91. Stabanisation: A discussion paper about disrupting backlash by reclaiming LGBTI voices in the African church landscape

Abstract:
The title of the convening that gave rise to this collaborative reflection Breaking though the Backlash: Transformative encounters between LGBTI people and Churches in Africa, implies a level of visible and tangible progress in pursuing justice for LGBTI people within the African faith landscape and a coordinated push-back against progressive gains and constructive progress. Consequently this contribution starts by critically engaging the African contextual faith landscape and reflecting on examples of both progress and emerging backlash when it comes to the full inclusion of LGBTI people within African faith communities. Following from this, we explore the contours of a possible theology of liberation for LGBTI people in the African context. We agree with Makau Matua who argues that to engage with backlash we require “…thoughtful analysis, courageous advocacy and fundamental reform.”

92. Taking a Stand: A call to action by the church against injustice towards LGBTI people

At its 2008 General Synod the Uniting Reformed Church in Southern Africa considered a report on the church’s stand on the question of sexual orientation and nonconformity. That was a moment, in my view, in which this church, who had declared apartheid, its biblical and theological justification a heresy and led the ecumenical movement in doing the same; who in formulating in 1982, and adopting in 1986 the Belhar Confession as a new standard of faith, faced its greatest challenge since confronting apartheid. Central to the Confession are our unity in Christ; the reconciliation wrought by Christ, and the justice demanded by God. These three things. I was the convenor of that task team and presenter of the report at the synod. It was one of those utterly shattering, fundamentally life-changing experiences. After a hostile, and theologically disturbingly crude, debate, the synod rejected the report, its contents, its conclusions and its recommendations calling for justice for LGBTQI persons and referred the report for reconsideration. Even though the words, “another, more anti-gay report” were deleted from the amended version of the original proposal, the intention could not have been clearer. What was striking and shocking, even though hardly unknown in debates on this matter it seems, was the stridently hostile tone of the debate, the blatant homophobic language that dominated the discussion all through the afternoon. Speakers who took the floor did not even attempt to disguise their contempt. Some spoke openly of LGBTQI persons as “animals”, “not created by God”; of bestiality and of LGBTQI persons in one breath, all of which as being a “scandal” and “stain” upon the church. It was an experience that had left me shaken and disoriented: how could the same church that took such a strong stand against apartheid and racial oppression, gave such inspired and courageous leadership from its understanding of the Bible and the radical Reformed tradition; that had, in the middle of the state of emergency of the 1980s with its unprecedented oppression, its desperate violence and nameless fear given birth to the Belhar Confession that spoke of reconciliation, justice, unity and the Lordship of Jesus Christ, now display such blatant hatred and hypocrisy, deny so vehemently for God’s LGBTQI children the solidarity we craved for ourselves in our struggle for racial justice, bow down so easily at the altar of prejudice and bigotry?

In 1996, South Africa made human rights history by being the first country in the world to prohibit unfair discrimination on the basis of sexual orientation in its constitution. But 25 years after this resounding document was passed by the Constitutional Assembly, the lived realities of most LGBTI South Africans lag well behind the constitution’s ringing promises.

Global Philanthropy Project and Funders for LGBTQ Issues are pleased to present the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities, a comprehensive report on the state of foundation and government funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents over 19,764 grants awarded by 800 foundations, NGO intermediary funders, and corporations and by 15 donor government and multilateral agencies over the two-year period of 2017-2018. The report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, and population focus, offering a tool for identifying trends, gaps, and opportunities in the rapidly changing landscape of LGBTI funding. This report draws from six years of data on global LGBTI funding, documented in three editions of the Global Resources Report including grants awarded from 2013 to 2018.

In October 2018, Global Philanthropy Project and ILGA-Europe launched a new report comparing the key findings from ILGA Europe’s 2018 Funding for LGBTI Activism in Europe and Central Asia: Priorities and Access to Resources report with a deeper-dive analysis of European and Central Asian grantmaking data from the 2015-2016 Global Resources Report:
 Philanthropic and Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. This new report provides a compelling challenge to assumptions about the funding landscape in Europe and Central Asia, with new data and recommendations for resourcing LGBTI movements at the forefront of progress and the frontlines of resistance. The report is a first-of-its-kind gap analysis made from two sets of complementary data providing clear pathways and opportunities for new grantmakers and additional resources to support this large and complex region. This research was presented and analyzed during the October 2018 ILGA-Europe Donor Pre-Conference in Brussels, Belgium. The research will also be presented in a wider webinar for grantmakers in February 2019, with joint advocacy between activists and funders to increase resources to the region taking place over 2019.

The aim of this journal is to disrupt the ‘single-story’ of mainstream foreign policy. Through highlighting both experienced and emerging voices from across the globe, we seek to understand, challenge, and critique foreign policy. This issue focuses on the theme of post-colonialism and foreign policy, which was chosen by our members and supporters. Through a post-colonial analytical lens, our contributors challenge the unquestioned objectivity of elitist, Western-centric foreign policy, and unpack the complex connections between gender, race, ethnicity, sexuality that are embedded in the everyday actions and politics of people from across the world. Alongside our written contributions, you will find artwork and poetry engaging with this theme. A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un-inclusive paradigm it is embedded in. 99. License to Be Yourself: Responding to National Security and Identity Fraud Arguments

Abstract:
In much of the world, trans and intersex people struggle to obtain official identity documents that acknowledge their appropriate names and sex or gender markers. When people are forced to rely on documents that do not match their gender identity, they risk being subjected to harassment and discrimination. In addition, they may be suspected of identity fraud and trigger security alerts because of the discrepancy between their documents and their gender identity or appearance. The lack of appropriate documentation is particularly dangerous in situations where a trans or intersex person is crossing a border and being unable to prove their identity can result in being detained or deported. This brief counters concerns that progressive gender recognition laws and policies will undermine national security and increase the risk of identity fraud. It is the fourth of four resources for activists that accompany Open Society’s 2014 report on legal gender recognition across the world, License to Be Yourself.

100. Where the Rainbow Tide Won’t Flow: Violence and LGBT Rights in Latin America

In recent months, the experience of Latin America’s LGBT community has come under renewed focus by myriad outlets. Perhaps somewhat surprising, much of the attention is positive – lauding new legislation or advancements in LGBT rights and policy across the region. But the achievements of some countries obscure a darker reality – an ongoing popular intolerance, evidence by hate crimes across the region. Indeed, the region has seen a wave – the so-called “rainbow tide” in fact – of progressive policies, lending an outward sense of LGBT tolerance, and even hemispheric leadership. Argentina, under Cristina Fernández de Kirchner, legalized same-sex marriage (2010), and more progressively yet, passed legislation that allowed individuals to change their names and gender identity on official documents without seeking court approval first. Chile has since approved its Agreement for Civil Union law, which grants same-sex partners identical rights regarding property, finances and health care as heterosexual couples. Progressive laws and policy have similarly swept Uruguay (the world’s most gay-friendly country according to some), Costa Rica, Colombia and Mexico. These advances take place despite the ongoing influence of the Catholic Church, and increasingly, an ardently conservative Evangelical movement throughout the region. Such gains should not be dismissed lightly. Unfortunately, however, the above gains have been matched by a spike in hate crimes, and attacks on prominent LGBT leaders. Six of the top eight countries in murders of transgender people are in Latin America (India and the U.S. are the others). In per capita terms, Honduras dominates all comers, but again the region as a whole is disproportionately represented, appearing in 12 of the top 13 spots. In Argentina, which has arguably been most lauded for its progressiveness, vocal trans activist Diana Sacayán was violently murdered. In a stunning turn, her death was the third transgender killing in Argentina that month, following the stabbings of Marcela Chocobar and Coty Olmos. Sao Paolo Police, meanwhile, brazenly, and viciously, beat Veronica Bolina beyond recognition, while she was in custody. These events, though gruesome and tragic, do not necessarily represent a systemic backlash by society. In other countries of the region, however, it is yet more dangerous still to openly identify as LGBT.
