This World Leaders Forum program features an address by The Honorable Matthew W. Barzun, Ambassador of the United States of America to the United Kingdom of Great Britain and Northern Ireland, followed by a question and answer session with the audience. All guests are invited to a reception at the conclusion of the program. A former Internet pioneer himself, Ambassador Barzun will discuss the potential and the constraints of digital technologies and media for today's diplomats. Matthew Barzun has been the United States Ambassador to the United Kingdom since 2013, after serving as Ambassador to Sweden from 2009 to 2011. Before his ambassadorships, he had an extensive career in business and politics, including leadership positions in both of President Obama's electoral campaigns.

On the occasion of the April 2015 Global Conference on Cyberspace meeting in The Hague, the Global Commission on Internet Governance calls on the global community to build a new social compact between citizens and their elected representatives, the judiciary, law enforcement and intelligence agencies, business, civil society and the Internet technical community, with the goal of restoring trust and enhancing confidence in the Internet. It is now essential that governments, collaborating with all other stakeholders, take steps to build confidence that the right to privacy of all people is respected on the Internet. This statement provides the Commission’s view of the issues at stake and describes in greater detail the core elements that are essential to achieving a social compact for digital privacy and security.

Today, information is currency; it facilitates productivity, exchange, technology and trade. Information is also the building block of the digital economy (an economy based on digital technologies — products and services that facilitate the creation, storage, analysis and sharing of data and information). Although many countries are gaining expertise and market share, one country, the United States, dominates both the global digital economy and digital trade (commerce in products and services delivered via the Internet). The United States is also the key force behind efforts to develop a system of trade rules to govern cross-border information flows.

24. A Framework for Categorizing Disruptive Cyber Activity and Assessing its Impact

Abstract:
While significant media attention has been given to the volume and range of cyber attacks, the inability to measure and categorize disruptive events has complicated efforts of policy makers to push comprehensive responses that address the range of cyber activity. While organizations and public officials have spent significant time and resources attempting to grapple with the complex nature of these threats, a systematic and comprehensive approach to categorize and measure disruptive attacks remains elusive. This paper addresses this issue by differentiating between exploitive and disruptive cyber events, proposes a formal method to categorize five types of disruptive events, and measures their impact along three dimensions of analysis. Scope, magnitude, and duration of disruptive cyber events are analyzed to locate each event on a Cyber Disruption Index (CDI) so organizations and policymakers can estimate the aggregated effect of a malicious act aimed at impacting their operations. Using the five different event classes and the CDI estimation method makes it easier for organizations and policy makers to disaggregate a complex topic, contextualize and process individual threats to their network, target where increased investment can reduce the risk of specific disruptive cyber events, and distinguish between events that represent a private-sector problem from those that merit a more serious public-sector concern.

Abstract:
News media are an important factor in any democratic society. Research focused on developed democracies has paved the way for anal- ysis in the context of less well-developed democracies. The project en- deavors to continue that investigation into whether and how news media consumption affects democratic behavior among individuals in a region comprised of developing democracies: Latin America. Employing rich survey data available from the 2008 Latin American Public Opinion Project, traditional analyses are used to test one of the most basic ques- tions for political communication researchers: Does news media con- sumption motivate or depress political participation? The results indicate that, on average, news media mobilize political participation, albeit to different degrees per medium and participation type. This seems to hap- pen because those media socialize Latin Americans to value political participation.

In an interview with Reuters on 17 October 2013, Professor Joseph Nye commented on the global impact of the government shutdown in Washington: "It's clearly very damaging for American soft power in the sense that the reputation for effective management of government and of the world's reserve currency are hurt". On the same day, President Obama echoed this interpretation: "Probably nothing has done more damage to America's credibility in the world, our standing with other countries, than the spectacle that we've seen these past several weeks".

Abstract:
PakVotes, a pilot project supported by the U.S. Institute of Peace (USIP), used social media platforms and a network of reporters located in areas outside of major cities in Pakistan to track violence during the 2013 elections. The project offers lessons that could guide future efforts to use social media to record and publicize conflicts and the use of violence during elections and other major events. The hashtag #PakVotes trended for several days around elections, serving as a popular alternative news source to the mainstream media, which was not as diverse in its geographic coverage, sources or story types.

Abstract:
Far from disenfranchising certain groups, the pending legislation could spur smaller parties to form new political alliances that would likely favor the center-left opposition in future elections. As the Israeli Knesset prepares to pass a series of electoral reforms under the rubric of a new "Governance Law," one provision has drawn particularly strong criticism: the raising of the threshold required for political parties to obtain seats in the legislature to 3.25% of total votes cast. Media attention has focused on opposition concerns about the measures being "anti-democratic" and potentially disenfranchising Arab Israeli citizens. Yet close analysis of recent electoral results and political realities indicates that the new law could actually help the Israeli center and left.

Abstract:
Assessments of the official Chinese reaction to the crisis in Ukraine have focused primarily on China's abstention in the vote on a UN Security Council resolution condemning Russian actions and, to a lesser degree, on the three-pronged Chinese proposal for addressing the crisis. However, by examining an array of Chinese sources, including media reports, editorials, and research think-tank publications, a number of viewpoints are presented that provide a better sense of the scope of Chinese thinking on the subject. These concentrate on the notion of Chinese neutrality, Western interference, the domestic sources of the Ukrainian crisis, and possible policy options available to Chinese decision-makers. Understanding these provides a more nuanced understanding of Chinese reactions to the Ukrainian crisis and its possible significance for China.

Abstract:
The itinerant rise of the professionalised class of political pollsters, consultancies and statistic-analytical institutes in the Indonesian electoral scene has, in recent months, been accompanied by an analogous rise of a proto opinion-mining, sentiment-tracking industry in cyber-space, facilitated by an increasingly mediated environment. While newer forms of online media platforms have yet to replace traditional mass-media, the felt effects of individual aggrandisement and vicarious political marketing derived from these platforms proved to be very effective. This paper explores aspects of new media and its nascent influence upon Indonesian politics in the race to 2014. It examines how a more participatory post-Reformasi climate had joined forces with various aspects of new media, providing the electorate with greater leverage over their choice of candidates following the precipitous rise of populist media doyens like Joko Widodo. This paper concludes that aspects of new media are steadily gaining currency as a legitimate mainstream indicator of candidature electability even as voters‟ allegiance gradually shifts away from party to personality in Indonesia.
