Abstract:
Prior to June 2007, there was minimal Coalition presence in the suburban "belts" that ring Baghdad. As a result, by December 2006, al-Qaeda in Iraq (AQI) had sanctuary in the Tigris, Euphrates and Diyala river valleys north and south of Baghdad. AQI was in control of a relatively small section of West Baghdad. Insurgents used the areas south of Baghdad, particularly the area of Arab Jabour, as supporting nodes to build improvised explosive devices (IEDs), Vehicle-Borne IEDs (VBIEDs - car and truck bombs) and then move them into Baghdad. Captured documents show that the group's strategy was to control those areas and then project its power into Baghdad with the ultimate goal of overtaking the city.

Abstract:
In the aftermath of a wave of deadly terrorist attacks that began in 2003, the Kingdom of Saudi Arabia launched a wide-ranging counterterrorism campaign. Central to Saudi counterterrorism efforts has been the use of unconventional “soft” measures designed to combat the intellectual and ideological justifications for violent extremism. The primary objective of this strategy is to engage and combat an ideology that the Saudi government asserts is based on corrupted and deviant interpretations of Islam. The impetus for this soft approach came in large part from the recognition that violent extremism cannot be combated through tradition security measures alone. This Saudi strategy is composed of three interconnected programs aimed at prevention, rehabilitation, and postrelease care (PRAC). Although only in operation for the past four years, the Saudi strategy—especially the rehabilitation and counter-radicalization programs—has generated very positive and very intriguing results. To date, recidivist and rearrest rates are extremely low, at approximately 1 to 2 percent. Similar programs designed to demobilize violent extremists and their supporters are increasing in popularity, with a number of countries adopting comparable counter-radicalization programs. Algeria, Egypt, Jordan, Yemen, Singapore, Indonesia, and Malaysia have all established rehabilitation and engagement programs, as has the U.S. military through Task Force 134 in Iraq. As such, the importance of understanding the Saudi strategy, and counter-radicalization broadly, is increasing in relevance in the fight against violent radical Islamist extremism

Abstract:
This White Paper examines the capability of the federal courts to handle criminal cases arising from international terrorism. In the Paper, we focus on terrorism that is associated— organizationally, financially, or ideologically—with self- described “jihadist” or Islamist extremist terrorist groups like al Qaeda. 1 Many observers have expressed views on this important subject. 2 Some have argued for prosecuting terrorist criminals outside of the civilian court system; others have called for the establishment of an entirely new “national security court.” 3 A premise of such arguments is that the traditional court system is not well-equipped to handle international terrorism cases. We aim to explore that premise.

835. Getting Religion? The Puzzling Case of Islam and Civil War

Abstract:
In 42 religious civil wars from 1940 to 2000, incumbent governments and rebels who identified with Islam were involved in 34 (81 percent), far more than those identifying with other religions, such as Christianity (21, or 50 percent) or Hinduism (7, or 16 percent). In addition, civil wars in which key actors identify as Islamic are more likely to escalate into religious civil wars than civil wars in which key actors identify with other religions.

Abstract:
Women are beginning to play a bigger role in shaping the politics of Islamist political movements in the Middle East. Mounting evidence suggests that women activists have made important inroads in Islamist movements by creating strong women's branches and pushing for broader political participation and representation in the upper echelons of the entire movements. Although women in these movements deny that they are embracing a Western-style feminist agenda and remain instead quite concerned with the preservation of Islamist values, most display dissatisfaction at being relegated to the women's branches of their respective movements. They want to be seen as potential leaders, not just as dedicated organizational foot soldiers, and in many countries they are pushing the leadership of their movements for change. To some extent the women's demand for greater recognition of the importance of their role in the service of the Islamist cause is also translating into activism in the cause of women's rights and equality more generally, just as it has with women activists in other political movements elsewhere in the world.

During last month's elections in Jordan, the Islamists suffered an unprecedented defeat. Previously, the Islamic Action Front (IAF) -- Jordan's largest political party -- controlled an impressive bloc of 17 of 110 seats. But the IAF ran only twenty-two candidates in the latest contest and won just six seats. This stunning defeat has generated recrimination among the Islamists, providing insight into the internal politics of this secretive party. The following is an analysis of the dynamics within the IAF and Jordanian society that caused this electoral collapse, and the implications of these developments for the kingdom's Islamist trend.

On November 5, Turkish prime minister Recep Tayyip Erdogan and deputy chief of military staff Gen. Ergin Saygun visited President Bush in Washington to discuss the growing threat posed by the Kurdistan Workers Party (PKK). The composition of the Turkish delegation was symbolically important and demonstrates a new political stability based on the working relationship between the governing Justice and Development Party (AKP) and the Turkish military. Yet the newfound weight of the PKK issue may prove problematic for the United States -- and, in the long term, for Turkey as well.

Abstract:
On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.
