crisis that began in 2008 and its lingering effects—including pervasive high unemployment rates, particularly among young people—have put strain on this relatively young immigration system. Certain mechanisms, including parts of the Collective Management System that allows employers to recruit groups of workers, remain paused. And austerity cuts to national immigrant integration funding have left it to autonomous communities, provinces, and municipalities to take the lead in this area. Still, the country's approach to admitting workers from non-EU countries could inspire innovation at the EU level. In the years to come, top priorities for Spanish immigration policymakers will likely include addressing ongoing irregular migration, the arrival of increasing numbers of Venezuelans fleeing economic and political crisis, and—as sectors such as construction recover—how to adapt entry pathways and labor protections accordingly.

506. Social Innovation for Refugee Inclusion: From Bright Spots to System Change

Abstract:
The dramatic increase in the number of asylum seekers arriving in Europe during 2015–16 sparked a burst of social innovation. Grassroots groups, tech start-ups, and businesses of all sizes brought new thinking and resources to bear on the challenges of receiving and integrating newcomers into European societies. Many of these challenges continue to echo across education systems, health services, labor and housing markets, and neighborhoods, even as the keen sense of crisis has waned. This report explores how social innovation in the field of refugee inclusion has evolved in the three years since the peak of the crisis. Given the successes and limitations of different initiatives thus far, it asks the question: what can social enterprises, funding bodies, and policymakers do to maintain the momentum and turn promising initiatives into broader system change? In the decades to come, European societies will have to grapple with a number of fundamental structural challenges—from changes in the world of work to new pressures on housing and health-care systems. Much will depend, the authors conclude, on governments’ ability to build on and extend the reach of the current surge in innovation, and to make the case that “innovation for refugee inclusion can be innovation for all.” This study draws on a number of convenings, advisory board meetings, and informal discussions that have taken place since 2016 as part of the Social Innovation for Refugee Inclusion (SI4RI) conference, co-organized by the Migration Policy Institute Europe with the U.S. and Canadian Missions to the European Union and the European Economic and Social Committee (EESC).

507. Legal Migration for Work and Training: Mobility Options to Europe for Those Not in Need of Protection

EU Member States are struggling to deliver on the European Union's call to expand channels for foreign workers as a way to meet labor market needs and potentially tackle spontaneous migration. And their focus has been more on attracting high-skilled workers, rather than filling the low- and middle-skilled jobs that are increasingly open yet for which few channels to bring in third-country nationals exist. This report, which concludes a two-year research project conducted by the Research Unit of the Expert Council of German Foundations on Integration and Migration (SVR) in cooperation with MPI Europe, provides an overview of mobility options open to low- and middle-skilled foreign workers, distilling findings from an analysis of policy in the European Union and case-study countries France, Germany, Italy, Spain, and Sweden. With national governments the central gatekeepers of labor migration into the European Union, the report studies the differing selection systems used. The liberal approach that relies on employer sponsorship, exemplified by Sweden, allows businesses to quickly fill demand, but risks fueling competition with the domestic workforce or lowering labor market standards. State-run steering tools, used by the other case-study countries, allow for greater control, but risk being slower, more resource intensive, and potentially less responsive to labor market needs. The authors caution that policymakers would do well not to overestimate the potential of legal channels to reduce irregular migration. They should instead consider existing and future migration policies in light of labor market, foreign policy, and development objectives.

508. Money Wise: Improving How EU Funds Support Migration and Integration Policy Objectives

The 2015–16 European migration crisis put unprecedented strain on EU and national migration systems, and exposed the limits of EU funding mechanisms when pressed to keep pace with rapidly changing migration conditions. Since then, finding ways to better manage migration and help newcomers integrate into European societies has shot to the top of EU, Member State, and local policy agendas. European policymakers are in the midst of negotiating the next multiannual financial framework (MFF)—the European Union’s budget framework through 2027—making this an important time to reflect on how EU financial instruments could be adjusted to reflect the increased importance and changed face of migration and integration policy in Europe. This policy brief explores three key challenges: (1) how to make EU funds more inclusive by involving diverse and on-the-ground stakeholders in decision-making processes, (2) how to make sure that these financial instruments complement each other and other EU policy tools, and (3) how to ensure that decisions about EU funds are made based on solid evidence of what has and has not worked in the past. Through a close look at the European Social Fund (ESF) and Asylum, Migration, and Integration Fund (AMIF), the brief offers recommendations for increasing the participation of small and community-led organizations, improving accountability and reporting systems, and more.

509. Migration, Development, and Global Governance: From Crisis toward Consolidation

International migration is inherently an issue that links countries together. But divergent goals and concerns among the world’s origin, transit, and destination countries have meant that until recently, there has been little agreement on what form international cooperation on migration should take. The Global Compact for Safe, Orderly, and Regular Migration, adopted by the vast majority of states in December 2018, marks what the author of this policy brief describes as “an important milestone in international cooperation on what has been the global issue most resistant to compromise.” This brief is the culmination of a collaborative project between the Migration Policy Institute and the German Development Cooperation Agency that has provided a development perspective on the Global Compact. It has tracked the compact’s negotiation and begun to look ahead to its implementation, exploring some of the most important and complex questions at the heart of this process, such as: What is the relationship between migration and development? How does labor mobility affect development in migrants’ countries of origin? How has the governance of international migration changed in recent years, and how is it likely to change going forward? The brief draws together key findings on these and other timely topics—including migrant returns and reintegration, and how development assistance could help refugee-hosting countries build effective humanitarian protection systems.

510. Out of the Shadows: Shining a Light on Irregular Migration

Abstract:
Millions of people around the world live in and travel through the shadows. Compelled to leave home, they migrate irregularly without proper documentation to gain access to jobs, education, healthcare, food, and other essential services. Irregular migration exists because there are not enough opportunities for safety and prosperity at home and too few conventional means through which to remedy that lack of opportunity. Recognizing the critical, understudied, and often misunderstood nature of this global phenomenon, CSIS produced a research study on irregular migration involving field research in Mexico, Eritrea, and Ghana. This report, which builds on CSIS’ past work on the global forced migration crisis, aims to shine a light on irregular migration and contribute to an enormously consequential conversation.
