891. Iran, Its Nuclear Ambitions, the Region, and the West

Abstract:
The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.

Abstract:
Through a critical dialogue, this workshop aimed to trace the various changes, shifts in intellectual paradigms, and transformations in both global and local contexts that have affected the growing field of Middle East Gender and Women's studies in the US and the Middle East. It sought to understand how the particularity of a researcher's milieu-made up of sociological, intellectual, political and cultural components interacting with one another to form what we term “a research culture”- have informed the approaches, agendas, and conclusions of scholars on gender-related issues. In particular the workshop explored the differences between and challenges to Middle East gender research in the US academy and in the academies of the Middle East.

Abstract:
The second phase of the Center for Strategic and International Studies' Transatlantic Dialogue on Terror took place against a backdrop of rapid change. When the first conference in this series took place in Berlin in the spring of 2005, scholars and practitioners were still absorbing the details of the previous year's attacks against the Madrid light rail system, the murder of Dutch artist Theo van Gogh and a host of other attacks and foiled plots. Global radicalism continued to be shaped by the deepening insurgency in Iraq, in which radical Islamists from inside and outside that country play a pivotal role. In the months following the Berlin meeting, the bombing of the London Underground, the attacks in Sharm el-Sheikh and Amman, and a stream of revelations about radical Islamist activity from Europe to the Middle East to South Asia and Australia — where a group of conspirators were arrested for plotting an attack against that country's sole nuclear facility — had also to be taken into account.

The rising insurgency in Iraq has become a “war after the war” that threatens to divide Iraq and thrust it into full-scale civil war. It dominates the struggle to reshape Iraq as a modern state, has become a growing threat to the Gulf Region, and has become linked to the broader struggle between Sunni and Shi'ite Islamist extremism and moderation and reform throughout the Islamic world.

Abstract:
This article examines cooperation between the Dutch and the Turkish armed forces during two peacekeeping missions, respectively in Kosovo (KFOR, 1999-2000) and Kabul (ISAF, 2002-2003). It is based on a literature survey and interviews with officers and NCOs of both sides. The article deals with the collaboration between the two armed forces as well as the interaction with the local populations in both areas of operation. Differences in style and modes of operation are analysed, leading to some thoughts for reflection with respect to intercultural military cooperation and peacekeeping in Muslim countries. It is argued that commanders at all levels should be prepared for the intercultural dimension of working with military from other nations, especially if they are deployed in areas that are culturally distant from their own. In addition, it is stressed that the scope of CIMIC-activities may be expanded in order to win the hearts and minds of the local population.

896. Globalized Islam: Arab Identity Sous Rature

Abstract:
A combination of the current “global war on terror” and political developments in the Middle East has brought forth deep interest in what scholars have identified as the “Arab Condition,” which recognizes the lack of political autonomy of Arab countries, whose citizens are seen to suffer from political disengagement and a lack of coherent political identity that is based on shared language, culture, and history (articles by Edward Said in Al-Ahram Weekly Online 22-28 May 2003; 21-27 August 2003). Alternate analyses view this absence of political identity from a religious (as opposed to linguistic/cultural) perspective, believing it to be at the base of the radicalization of Islamic religion, which has been responsible for the upsurge in terrorist activities around the globe (Ajami 1992; 1998; Wall Street Journal, 28 March 2004; Lewis 2002; 2003). It has been successfully argued (Bennison 2002; Roy 2004) that the Islamic ummah (collective Islamic identity) was at the basis of a global system until the dissolution of the Ottoman Empire in the early twentieth century. However, little or no work has been undertaken to study the complex relation that exists between language/culture and religious affiliation, more particularly for the Arab-speaking nations whose language is directly identified with the doctrines and laws of Islam. As a result, in attempting to understand the current political climate, lines drawn between what is Islamic, what is Arabic, and what is indeed a combination of the two have often been blurred, adding confusion to what has hitherto been a relatively unfamiliar religion and culture in the West.

Abstract:
MUCH HAS BEEN WRITTEN in recent years about Islam and politics, Islam and democracy, and Islam's compatibility with the requirements of modernity. These debates cannot be settled conclusively by referring to the holy texts, because such texts lend themselves to conflicting interpretations. This paper, therefore, takes a different approach. Using Egypt as a case study, it focuses not on the relationship between Islam and politics in the abstract, but on the relationship between religious authority and political authority as it unfolds in practice. It outlines the motivations, interests, strategies, and agendas of the institutions that represent and speak for Islam and those that represent the state and act in its name. The interaction between them is a mix of complicity and rivalry that has profound effects on Egyptian society, the Egyptian state, and its relationship with the outside world.

Pour ce qui concerne la problématique de l'islam en France, le changement le plus caractéristique de l'alternance de 1997 (qui, à la suite de la dissolution de l'Assemblée nationale, amène la "gauche plurielle" de Lionel Jospin au gouvernement et Jean-Pierre Chevènement au ministère de l'Intérieur) n'est peut-être pas tant un changement idéologique, qu'un changement d'état d'esprit par rapport au pessimisme et, par voie de conséquence, au non-interventionnisme qui avait caractérisé le passage de Jean-louis Debré place Beauvau. C'est un changement qui opère donc un retour au volontarisme qui s'était peu à peu imposé à la fin des années quatre-vingt, notamment avec la création du Conseil de réflexion sur l'islam en France (CORIF) par Pierre Joxe, et qui avait continué avec ses deux successeurs socialistes, puis sous une autre forme, avec Charles Pasqua, après l'alternance de 1993.

Abstract:
The creation of a representative council for observant Muslims-the Conseil Français du Culte Musulman-is a landmark accomplishment of Fifth Republic France. It is a strong reaffirmation of the republican framework in which the representatives of organized religion are expected to operate in lay France. But it is also an uncharacteristic official acknowledgment of contemporary religious diversity. How did a country whose political system has been notoriously allergic to organized religion decide to assemble and embed Muslim leaders within a state-sponsored institution? Some clues are contained in the remarks above, which hint at the mindset of the ministers in charge of religious affairs. These statements, made by two key actors in the French government's efforts to integrate Islam into French state-church relations, can be seen as rhetorical bookends of a policy process aiming to bring France's Muslim population closer to the state. Over a nearly fifteen-year period, politicians of distinct party traditions drew on competing models of state-society relations to make this politically feasible.
