111. The Emergence of a European Community of Communication: Insights from Empirical Research on the Europeanization of Public Spheres

Abstract:
A European public sphere emerges out of Europeanized national public spheres if the following two phenomena are verified. First, if and when the same (European) themes are discussed at the same time with similar frames of reference, meaning structures, and patterns of interpretation across the various media sources. Second, if and when a transnational community of communication emerges in which speakers and listeners recognize each other as legitimate participants in a discourse that frames the issues at stake as common European problems. We present empirical evidence from other scholars and two case studies of our own, namely Eastern enlargement and the sanctions against the Austrian ÖVP/FPÖ-government. The main finding is that at least when European issues are discussed, that a European public sphere is constituted and re-constituted through the discursive connections and debates across borders.

Abstract:
For almost a decade, 'public legitimacy' has remained largely unaddressed in empirical international relations (IR) analyses of international legalization. Yet, this concept has behavioral consequences. IR scholars for long assume that a belief in the legitimacy of a norm may be one reason for a 'compliance pull' on the international stage. The present study addresses this gap. It suggests a sociological conception of legalization observable in mass media debates and encompassing law's 'public legitimacy', understood as the congruence between legal regulations and discursive practices to that effect that these rules are also accepted by the larger public. This conception is illustrated in European and US newspaper reporting about military interventions in the post-Cold War era (1990-2005). Based on a large-n media analysis, the study not only concludes that an 'international rule of law' frame is heavily diffused across the communicative practices of European and US public spheres. It also shows that two legal norms in particular – human rights and United Nations (UN) multilateralism – generate a shared sense of 'public legitimacy' across the six countries analyzed.

Abstract:
Analysis of more than 11,000 Russian-language blogs reveals an active political blogosphere comprising internationally linking bloggers; Russian media-focused bloggers; nationalists; members of the democratic opposition; bloggers focused on business, economics, and finance; and social and environmental activists. Russian bloggers tend to be less politically polarized than their counterparts in the American blogosphere, and they prefer to blog about political issues from a nonpartisan position. Future research should focus on the offline outcomes of online political blogging, the effect of blogging platforms on polarization, the responses of the Russian government, and mapping the effects of newer social networking platforms.

Abstract:
Most countries of Latin America lived through long dictatorships before transitioning to democracy in the late twentieth century. Who keeps the spirit of resistance alive during bleak periods of intense repression? Who reaffirms the principles of democracy when they are violated with impunity? In Panama, a clandestine weekly titled El Grito (The Cry), published during the first four years of the military dictatorship installed in 1968, became a reliable source of information, a vehicle of protest, and a mouthpiece of democratic education. Never divining that those responsible for the clandestine publication were women, the military regime was unable to stop it. Uncovering unknown details of the weekly, this paper retrieves the effort made by a small group of middle-class women who did not identify with any political party and had no financial support other than their own limited resources. We suggest that attention be paid to the actors—often from relegated social groups—who keep the spirit of protest alive in countries during long periods of political repression. We show that, contrary to general expectations, those occupying subordinate positions in society may have an advantage in carrying out resistance activities against authoritarian regimes.

The newspaper press is a great power, but just as an unchained torrent of water submerges the whole countryside and devastates crops, even so an uncontrolled pen serves but to destroy. If the control is from without, it proves more poisonous than want of control. It can be profitable only when exercised from within.” Typically, authoritarian regimes exert control over what can and cannot be published or broadcast by requiring news content to be submitted to a censor prior to publication, by seizing control of media outlets or by intimidating or arresting journalists and media company owners. In many countries, censorship of the news media now manifests itself in far more subtle ways, phenomena sometimes referred to collectively as “soft censorship.” This report explores the spread of these indirect means of censorship and examines possible remedies that might be employed to attack the problem.

116. Al Jazeera and Qatar: The Muslim Brothers' Dark Empire?

Abstract:
There has been a significant presence of the Muslim Brothers (also known as the Muslim Brotherhood) in Qatar since the second half of the twentieth century. The first wave came from Egypt in 1954 after Nasser had smashed their organization. The next wave came from Syria in 1982 after Hafez el-Assad bombed their stronghold in Hama. The last group arrived after September 11, 2001 - from Saudi Arabia. In 1995, the present Emir of Qatar, Sheikh Hamad bin Khalifa Al-Thani, deposed his father in a bloodless palace coup. One of his first steps was to establish the Al Jazeera satellite channel in 1996, which is the most viewed station in the Arab world with an estimated audience of some 60 million. There was never any doubt about the network's political orientation. Al Jazeera immediately launched scathing attacks on Israel during the Second Intifada and went on to incendiary broadcasts against the United States at the time of the Afghanistan conflict and over Iraq. It was later revealed to be in contact with bin Laden, and was the medium of choice for the video and audio cassettes of bin Laden and his men. During the U.S. war in Iraq, the Americans accused the station of being pro-Saddam, and after the war, of presenting the terrorist groups active in the country in a positive light. One of its reporters stationed in Baghdad always seemed to arrive suspiciously quickly, with his camera, at the site of terror attacks. During the Second Lebanon War in 2006, Al Jazeera behaved as a Hizbullah spokesman. During the Gaza war, a senior Al Jazeera reporter stationed himself at Shifa Hospital, from where he broadcast a stream of carefully selected horror pictures. The Egyptian Maamun Fendi wrote in Asharq Alawsat that some 50 percent of the network's personnel belong to the Muslim Brothers. He believes that Qatar, by embracing the Brothers while hosting American bases, has found the perfect formula against retaliation by Arab leaders and attacks by Islamic extremists. Al Jazeera has become a weapon in the hands of an ambitious emir who may be driven by the Muslim Brothers and who is threatening the stability of the Middle East. With the Muslim Brothers increasingly aligned in recent years with Iran, by repeatedly attacking the Sunni Arab regimes and inciting against them, Al Jazeera is serving as an important instrument for Tehran and its effort to undermine their internal stability.

The First Amendment to the U.S. Constitution recognizes a laissez-faire policy toward speech and the press. The Framers of the Bill of Rights worried that the self-interest of politicians fostered suppression of speech. In contrast, some constitutional theorists have argued that the Constitution empowers, rather than restricts, the federal government to manage speech in order to attain the values implicit in the First Amendment.

The electoral results of last European elections in 2004, have produced a preoccupation and have raised a debate, not only in the political sphere but also in the academic realm, around a topic that has been enormously influential in the development of political science; the disengaged attitudes that citizens have been increasingly showing towards the political process. Grouping the 25 countries of the European Union in one category, less than half (45 percent) of the Europeans having the right to vote took part in the election. Electoral turnout ranged from about 90 percent in Belgium and Luxembourg (where voting is legally mandatory), to about 20 percent in Slovakia and Poland. These low turnout levels have revealed a trend of what has been labelled as political disaffection. Additionally, they show the same pattern which has been discovered several times in the past (e.g. Klingemann, 1999): when it comes to political disaffection, Europe is divided in three parts. In Western and Northern Europe, citizens are rather engaged, but not to the same extent as 20 years ago. In Southern Europe, citizens are traditionally rather dissafected, and in the new democracies in Eastern Europe only a minority is engaged in political life.

Abstract:
'Inaugural' – as often, a word's origins remind us of something we forget. The word denotes a beginning of course, but also the taking of 'auguries' at the start of an uncertain journey. The classical Mediterranean had various ways of taking omens or auguries (not all cruel) including the ancient method of reading the movement of birds of prey in the sky: in both Greek and Latin the words for omen and bird of prey are the same. I claim no special knowledge of the future, but the image of auguries remains apt because it registers the great uncertainty that these days attends any talk of media, both in the media industries and in media research. The signs of 'media culture' are increasingly difficult to read. It's those difficulties on which I want to reflect tonight.
