Abstract:
The increase in irregular migration from Sub-Saharan Africa and the Sahel has resulted in the transformation of Morocco from an emigration-only country into a transit and immigration one. EU support for Morocco focuses on the protection of the country’s borders, controlling the migration flow to Europe, and the implementation of readmission agreements. The EU also provides financial and technological support and helps to reform immigration policy. Due to the unstable humanitarian situation and growing number of refugees in Morocco, this cooperation should also include the Sahel region.

12. Why Do People Migrate Irregularly? Evidence From a Lab-in-the-Field Experiment in West Africa

Abstract:
Irregular migration to Europe by sea, though risky, remains one of the most popular migration options for many sub-Saharan Africans. This study examines the determinants of irregular migration from West Africa to Europe. We implemented an incentivized lab-in-thefield experiment in rural Gambia, the country with the region’s highest rate of irregular migration to Europe. Male youths aged 15 to 25 were given hypothetical scenarios regarding the probability of dying en route to Europe and of gaining legal residence status after successful arrival. According to the data we collected, potential migrants overestimate both the risk of dying en route to Europe and the probability of obtaining legal residency status. In this context, our experimental results show that providing potential migrants with official numbers on the probability of getting a legal residence permit decreases their likelihood of migration by 2.88 percentage points (pp), while information on the death risk of migrating increases their likelihood of migration by 2.29 pp—although the official numbers should be regarded as a lower bound to actual mortality. Follow-up data collected one year after the experiment show that the migration decisions reported in the lab experiment correlate well with actual migration decisions and intentions. Overall, our study indicates that the migration decisions of potential migrants are likely to respond to relevant information.

13. Distributional National Accounts (DINA) for Austria, 2004-2016

Abstract:
This paper constructs distributional national accounts for Austria for the period 2004-2016. We enrich survey data with tabulated tax data and make it fully consistent with national accounts data. The comprehensive dataset allows us to analyse the distribution of macroeconomic growth across the income distribution and to explore the evolution of income inequality in pre-tax income over time. Our results suggest that the distribution of growth has changed over time, which had considerable repercussions on inequality. Inequality started to decline at the very beginning of the economic and financial crisis in 2007, however it has increased again after 2012. We further provide novel insights into the evolution of capital income for top income groups and explore redistribution mechanisms that operated in Austria. Government spending was found to play a key role for redistributive effects across the income distribution. In particular, the transfer system redistributes pre-tax income to a large extent.

Throughout the 1930s and early 1940s, approximately ninety thousand German Jews fled their homeland and settled in the United States, prior to that nation closing its borders to Jewish refugees. And even though many of them wanted little to do with Germany, the circumstances of the Second World War and the postwar era meant that engagement of some kind was unavoidable—whether direct or indirect, initiated within the community itself or by political actors and the broader German public. This book carefully traces these entangled histories on both sides of the Atlantic, demonstrating the remarkable extent to which German Jews and their former fellow citizens helped to shape developments from the Allied war effort to the course of West German democratization.

Migration is often envisioned as a movement from origin A to destination B. But, even for forcibly displaced people, migration trajectories are much more complex and can be made up of multiple displacements. This study aims to look at how decisions to migrate are shaped and what it is that drives, diverts or deters migratory movements across borders. It focuses on how education in emergency (EIE) affects the migratory decisions of forcibly displaced people. What impact does EIE have on the living conditions of forcibly displaced people in countries of transit? How does the perspective of education in emergency affect their decisions on when, where, and how to migrate further?

16. Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey

Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

17. 'No Place for Me Here': The challenges of Ethiopian male return migrants

Every year, hundreds of thousands of migrants return to Ethiopia from abroad, many of them forced. The arduous irregular journeys that many Ethiopian migrants take, particularly men, expose them to extreme levels of physical, psychological and sexual violence. Building on interviews with Ethiopian male returnees, this new DIIS Report documents both the inhuman conditions of migration that most of these men are faced with during their travels, but also the difficulties of returning to a place that may not be felt as ‘home’ anymore. The report shows how processes of returning are neither easy or pleasant as most returnees are faced with social stigma, economic hardship and traumas from their migration journeys. The report questions the very notion of re-integration. The life-altering and irreparable effects of migration for Ethiopian men, seldom for the better, means that what was before will never be again. As such, there are no processes of development, forms of treatment or possibilities of employment that can bring one back to how things were. That does not mean that support in adjusting to a new life after migration journeys is not possible, it simply means that the objective can never be to reinstate migrants ‘back’ into their communities with any expectation that they can resume social relations or positions like things were before. Pastoralism is the key to climate change adaptation in African drylands, but it is threatened by conflicts with farmers, regional insecurity and violent extremism. Stabilisation and development efforts should place pastoralism at the centre by strengthening pastoral livelihoods and should include herders as peacebuilding and development partners. RECOMMENDATIONS ■ Strengthen pastoralist capacities to cope with risk and variability by boosting inclusive and equitable resource governance in new development programmes. ■ Include pastoralists as potential peace-builders in conflict resolution efforts. ■ Support dialogue between pastoralists and local and national governments in order to prevent the further marginalisation of vulnerable pastoralist groups.

Shock mobilities are sudden human movements made in response to acute disruptions, such as the present COVID-19 pandemic. Unlike planned migration, shock mobility encompasses various degrees of forced migration or can be categorized as reactive migration caused by a crisis situation. Forced migration often starts with shock mobility, but shock mobility does not always lead to protracted forced migration. FUTURE IMPLICATIONS ■ Shock mobilities may affect broader socioeconomic relations in the future. Five manifestations of shock mobilities as ‘link moments’ provide clues as to how. ■ How shock mobilities will be received and internalized in the years ahead is uncertain. They could yield significant impacts on state-citizen relations, as well as on relations between different populations. ■ The ‘shocks’ give us a glimpse into the world we are entering. Tomorrow’s normality will grow out of today’s disruption. Therefore, a better understanding of ongoing shock mobilities will help us analyse potential problems for decades to come.
