21. Robotics Technology and Firm-level Employment Adjustment in Japan

Abstract:
Unlike studies that analyse the impact of robotics technology on employment at the industry or firm level, this study investigates cross-division employment adjustment within a firm in an industry with large penetration and diffusion of robotics technology. By examining the changes in the composition of employment, we measured job creation and destruction at the division level and explored whether robotics technology, as a leading example of automation, not only displaces workers but also introduces new jobs in favour of labour. We made use of unique, division-level employment data for Japan’s manufacturing firms, together with industry-level data on the installation of industrial robots. We found that industry-level adoption of robots positively affects the rates of firm-level job creation and job destruction. Because the magnitude of the impact is larger for job destruction, robot adoption has an overall negative impact on firms’ net employment growth. Our finding suggests that the labour displacement effect of robotics technology and the emergence of new jobs due to technological change coexist even at the firm level.

Abstract:
This paper presents field experimental evidence that limited information about workseekers’ skills distorts both firm and workseeker behavior. Assessing workseekers’ skills, giving workseekers their assessment results, and helping them to credibly share the results with firms increases workseekers’ employment and earnings. It also aligns their beliefs and search strategies more closely with their skills. Giving assessment results only to workseekers has similar effects on beliefs and search, but smaller effects on employment and earnings. Giving assessment results only to firms increases callbacks. These patterns are consistent with two-sided information frictions, a new finding that can inform the design of information-provision mechanisms.

23. The Economic Impact of McCarran (Las Vegas) Airport

McCarran and its sister airports bring widespread benefit to the Las Vegas region. Oxford Economics found that 25% of all jobs in the region are supported by airport operations and that the benefit is widespread. For example, passengers arriving by air support over 115,000 jobs in the hospitality and leisure industry and 11,000 jobs in manufacturing and related activities are supported by cargo operations. Just as importantly, direct access from McCarran to global markets help Las Vegas diversify its economy and attract new companies to the region.

24. The Economic Impact of Music in Europe

Abstract:
The European music sector has a major impact on the economies of the EU and the UK. In 2018 the recorded music industry supported an €81.9 billion contribution to EU27 and UK GDP, according to a study by Oxford Economics, commissioned by IFPI. This was larger than the GDP of nine of the 28 EU Member States in that year. Of this contribution, €37.5 billion was generated by the music sector itself through its output, wages and tax payments. To give a sense of scale, this was 1.5 times larger than that made by the wine-making and brewing sectors. The European music sector also had a significant indirect impact on the labour market and fiscal position around Europe. We estimate the music sector supported 2 million jobs across the EU27 and UK, which meant that 1 in every 119 jobs in the 28 countries were dependent on the sector’s activities to some degree. All of this economic activity also benefited public finances, with the sector supporting a total contribution of €31.0 billion to EU27 and UK tax revenues, equivalent to 19.4% of the entire EU budget for the same year. In addition to this, we also conservatively estimate that the European music sector earned €9.7 billion in export revenue in 2018 from customers around the rest of the world. These earnings are 13% higher than all exports of European GI-protected wines to non-EU countries (including champagne).

Abstract:
How the provision of unemployment benefits affects employment and unemployment is a debated issue. In this paper, we aim at complementing theoretical and empirical contributions to this debate with a laboratory experiment: We simulate a job market with search effort and labor force participation decisions while varying the maximum length of unemployment benefit eligibility. Our results reveal two separable, opposing effects: Individuals within the labor force search with lower effort when unemployment benefits are extended. However, individuals are more likely to participate in the labor force and to actively search for a job. Concerning employment, the second effect dominates so that unemployment benefits raise employment.

26. The Risk of Automation in Argentina

Abstract:
In this paper we characterize workers’ vulnerability to automation in the near future in Argentina as a function of the exposure to routinization of the tasks that they perform and the potential automation of their occupation. In order to do that we combine (i) indicators of potential automatability by occupation and (ii) worker’s information on occupation and other labor variables. We find that the ongoing process of automation is likely to significantly affect the structure of employment. In particular, unskilled and semi-skilled workers are likely to bear a disproportionate share of the adjustment costs. Automation will probably be a more dangerous threat for equality than for overall employment.

27. Jobs’ Amenability to Working from Home: Evidence from Skills Surveys for 53 Countries

Abstract:
The spread of COVID-19 and implementation of “social distancing” policies around the world have raised the question of how many jobs can be done at home. This paper uses skills surveys from 53 countries at varying levels of economic development to estimate jobs’ amenability to working from home. The paper considers jobs’ characteristics and uses internet access at home as an important determinant of working from home. The findings indicate that the amenability of jobs to working from home increases with the level of economic development of the country. This is driven by jobs in poor countries being more intensive in physical/manual tasks, using less information and communications technology, and having poorer internet connectivity at home. Women, college graduates, and salaried and formal workers have jobs that are more amenable to working from home than the average worker. The opposite holds for workers in hotels and restaurants, construction, agriculture, and commerce. The paper finds that the crisis may exacerbate inequities between and within countries. It also finds that occupations explain less than half of the variability in the working-from-home indexes within countries, which highlights the importance of using individual-level data to assess jobs’ amenability to working from home.

Abstract:
In March 2017, the New Patriotic Party (NPP)-led government announced the implementation of a ‘Planting for Food and Jobs (PFJ)’program in pursuit of its 2016 election campaign promise of enhancing agricultural productivity. Launched in April, 2017, the program seeks to promote self-sufficiency in food production while providing jobs to Ghanaians. The government sought to achieve the program objectives through the provision of improved seeds, the supply of fertilizers, the provision of dedicated extension services, purchase and marketing of food produce, among other initiatives. As part of its mission to track allocation of national resources, and especially the extent to which marginalized communities and groups, particularly women and youth, are included in this resource allocation, the Ghana Center for Democratic Development (CDD-Ghana) implemented a project titled ‘Promoting Fiscal Justice for Socio-Economic Transformation (PFJSET)’. The overall objective of this project was to track and assess the extent of inclusiveness of the PFJ program in terms of reach and resource allocation.

Every worker deserves a job with healthy and safe working conditions. The outbreak of the novel coronavirus, however, has demonstrated that for far too many people this is not the reality. The pandemic has created a new set of workplace hazards, forcing many people looking for work to make difficult choices between providing for their families and protecting their health and the health of their loved ones. As businesses reopen, more people are reentering jobs that pose risks. And these risks are not distributed equally. Due to factors rooted in structural racism, Black, Indigenous, and workers of color performing critical services during the pandemic are both more likely to experience the health consequences of the virus and to be concentrated in jobs with greater exposure. Serving as intermediaries between workers and employers, workforce development professionals have a crucial role to play in strengthening workplace health and safety during and after the pandemic. In the early months of the crisis, Economic Opportunities Program staff spoke with workforce development leaders across the country as they strengthened existing strategies and considered new approaches to help workers protect themselves on the job. Professionals on the front lines of connecting people to work – from caseworkers to job developers to program directors – can learn from their approaches to inform their own strategies. In this brief, we highlight key ideas for how the workforce development system can promote workplace health and safety during the pandemic. It is important to note that workforce professionals are themselves navigating a crisis, responding to historic unemployment and serving the public as resources rapidly decline. This brief also includes ideas for public and philanthropic funders who seek to support the workforce development field to advance workplace health and safety.

30. Voices from the Field: Engaging Employers to Connect Young Adults to Good Fit Employment

America’s youngest workers are facing the most dire employment prospects since the Great Depression. At the start of 2020, nearly five million young people ages 16-24 were neither enrolled in school nor working. Today, their unemployment crisis has been greatly exacerbated by the pandemic. This disconnection, both before and after the arrival of COVID-19, has had an outsized impact on young workers of color. Across the country, workforce development and education providers are scrambling to meet the needs of these young people. Now more than ever, they need accurate information on available employment, including wages, health insurance, paid leave, scheduling, and safety, among other things. This report compiles insights from workforce professionals about the types of questions they ask employers. 210 workforce professionals in Cleveland, Indianapolis, and Philadelphia responded to a survey about the kinds of conversations they have with business representatives on topics related to workplace practices, environment, and equity and inclusion in the workplace. Although the survey that informed this publication was conducted before the pandemic, the questions are increasingly relevant and important today.
