771. Opposition Alliances and Democratization in Egypt

Abstract:
What is the future of democracy in Egypt? What are the prospects for cooperation between the country's Islamist and non-Islamist political opposition groups? How can such cooperation be strengthened? These questions were at the forefront of discussions at the Second Annual Wasat Generation Dialogue, held in Cairo Egypt May 27-29, 2008 and hosted by USIP, the Al-Ahram Center for Political and Strategic Studies, and Georgetown University's Center for Democracy and Civil Society. An outgrowth of USIP's Arab Political Oppositions Project (APOP), this not-for-attribution dialogue brought together a select group of Egyptian political leaders, American academics and U.S. democracy-promoters. The conference provided a unique venue to explore the prospects for enhancing political cooperation across the ideological/religious divide in the Egyptian political arena. It also highlighted the potential to build bridges of cooperation among a new generation of political activists.

Abstract:
Almost a decade before the end of the 20th century, most parts of Eastern Europe were still under the communist rule and, with a few exceptions, the Middle East was checker squared with varying degrees of authoritarianism. Almost a decade into the 21st century and many East European countries are now regarded as democracies. The Middle East, however, continues to be dominated by authoritarian regimes. This study outlines some of the factors that can help to explain this contrasting outcome in a comparative framework.

Abstract:
This article aims to show how exchanges between religion and secularism, Islam and democracy and cross-cultural relations over many years have shaped Turks' perception of Islam and their position towards freedom of religion and co-existence of different faith communities. Muslims are generally attributed a monolithic identity marked by intolerance despite the fact that they have considerable diversity in their understanding of Islam and its practice. The Turkish case challenges such essentialist views by demonstrating that despite some isolated events, Turkey succeeds in managing religious diversity because the perception of Islam has developed in connection with a variety of current and historical events. The perception that emerged in the course of Turkish cultural and political history provides strong grounds for peaceful co-existence within the shared social order. Turkey's achievement in establishing a political culture and a perception of Islam that facilitates religious pluralism can be attributed to factors as such democracy and secularism and Turkey's efforts to join the European Union.

774. Thailand: Political Turmoil and the Southern Insurgency

Abstract:
The government of Thai Prime Minister Samak Sundaravej is struggling for political survival and has handed the military full responsibility for tackling the violent insurgency in the Muslim-dominated Deep South, which has claimed more than 3,000 lives in the past four years. The military has restructured its operations and has made headway in reducing the number of militant attacks, but temporary military advances, though welcome, do nothing to defuse the underlying grievances of the Malay Muslim minority. For that to happen, the otherwise preoccupied government needs to find the will and energy to undertake a serious policy initiative.

775. Estimating the Impact of the Hajj: Religion and Tolerance in Islam's Global Gathering

Abstract:
We estimate the impact on pilgrims of performing the Hajj pilgrimage to Mecca. Our method compares successful and unsuccessful applicants in a lottery used by Pakistan to allocate Hajj visas. Pilgrim accounts stress that the Hajj leads to a feeling of unity with fellow Muslims, but outsiders have sometimes feared that this could be accompanied by antipathy toward non-Muslims. We find that participation in the Hajj increases observance of global Islamic practices such as prayer and fasting while decreasing participation in localized practices and beliefs such as the use of amulets and dowry. It increases belief in equality and harmony among ethnic groups and Islamic sects and leads to more favorable attitudes toward women, including greater acceptance of female education and employment. Increased unity within the Islamic world is not accompanied by antipathy toward non-Muslims. Instead, Hajjis show increased belief in peace, and in equality and harmony among adherents of different religions. The evidence suggests that these changes are more a result of exposure to and interaction with Hajjis from around the world, rather than religious instruction or a changed social role of pilgrims upon return.

776. Azerbaijan: Independent Islam and the State

Abstract:
Claims that major terrorist acts were foiled in Azerbaijan at the end of 2007 have prompted discussion about the extent to which Islamic extremism is a genuine threat in the oil-rich land. Azerbaijan is a secular state with an overwhelmingly moderate (predominantly Shiite) Muslim population. Since the break-up of the Soviet Union and independence in 1991, independent Sunni and Shiite groups have emerged which refuse the spiritual authority of the official clergy. Some are political, but very few, if any, appear intent on employing violence to overthrow the state. The government, however, expresses concern about these “independents”, and tries to control them, including through repression. Its strategy risks radicalising peaceful activists and believers.

Abstract:
Despite its unique geographical and cultural position between East and the West, Turkey, throughout its modern history, has followed a Western-oriented foreign policy. This essay argues that Turkey's Western orientation is closely linked to Turkey's official Western identity created as a result of Turkey's modernization project in the years following the Independence War. The Islamist challenge to this new identity occasionally created a tension between the secular/Kemalist elite and the Islamists in Turkey, which from time to time impinged upon Turkey's foreign policy. The debate on Turkish foreign policy has been an extension of the debate on national identity in the past and still continues to be so. Therefore, in order to better understand the main determinants of Turkey's foreign policy preferences and behaviors, an analysis of Turkish identity is needed.

Abstract:
This paper challenges the view that the AKP is "an Islamist party" and "hardly a democratic opening". It puts forward the argument that the AKP's recent election victory represents a triumph over (1) inward-looking, anti-EU, ultra-Turkish nationalism, (2) unwarranted military interference in politics, (3) selfish Kemalist desires to protect their own privileged position, and 4) misguided secular fears of a secret Islamic agenda.

Abstract:
Existen numerosas experiencias de radicalización yihadista en prisiones, algunas de elias también en España. Este artículo describe en primer lugar la situación de los internos de origen musulmán en las prisiones españolas. Seguidamente analiza los retos y las disfunciones que actualmente afronta el sistema penitenciario español. Se trata de puntos débiles que afectan a la relación entre internos yihadistas y presos comunes de origen musulmán, a la vigilancia y control de la vida cotidiana de los internos, de la posible difusión de documentos radicales dentro de las prisiones y de las comunicaciones entre el interior y exterior de los centros. En conjunto, se advierte la falta de un plan estratégico por parte de la Administración penitenciaria para la prevención de la radicalización yihadista.
