701. European Conflict Management in the Middle East: Toward a More Effective Approach

Abstract:
Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

Abstract:
The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

SINCE THE ESTABLISHMENT of the Palestinian Authority (PA), one result of the political uncertainties and inadequate security in the West Bank and Gaza Strip has been an increasing recourse to “unofficial” arbitration and the adjudication of disputes in the context of contests over political power. Three main bodies of “law” appear most frequently as overlapping normative frameworks in dispute resolution processes: statutory legislation (the law “on the books” in the areas under the PA's jurisdiction), Islamic law, and various forms of customary law—specifically, in the case examined here, “tribal adjudication” (al-qada' al-`asha'iri).

As the historic first 100 days of President Barack Obama's administration fly by, he faces a tsunami of advice on the key priorities he should pursue over the next four years. Ranging from energy independence and national health care reform to improving America's image with the Islamic world and revamping our foreign assistance structure, the president must decide where to focus his scarce time, resources, and political capital. One initiative he should strongly consider this year is calling upon the U.S. Senate to once again take up the ratification of the Comprehensive Test Ban Treaty (CTBT) to outlaw nuclear testing around the world, even though the initiative failed in October 1999 by a 51—48 vote.

Since the September 11, 2001 attacks, the United States has sought to help Pakistan transform itself into a stable, prosperous, and democratic state that supports U.S. interests in the region, is capable of undermining Islamist militancy inside and outside its borders, commits to a secure Afghanistan, and actively works to mitigate prospects for further nuclear proliferation. Washington has also hoped that Pakistan, along with India, would continue to sustain the beleaguered peace process to minimize the odds of a future military crisis between them. Between fiscal years 2002 and 2008, the United States has spent more than $11.2 billion, presumably to further these goals. The FY 2009 budget request includes another $1.2 billion.

In reflecting on the extensive literature and research on intelligence failures and particularly that which ensued in the aftermath of the 9/11 terrorist attacks in the US, Indonesia and those in Europe, this analysis concludes that intelligence, and particularly Western intelligence, cannot be completely at fault for the failure to identify appropriately and forewarn about the occurrence of historical discontinuity events. Western policymakers, economic advisers, as well as socio-economic elites' performance throughout the 1980s and 1990s reveals flaws in long-term policy planning and decision-making with serious repercussions for strategic intelligence analysis. The inability to forecast historical discontinuity events is a key element of intelligence and policy which needs further revision.

709. Women and Radicalisation in Kyrgyzstan

Kyrgyzstan's in­creasingly authoritarian government is adopting a counter-productive approach to the country's growing radicalisation. Instead of tackling the root causes of a phenomenon that has seen increasing numbers, including many women, joining groups such as Hizb ut-Tahrir (HT), it is resorting to heavy-handed police methods that risk pushing yet more Kyrgyz towards radicalism. The authorities view HT, which describes itself as a revolutionary party that aims to restore by peace­ful means the caliphate that once ruled the Mus­lim world, as a major security threat. But for some men and ever more women, it offers a sense of identity and belonging, solutions to the day-to-day failings of the society they live in, and an alternative to what they widely view as the Western-style social model that prevails in Kyrgyzstan. Without a major effort to tackle endemic corruption and economic failure, radical ranks are likely to swell, while repression may push at least some HT members into violence. This report focuses pri­marily on the increasingly important role that women are playing in the movement.

With its army and its diplomatic posture, the American administration is now deeply part of the Middle East. Many of the problems of the region have been clearly aggravated, and in some cases sparked, by American policy, though many of them are a joint venture between Arabs and is, between Tirrks and Iranians, and between Europeans of different nationalities. But because the United States is such a decisive player in the Middle East, it has inordinate power to affect things in the region for good or for bad.
