351. The Union’s external borders: a European debate revisited

Abstract:
The management of the European Union's external borders is the subject of passionate debate in the European Parliament hemicycle and in many different media in Europe. It also features in a decision made by the European Court of Justice (CJEU) on December 17th 2020 stating that Hungary had been violating European law by turning back migrants as of 2015. Following the latest terrorist attacks on European soil, particularly in France and Austria in the autumn of 2020, the question of European cooperation in the protection of external borders has once again came to the fore. The work of Frontex, the European Border and Coast Guard Agency, has moreover been the focus of a debate regarding its practices and also its role in "pushbacks", the illegal refoulement of migrants. These debates are taking place just as Frontex is in full “metamorphosis”, as suggested by its Executive Director Fabrice Leggeri, since the Agency’s budget has increased significantly and its remit progressively strengthened. In a profoundly symbolic gesture, on 11th January 2021, Frontex unveiled its first official uniform: The Agency’s personnel will now be armed, a first in the Union’s history. It therefore seems appropriate to analyse in depth the complexities involved in managing the Union's external borders and to take a detailed look at Frontex's work. What meaning do these borders, which are primarily national in nature, have for the Union as a whole? What is the importance of an Agency like Frontex? Which challenges does it face in its mission? How can trust be restored between the Agency, the European institutions, the Member States, European citizens and migrants who wish to cross the Union's borders? And, more importantly, how do we reconcile the protection of human rights with the protection of borders?

352. Heterogeneous Effects of Forced Migration on Female Labor Supply

Abstract:
In this paper we analyze the impact of Venezuelan migration on the female labor supply in Colombia. Using a instrumental variable approach we found significant drops in the female labor supply, mainly on those women with lower qualifications. In contrast, we observe significant increases for high-skilled women with family responsibilities, such as childcare. These results are consistent with a redistribution of time use, where women spend fewer hours on household tasks and more time in the labor market. Our results provide novel evidence of the consequences of forced migration between developing countries on the female labor supply.

Abstract:
The Intergovernmental Panel on Climate Change (IPCC) warns that climate change will generate alarming consequences for West Africa. A rise in global temperature between 3°C to 6°C by the end of the century (or earlier) is associated with greater irregularity in rainfall, and a delay in the beginning of the rainy season. Another risk involves higher frequency of extreme weather events such as heat waves, droughts, rainstorms, and flooding. According to some models, sea levels could rise by more than 75cm on average by the end of the century, forcing hundreds of millions of people to move, mostly within their own countries, and often to cities.

Abstract:
The EU intends to implement a new model of relations with Turkey based on phased, proportional, and reversible engagement. The Union’s plans are a consequence of a dilemma: although Turkey often acts like an adversary, EU members want to maintain close relations with it due to the convergence of interests in areas such as migration and the economy. The Union’s new approach creates the opportunity to strengthen its influence on Turkey. Yet, different expectations about the future shape of relations will keep EU-Turkey relations tense.

The Biden administration will seek to rebuild the U.S. reputation and influence in Latin America. It will strengthen cooperation with Latin American partners in the field of climate change and the fight against the COVID-19 pandemic, among others. The pandemic and its socio-economic impacts will increase the scale of the challenges facing the U.S. in its relations with Latin America, including in migration and development cooperation. The Biden administration’s approach to the region may facilitate the U.S.-EU dialogue, for example, on efforts to overcome the political and humanitarian crises in Venezuela.

357. Free Trade Agreements and the Movement of Business People

Abstract:
Many of the measures to contain Covid-19 severely reduced business travel. Using provisions to ease the movement of business visitors in trade agreements, we show that removing barriers to the movement of business people promotes trade. To do this, we first document the increasing complexity of Free Trade Agreements. We then develop an algorithm that combines machine learning and text analysis techniques to examine the content of FTAs. We use the algorithm to determine which FTAs include provisions to facilitate the movement of business people and whether those provisions are included in dispute settlement mechanisms. Using these data and accounting for the overall depth of FTAs, we show that provisions facilitating business travel indeed facilitate business travel (but not permanent migration) and, eventually, increase bilateral trade flows.

Abstract:
This paper argues that there is a need to improve linkages between security sector governance and migration. Going beyond the state-centric understanding of security sector governance and reform (SSG/R), it provides a comprehensive view of the relationship between SSG/R and migration and makes a series of practical recommendations to operationalize a better inclusion of migration issues at domestic, regional and international levels of SSG/R. It provides guidance as to how the military, police forces, intelligence services, border security services, judicial institutions, interior ministries, private actors, civil society organizations and parliaments should rethink the inclusion of migrants’ rights at the heart of their professional practice.

Abstract:
Migration as a weapon sounds like a policy statement by resurgent nationalistic parties (and governments) in the West. However, politics and the human cost aside, what if an adversary (both state and non-state actor) does exploit the current global crisis of mass migration due to globalization, war, and political unrest? This article will look at the ongoing mass migration to the European Union within the wider security context of the so-called hybrid threats and/or ‘grey zone’ tactics. It looks at the various legal categories of migration as how the law can be weaponized as so-called ‘lawfare’ to undermine the existing legal frameworks distinguishing between legal and illegal migration. The authors recognize the possibility that this article will be used as an argument by the political actors involved for their nationalistic and anti-migration politics and policies. Yet, we believe that the potential of abusing the current vacuum for political gains along ideological party lines makes it necessary to provide a wider legal-security focused perspective on mass migration.
