1. Masculinities and Violent Extremism

Abstract:
While only a small percentage of men become involved in violent extremism, the majority of violent extremists are men. Across the ideological spectrum, violent extremist and terrorist groups exploit male sentiments of emasculation and loss of power and appeal to ideas of manhood in their recruitment efforts. Yet policymakers rarely focus on gender to help them understand why some men engage in violence and others do not or what role peaceful notions of masculinity play in preventing radicalization and terrorism. Similarly, male-dominated counterterrorism institutions rarely pose the question of how masculinities shape these institutions and their approaches to counterterrorism and countering violent extremism (CVE). This report discusses masculinities—the socially constructed ideas of what it means to be a man—as they are constructed and used by violent extremist groups, as they exist in and interact with society, and as they interplay with the state. It draws on examples pertaining to both “Islamist” and extreme right-wing terrorism, considering differences not just between but also within these ideologies. The report argues that while current efforts to “mainstream gender” in counterterrorism and CVE do not focus on masculinities, a masculinities-focused approach must avoid repeating the shortcomings of existing counterterrorism and CVE approaches aimed at women; be grounded in a robust human rights framework to avoid perpetuating gendered harms; be based on an understanding of the links between extremist violence and gender inequality at the societal level; and recognize and address the harmful role masculinities play within counterterrorism and CVE institutions themselves. It concludes by recommending that state, multilateral, and civil society actors engaged in counterterrorism and CVE: Conduct more policy-oriented research and analysis on the link between masculinities and violent extremism; Integrate a gender perspective—including a focus on masculinities—across all counterterrorism and CVE policy and programming; Monitor and evaluate the gendered impact of counterterrorism and CVE interventions using a robust human rights framework; and Address the harmful role masculinities play within counterterrorism and CVE institutions.

2. Returns to Skill and the Evolution of Skills for Older Men

Abstract:
This paper shows that repeated cross-section data with multiple skill measures (one continuous and repeated) available each period are sufficient to nonparametrically identify the evolution of skill returns and cross-sectional skill distributions. With panel data and the same available measurements, the dynamics of skills can also be identified. Our identification strategy motivates a multi-step nonparametric estimation strategy. We further show that if any continuous repeated measurement is shown to be linear in skills, a much simpler GMM estimator can be used. Using HRS data on men ages 52+ from 1996-2016, we show that one of the available (continuous and repeated) skill measures is linear in skills and implement our GMM estimation approach. Our estimates suggest that the returns to skill were fairly stable from the mid-1990s to the Great Recession, rising thereafter. We document considerable differences in skills and lifecycle skill profiles over ages 52–70 across cohorts, with more recent cohorts possessing lower skills in their mid-50s but experiencing much weaker skill declines with age. We also document skill differences by education and race, which are stable across ages and explain roughly one-third and one-half, respectively, of the corresponding differences in wages. We observe substantial differences in skills for men in their mid-50s choosing to retire at different ages, but no clear evidence of sharp declines in skills surrounding retirement ages. Finally, we show that individual fixed effects account for more than a third of all skill variation at age 60, with considerable persistence in year-to-year skill innovations.

3. 'No Place for Me Here': The challenges of Ethiopian male return migrants

Every year, hundreds of thousands of migrants return to Ethiopia from abroad, many of them forced. The arduous irregular journeys that many Ethiopian migrants take, particularly men, expose them to extreme levels of physical, psychological and sexual violence. Building on interviews with Ethiopian male returnees, this new DIIS Report documents both the inhuman conditions of migration that most of these men are faced with during their travels, but also the difficulties of returning to a place that may not be felt as ‘home’ anymore. The report shows how processes of returning are neither easy or pleasant as most returnees are faced with social stigma, economic hardship and traumas from their migration journeys. The report questions the very notion of re-integration. The life-altering and irreparable effects of migration for Ethiopian men, seldom for the better, means that what was before will never be again. As such, there are no processes of development, forms of treatment or possibilities of employment that can bring one back to how things were. That does not mean that support in adjusting to a new life after migration journeys is not possible, it simply means that the objective can never be to reinstate migrants ‘back’ into their communities with any expectation that they can resume social relations or positions like things were before. 4. Gender and Corruption in Botswana: Perceptions, Participation and Considerations for Anti-Corruption Policy

Abstract:
Several studies have argued that corruption has a greater impact on women than men and that increasing women’s representation in key decision-making positions has a positive effect in reducing corruption. However, limited scholarly and policy attention has been devoted to understanding the link between gender and corruption in Botswana. This paper explores the gendered differences of perceived and actual participation in bureaucratic corruption in Botswana. By examining Afrobarometer data and undertaking a documentary analysis, the study finds that while levels of perceived corruption by men and women in public institutions were high, participation in bureaucratic corruption (bribery) was considerably lower. Contrary to the notion that corruption has a greater impact on women than men, this study finds that higher levels of participation across all public service categories were reported by unemployed men, in particular, having to give a gift or a favour to avoid problems with the police. Notwithstanding the scant availability of data, the documentary analysis revealed that non-monetary forms of corruption such as sextortion (sexual extortion) have been experienced by female students and undocumented female migrants in Botswana. Nevertheless, this form of corruption has received little policy attention, despite its potential to undermine gender equality efforts. Additionally, the study finds little correlation between higher levels of women’s representation in key decision-making positions (i.e., parliament and cabinet) and lower levels of corruption in Botswana. There is a need for both the gender and anti-corruption policy framework to be synthesised in order to specifically reflect on and respond to the perceived gendered dimensions of corruption. The establishment of an independent police authority or commission might not only increase levels of public trust and confidence in the police service, but also strengthen levels of transparency and accountability.

5. An End to Manels: Closing the Gender Gap at Europe’s Top Policy Events

Abstract:
The number of women who speak at key policy-shaping conferences across Europe is far below that of their male peers. Looking at five years of high-level conferences in Europe, this report finds that a woman has only one opportunity to speak for every three times a man speaks. The situation is not improving, but it can. Two conferences of the 23 conferences included in the report have shown that, with a concerted effort, they can drastically increase the number of female speakers and move toward gender parity. The onus is now on governments, businesses, and conference organizers to ensure they are sending and receiving representative delegations at these events. Conference organizers are the gatekeepers to the stage. This is a big responsibility. They make decisions about who will have the opportunity to share their views with heads of state, policymakers, and business leaders. Journalists report the statements of these speakers to audiences around the world. Prioritizing gender balance over seniority can stop help counter inequality in our societies by allowing women a fair say on policy and allowing female role models to come to the fore.

There is a recognition that gender forms a foundational pillar of social justice and that it is impossible to achieve social needs and human potential without addressing gender.

7. When No One Calls It Rape: Addressing Sexual Violence Against Men and Boys

There is no doubt that the scope of the problem for male victims is large. The World Health Organization has identified sexual violence against men and boys as a significant problem that has been largely ignored by nongovernmental organizations, health care providers, government agencies, criminal justice authorities, and others. The violations can take many forms, including rape, gang rape, sexual slavery, enforced nudity, and being forced to perform sexual acts with others. Very commonly, sexual violence against men is committed in situations of detention. Studies have shown this pattern in contexts such as Chile, El Salvador, Libya, Sri Lanka, Syria, the United States, and the former Yugoslavia. Transitional justice mechanisms—including truth commissions, reparations programs, and criminal trials—are well placed to begin tackling some of these issues as part of efforts to address legacies of violence. Yet, although the problem has been addressed by some transitional justice efforts in certain countries, there is still wide variation and inconsistency in terms of the responses to these violations and attempts to involve male victims of sexual violence in these processes. The risk that male victims will remain invisible and left out of responses to sexual violence is significant, unless their rights and concerns are given a specific focus comparable to that now increasingly given to female victims. A number of factors contribute to the generally lackluster response by both state and nonstate actors involved in implementing transitional justice processes. One is the tendency to conflate sexual violence with violence against women and girls, which contributes to the perception that it is a women’s issue, thus limiting the responses available to victims falling outside of this group, including men and boys. This means that male victims’ experiences of sexual violence continue to be underreported, misunderstood, and mischaracterized in transitional justice processes. Another issue is under-reporting, which is particularly relevant for truth commissions as the statements they receive from victims not only inform their final reports, but also typically contribute to the creation of victim registries and the design of reparations programs, and even prosecutions. In many cases, male victims are reluctant to acknowledge the sexual nature of the violations committed against them. This can happen in order to avoid the social stigma attached to such acts or due to the fear of being perceived as weak, labeled homosexual, or being accused of having “wanted it.” Even in instances where men report acts of sexual violence, those receiving the reports rarely handle the report with the sensitivity and awareness they require. Medical practitioners, for example, may not be adequately trained to recognize, identify, or treat male victims or they may themselves accuse male victims of homosexuality or otherwise perpetuate social misconceptions about these crimes.

8. Do Men Slow Down Faster than Women?

Abstract:
This paper is the first test of differences between age-related reductions in the performance of men and women. The assumption that men age faster is obvious, because men's life expectancy is generally lower. In addition to other studies on age-related reduction in human performance, this paper examines the data taken from competitions on rowing machines, which have been standardized worldwide and which are hardly affected by weather or temperature. A third innovation is that this study looks for any potential ageing processes specific to gender and physique. Fourth, fractional polynomials have been added to the testing methodology. Contrary to intuition, we find evidence that women are affected by faster age-related reductions in performance.

9. On the Road to the EU: Monitoring Equal Opportunities for Women and Men in Serbia

Abstract:
Currently Serbia is a diverse community with no social consensus on the majority of war crimes-related issues, as well as racism, homophobia, and gender equality. The conflict in values, ideologies, and goals is intense and persistent. At the same time, poverty, social exclusion, and violence are predominant characteristics, a way of life for marginalized groups, including women. One of the rare issues where consensus has emerged is a strong sense of affiliation and orientation towards the European Union (EU). To date, the EU has played an important if not crucial role in political and public rhetoric, although there remains an ostensible rift between the values it espouses and those that currently obtain in Serbia. Serbia’s parliament has enacted some important legislation vis-à-vis the state’s responsibility to protect political, social, and other human rights. Some gender-equality mechanisms have been introduced, but randomly funded. New institutions generally lack the requisite authority to stop and prevent discriminatory practices by those who violate other's rights or abuse their own power. This report is one of a seven-part series, "On the Road to the EU," prepared as part of the OSI Network Women’s Program's “Bringing the EU Home” Project. This three-year project aims to promote awareness, advocacy, and enforcement of equal opportunity legislation at the national level and to build the capacity of national actors in civil society to use EU-level gender equality mechanisms effectively. The project further aims to help increase the importance of equal opportunities on the European agenda. An assessment of the status of equal opportunities between women and men, de jure and de facto, was carried out in seven South Eastern European entities: Albania, Bosnia, Croatia, Kosovo, Macedonia, Montenegro, and Serbia. The reports were prepared in cooperation with the International Gender Policy Network.

Bosnia and Herzegovina is currently undergoing integration into the international legal order, in compliance with international and European requirements to establish a general nondiscriminatory framework and adopt gender-specific legislation and measures. This is a positive step toward possible implementation of equal opportunities for women and men, but its impact is extremely limited in everyday practices. Although the government has made significant efforts with regard to "gender mainstreaming," there is a wide gap between de jure and de facto treatment. Although most of the relevant laws have incorporated the principle of equal opportunities for women and men, in practice women usually cannot realize those opportunities in either the private or public sectors. A truly gender-sensitive policy and practice has almost completely failed to materialize in the fields of economy, employment, education, social security, health care, and women's participation in decision-making bodies in public and political life. This report is one of a seven-part series, "On the Road to the EU," prepared as part of the OSI Network Women’s Program's "Bringing the EU Home" Project.
