61. Basic Principles and Means of the Formation of a Common Identity of Ukrainian Citizens

Abstract:
The materials presented in this issue are a result of the third stage of the Razumkov Centre’s project “Formation of a Common Ukrainian National Identity under New Conditions: Features, Prospects and Challenges”. From the results of the previous stages of the project we were able to form a comprehensive picture of various identity aspects of Ukrainian citizens, their hierarchy and interrelations and to identify features determined by the impact of national, linguistic, cultural, age and other factors. A particular task of the project’s third stage was the research focus on basic components of identity: the system of values inherent to the citizens of Ukraine, their features and regional differences. The struggle to promote European values in Ukraine was the driving force of the Revolution of Dignity; and the continuing confrontation of Ukraine with Russian aggression represents a struggle of different value-based systems. Establishing common values as the basis for a common national identity is a critical task for consolidation of Ukrainian society. The results of the public opinion survey conducted by the Razumkov Centre in March 2017 and published herein make it possible not only to understand value orientations of Ukrainian society, but also to compare them with values of citizens of some European countries as well as values of Russian citizens. This was made possible by having the Razumkov Centre’s survey include the same questions used in the international comparative World Values Survey research. The results of the study confirm that formation of the value system of Ukrainians and their identity is affected by complex social and political processes – the military conflict with Russia, protracted economic crisis, and political instability. This leads to a conflicted and internally contradictory nature of these value orientations. Positive trends may be considered to include the predominance of a common civil identity, an increase in Ukrainian national identification. On the other hand, there is a concern about the low level of trust among citizens of Ukraine in other members of society and government institutions and reliance on a “strong leader”. Another task was to determine the key components of state policy on the formation of a common national identity in terms of its content, institutional and organisational elements. For this purpose the Razumkov Centre conducted the expert survey of 106 experts: representatives of national and local government, research and higher educational institutions, political parties and non-governmental organisations. Survey results demonstrated an understanding among the expert community of the procedural nature of a national identity formation and, at the same time, the need for targeted government actions in this area, including the development and implementation of the appropriate national policy. To gain a more comprehensive approach to formation of a common national identity, the Razumkov Center has conducted interviews with leading national scientists and experts in philosophy, political science, sociology, ethnic policy, linguistics, and cultural studies. Based on the results of all stages of the project, the Razumkov Centre has prepared an updated draft Conceptual Approach to the formation of a common national identity of Ukrainian citizens. The Razumkov Centre believes that this document could be the basis for further discussion, elaboration, adoption and implementation by the government. “Hybrid” war waged against Ukraine makes these steps especially urgent.

This volume contains the second set of reports on research conducted by the Romani Expert Groups for Romani Integration. The Expert Groups were established in fall 2004 as a follow-on to the fi rst global assessment of the needs of Macedonia’s Romani population, which the European Centre for Minority Issues (ECMI) conducted the previous year with the generous support of the Swedish International Development Cooperation Agency (Sida). Sida has also provided support for the current initiative from its inception.

Abstract:
Ukraine is a country populated by many national groups. As recorded in the 2001 census, the main national groups2 living in Ukraine (apart from Ukrainians, which constitute the majority) include: - Russians 8,334,100 (17.3%) - Belarusians 275,800 (0.6%) - Moldovans 258,600 (0.5%) - Crimean Tatars 248,200 (0.5%) - Bulgarians 204,600 (0.4%). Ukraine also has smaller populations of Polish, Jewish, Romanian, Armenian, Hungarian, and other groups; altogether 100 different national groups according to the census. In some territories of Ukraine national minorities live so compactly that in some settlements (towns or villages) they comprise the majority or over one-third of the population. This is the case in the Transcarpathian, Chernivtsi, and Odesa oblasts (regions), as well as in Crimean Autonomous Republic, which was annexed by Russia in March 2014. As in many countries, ethnic and linguistic borders do not necessarily align in Ukraine: many of those who think of themselves as belonging to certain national groups (as reported by 2001 census), speak another language. Thus, although 4.6% of the Ukrainian population reported they belonged to a national group other than Ukrainian or Russian, only 2.9% named a language other than Ukrainian or Russian as their native language. Only 0.1% of them considered Ukrainian to be their native language. Between 1% and 89% of them (depending on ethnicity) consider Russian to be their native language. For instance, among Hungarians this share is 1% and among Greeks it is up to 89%. While 17% of the Ukrainian population said they were of Russian ethnic affiliation, 26.6% named Russian as their native language, indicating that a share of people who consider themselves to be of non-Russian ethnic affiliation regard Russian as their native language.

64. Bilingual Education for Romani children : Theory and Practice

Abstract:
This paper examines bilingual education as a means of improving educational attainment among Romani children. The paper begins by discussing how bilingual education fits with the international legal framework concerning language education for persons belonging to minority groups. Drawing on current thinking regarding language acquisition, the paper then sets out some key theoretical linguistic constraints to be taken into consideration in the context of education policy design, focusing primarily on the age of onset of acquisition (AOA). Two possible bilingual education models, Transitional Bilingual Education (TBE) and Developmental Bilingual Education (DBE), are then presented and compared. There follows a brief discussion of current trends in language education policy for Romani children, focusing on the EU framework for National Roma Integration Strategies and its implementation in member states. Finally, a case study of the Amare Rromentza bilingual kindergarten pilot scheme in Romania is considered in light of the theoretical background. The paper concludes that bilingual education for Romani children can have very positive results in practice and merits more serious consideration among policymakers.

In order to write about the significance of the name of Zalmoxis in the Dacian language and religion, I begin with the displaying of the sources. Afterwards, there are presented three debates, about: (1) the relation between Zalmoxis and Pythagoras, showing that the philosopher was definitely influenced by the Thraco-Dacian beliefs which were also present in Zamolxianism; (2) “immortalization” as an initiatic mystery cult, shamanic practices; (3) an exploration of the forms Zalmoxis and Zamolxis.

Abstract:
Separatist tendencies emerged in India and Pakistan even before the end of colonial rule in both countries in 1947. The political leadership of these states while dominating the political systems in their respective countries equally demonstrated much determination to curb the separatism. However their response to the challenge of separatist movements, particularly in Indian Tamil Nadu and Pakistani East Bengal, was different to each other. The outcome of separatist movements in two regions were altogether dissimilar. Indian leadership succeeded in repealing the Tamil Movement while Pakistani leadership fell short to the Bengali Movement. This paper is an attempt to expose that India and Pakistan both remained leader centred political systems during most of the time when they were confronted with the challenge of separatism in Tamil Nadu and East Pakistan respectively. While revealing the features of Tamil and Bengali Movement it compares the responses of Indian and Pakistani leadership to the challenges in their relevant spheres. The measures adopted by the political leadership of these countries to appease these movements have been explored in comparison with each other. The dealing of language issue, central to the separatism in both cases, has been specially assessed for the comparative study of response to challenge of separatism.

67. Exiled in Babylon: Refugees and the Politics of Language

Abstract:
In the city of Mardin, the Tower of Babel cliché holds particular relevance. The old city—a beautiful array of historic stone houses stacked on a mountain slope in southeast Turkey—is located at the northern edge of Mesopotamia, once the land of Babylon. More than geography, the linguistic panorama of the area evokes the Genesis Babel story, the myth used to explain the variation of human tongues. Mardin is a microcosm of the Ottoman Empire’s ethnic, religious, linguistic and cultural diversity, largely eroded by nationalism’s drive for homogenization. A large Kurdish population lives in Mardin, holding on to their mother tongues despite decades-long Turkish “assimilation” policies. A sizable Arab population lives here too, separated from Arabs in Syria and Iraq after the fall of the Ottoman Empire. Linguists classify their language as “Mesopotamian Arabic,” related to bygone Iraqi dialects. Most Mardinites grow up speaking at least two—sometimes three—languages, learning either Kurdish or Arabic at home, the other on the streets, and Turkish at school. Further adding to the linguistic diversity, there remain several hundred neo-Aramaic speaking Assyrians and even fewer Armenians who once made up the majority of the city’s population; despite their now meager numbers, they attract tourists who come for the locally produced Assyrian wine and traditional Armenian and Assyrian silver crafts.

Abstract:
The Razumkov Centre has been studying the identity of Ukrainian citizens since 2005, when for the first time in history of an independent Ukraine distinctions between the society’s different identity groups have created a foundation for a large-scale socio-political conflict known as the Orange Revolution. These studies, conducted in the period of 2005-2009 in Ukraine and its separate regions, including Crimea, uncovered a number of special features of Ukrainian identity, the major ones being: contradictions in the process of forming a common, national civic identity and vagueness of its prospects; presence of an opposing trend – formation of regional sub-national identities on the basis of regional localisation of different linguistic, cultural, national and ethnic, denominational identities of citizens in various parts of Ukraine. The studies have also found interdependence and cross impact between different identity distinctions, in particular linguistic and cultural, and the civic identity.1 Subsequently, starting from 2010, a whole number of events of different scale have taken place in the history of Ukraine due to internal and external factors. These events have, on the one hand, significantly influenced national identity formation in Ukraine and, on the other hand, have themselves become the consequence of the existing trends. In particular, the Razumkov Centre has expressed warnings that since a common national identity of Ukrainian citizens has not been fully formed yet, there is a risk of sub-national identities of some communities integrating with other foreign national identities. Unfortunately, this came true, with such tragic consequences as annexation of Crimea by Russia, attempts by several Eastern and Southern regions to split away from Ukraine (known as the “Novorossiya project”) and the armed conflict in Donbas with thousands of casualties. Results of opinion polls conducted in 2014-2015 demonstrate changes in different dimensions of Ukrainian citizens’ identity. Along with this, due to the circumstances, these changes are of different, at times inconsistent nature, and consequently may bring different outcomes for further development of Ukrainian society and statehood. This creates a need for deeper comprehensive study of Ukrainian identity, changes that occurred during 2006-2015, current processes and trends. The Razumkov Centre’s Project “Identity of Ukrainian Citizens: Changes, Challenges and National Unity Prospects” aims to solve these tasks. A national opinion poll was conducted as part of this project.2 The presented informational and analytical materials contain main results of this poll in terms of different aspects of citizens’ identity3 (“identities”) and their attitude to major topical problems in the society,4 and also describe aspects of identity of citizens from different regions and social groups.

Abstract:
African states are known for their linguistic diversity. Few have spread a single official language widely through their education systems. The preservation of many local languages seems a benefit in terms of minority rights, but some fear that fragmentation may inhibit national cohesion and democratic participation. This article examines language competence of individuals in 10 states in Africa, highlighting distinctions in types of education systems. It also assesses their attitudes about citizenship and democracy, using Afrobarometer survey data. It shows that immersion systems appear much more effective in spreading a standard language, but that national sentiment has very little to do with proficiency in this official language. It also reveals that citizens armed with literacy in local languages tend to be more participatory, more demanding of greater accountability in government, and more critical of authoritarian rule. While virtually all states in Africa have chosen a European language as the official language of education, proficiency in these languages within states across the continent remains low. Certainly there is variation, but very few states have managed to spread a standard language through education. The benefit is that many local languages have been preserved; the question is what this means for citizenship and democracy. This article will do three things: First, it will investigate proficiency in European languages across the continent and highlight the factors that make individuals more likely to speak these official languages. Second, it will ask how language proficiency and type of education may influence citizens’ national sentiments compared to their ethnic attachments. Finally, it will ask how these factors relate to individuals’ political participation and democratic attitudes. Unsurprisingly, higher levels of education are associated with greater proficiency in European languages. Assessing different types of education, the study finds that individuals schooled in immersion vs. initial mother-tongue medium settings are more likely to learn European languages. And yet, proficiency in an official language has an ambivalent connection to individuals’ sentiments toward their ethnic group and nation. National sentiment is strong within mother-tongue systems as well as immersion systems. In mother-tongue settings, however, citizens maintain attachments to their ethnic identity while at the same time declaring loyalty to the nation, whereas citizens in immersion settings more readily drop the ethnic attachment. Finally, mother-tongue settings appear to provide some advantages when it comes to political participation and support for democracy. This may be due to networking opportunities in language associations as well as the confidence and creativity that students acquire in mother-tongue classrooms.
