1. Exchange on Nick Onuf’s ‘Metaphoricizing Modernity,’ Part II–Provincializing Metaphors, Reading (with) Onuf from Latin America

Abstract:
In this Dossier, four scholars reflect on Nicholas Onuf’s leading article, ‘Metaphoricizing modernity’, (re)engaging with – and celebrating – more broadly Onuf’s groundbreaking work from different places, perspectives, and angles. Part II rethinks (with) Onuf from Latin America, questioning and provincializing (certain) metaphors and metaphoricizing. Manuela Trindade Viana analyzes the conditions of possibility and the effects of ‘Colombianization’ as a powerful metaphor that came to circulate in Latin America since the late 2000s, in reference both to a specific diagnosis of a problem of violence and the solutions implemented to confront it. Challenging (certain) aspects of Onuf’s account about what metaphors do in our worlds, she argues that the security policy domain valorizes the universal push underlying the imperative to make models travel as a condition for the legitimation of their work in crafting solutions that fit to ‘similar problematically violent’ situations in Latin America. Roberto Vilchez Yamato offers an-other (re)reading of Onuf’s work. (Re)turning to Onuf’s World of Our Making, he (re)thinks the correlation(s) between metaphors, rules, and the conditions of rule, drawing attention to the crucial place of language within Onuf’s work. Supplementarily, Yamato engages with Onuf’s more recent The Mightie Frame, ‘the second half’ of his ‘decades-long project’, suggesting a certain rethinking of the ‘microphysics’ of language, the conditions of thought, and the conditions of rule, within which metaphors and metaphorical complexes are given center stage. (Re)reading (some of) Onuf’s work, he concludes his article wondering about how Onuf would respond to the question of provincializing metaphors.

2. Performing Diasporic Resistance: (Re)Claiming the Heritage Language

Abstract:
“All wars are fought twice, the first time on the battlefield, the second time in memory,” writes Pulitzer Prize-winning author Viet Thanh Nguyen.1 In the landscape of memory, language is the theater of war. Through language, we frame the narratives of our experiences and transmit those narratives for the historical record as individuals and collectives. The chronology and processes so profoundly articulated by Nguyen have merged in the recent decade such that combat on the physical battlefield does not necessarily precede the curation of narratives about the war. They now take place synchronously. Due to advances in digital media and communication technologies, the landscape, strategies, and potential combatants have outgrown geographic, physical, and temporal limitations. Civilians can now participate in military conflicts through digital and participatory warfare enabled by the hyperconnected battlefield of social media platforms. In parallel with actual fighting in combat zones and the official narratives of the states involved in war, new participatory modalities within a global digital battlefield are impacting the representation, perception, participa- tion, and memorialization of conflict. The mobilization of transnational human resources by diasporas can enlarge the scope of civilian participation in warfare, impacting war’s narration, cura- tion, and framing. In this current environment, language becomes the theater of war, not just within the post-combat landscape of memory, but also during combat—in the parallel digital battlefields of modern-day participatory warfare. It is, therefore, important to consider how language is viewed and used during war, particularly the heritage language of diasporan civilians. More specifically, we must assess the extent to which the heritage language is employed as both a symbolic and strategic tool in wartime transnational activism in processes through which diasporic identities are fashioned. In this essay, I examine the role of the Armenian language in the unprecedented transnational mobilization of Armenian communities across the globe during and after the 2020 Nagorno- Karabakh War.2 I argue that transnational actors (re)claimed the Armenian language as an act of resistance in the context of participatory warfare, which not only intensified the existing symbolic range of the Armenian language as a central identity marker, but also introduced a novel instrumental element for many Armenians.

At its forefront is Geshe Lobsang Monlam, PhD, a monk and scholar who has dedicated his life to integrating Tibetan knowledge into the digital world. Join us for a special presentation by Geshe Monlam on Monlam AI, his latest initiative to use artificial intelligence to provide accessible Tibetan knowledge systems for learning and spiritual growth, as well as The Monlam Grand Tibetan Dictionary project and app, and the forthcoming Tibetan Digital Library Project. Speaker bio: Venerable Geshe Lobsang Monlam, PhD, is a monk and scholar who has dedicated his life to integrating Tibetan knowledge into the digital world. He achieved his geshe degree at Sera Mey Thoesam Norling Monastic Institute, India, in 2013. A passion for computers and gadgetry led him to create Tibetan computer font and software applications, and to establish Monlam IT. His fonts, software, and apps are used by millions – and they are all distributed for free. Geshe Monlam's commitment to integrating Tibetan knowledge into the digital world is acknowledged by prominent religious leaders and by academic and science institutions worldwide. 4. Reading The Backstreets in Ürümchi: Translation as Ethnographic Method and Practice of Refusal

Abstract:
While conducting ethnographic fieldwork in Northwest China in 2014, anthropologist Darren Byler found that a Uyghur language novel, The Backstreets, helped Uyghurs to narrate their own stories. By shifting the frame of the narrative of colonial violence away from the authority of the state toward the work it takes for the colonized to live, this difficult, absurdist fable gave young Uyghurs a way to articulate experiences of dehumanization and rage. With its English-language translation and publication, it also gave the novelist, Perhat Tursun, a way of refusing his own silencing through censorship and, ultimately, imprisonment. The Backstreets in Ürümchi is a novel by Perhat Tursun, a leading Uyghur writer, poet, and social critic from the Xinjiang Uyghur Autonomous Region. Perhat Tursun has published many short stories and poems as well as three novels, including the controversial The Art of Suicide (1999), decried as anti-Islamic. In 2018, he was detained by the Chinese authorities and was reportedly given a sixteen-year prison sentence. Byler was a cotranslator with ‘Anonymous,’ who disappeared in 2017, and is presumed to be in the reeducation camp system in northwest China. This event would be meaningful to students and faculty in many different areas of the university including the above proposed cosponsors, and students of China and Inner Asia.

6. Language and student learning: Evidence from an ethnographic study in Mozambique

Abstract:
This ethnographic study explores the implementation of bilingual education in Mozambique: how it is understood, adapted, and resisted by school directors, teachers, and local officials. Bilingual education uses local languages in early grades before a gradual shift into Portuguese, which most Mozambican children do not speak when entering school. Our study confirms that students participate actively and understand content better in bilingual classes. Regardless of education policy, school directors decide whether or not to form bilingual classes. They report pressure from parents for Portuguese-only instruction because of misunderstanding about the nature of bilingual education, poor resourcing, and fears about students failing tests. Some teachers demonstrate an impressive ability to provide bilingual education despite a lack of training and materials. Others resist and do little to hide their negative attitude. District officers are not able to supply schools with basic materials for local-language teaching. We conclude that bilingual education has lost momentum in Mozambique.

Abstract:
The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:
On 18 December 2019, in its 50th Plenary Session, the United Nations Gen- eral Assembly proclaimed the International Decade of Indigenous Languages (2022–2032) to draw attention to the endangerment and erasure of indigenous languages and to assemble states to allocate funds to revitalize and promote languages.1 This piece will discuss the linguistic policies applied to indigenous peoples and how they have influenced the abandonment of native languages to favor Spanish. Since the Spanish set foot on the lands of the continent, they began to exterminate indigenous languages. The dispossession of the people’s wealth was not only territorial—it was also linguistic and cultural. This piece reflects on the political nature of languages and explains how racism, as part of the colonial paradigm, has contributed to the reduction in the importance of languages and limited our understanding of them to a cultural artifact or folklore.

9. CPLP: the first twenty-five years

Abstract:
The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:
In this study, I criticize the use of Portuguese as the sole official language of the Community of Portuguese Language Countries (CPLP). I address the question: Portuguese as the sole official language of the CPLP: what insight is gained for the post-colonial discourse analysis of the CPLP? I employ the theoretical framework of existential sociolinguistics and engage in the method of philosophical reflection – an analysis of arguments – the case of the relationship between Portuguese and indigenous languages within the CPLP as stated in the organization’s objective. I found that Portuguese as the sole official language of the CPLP fosters hegemonic linguistic power, perpetuates social injustice and anti-intercultural value, and undermines linguistic and cultural rights and dignity. In conclusion, I propose a multilingual language policy with the representation of indigenous languages to solve this problem and demonstrate an equitable, dignified, and decolonized treatment of languages other than Portuguese in the CPLP.
