591. The Militarization of Secular Opposition in Turkey

Abstract:
Turkey under the pro-Islamic Justice and Development Party (AKP) government has represented an opportunity to go beyond the Orientalist modernization framework and produce “value” by countering the culturalist arguments that foreclose the possibilities of democratization in modernizing Muslim countries. The secular opposition, however, has reproduced the logic of the February 28 process and has therefore immobilized and forced the AKP into a struggle to survive, both as a political party and as the elected government of the country. It is this power struggle that has come to epitomize the democratization debate and the democratization process in Turkey. In this context of an impoverished democratization debate, it remains to be seen whether and to what extent the AKP can accomplish the task of revitalizing the constitutive capacities of politics in Turkey.

Abstract:
The breakdown or modification of the Islamic Republic, though not imminent, is increasingly conceivable. However, in the event that the regime were to fall, Iran is bereft of many of the social and economic requisites for a stable democracy to emerge. About 80% of the Iranian economy is in the hands of the state, the private sector is dependent and feeble, and the 70% of the Iranians that are under the age of 30 are neither propertied nor middle class. This has implications for US policy, made all the more urgent by the timeline imposed by the looming nuclear issue. Rather than experiment with ineffectual and counter-productive attempts at democracy promotion, this study suggests that a policy of long-term international diplomatic and economic engagement is the best available tool for transforming Iranian society and politics in such a way that a transition to a sustained and stable democracy and, by implication, a resolution of Iran's nuclear issue, becomes more likely.

Abstract:
As a nation that responds to the pull of diverging ideologies, Turkey exemplifies how such pulls can impact the structure of society and its governing laws. Turkey's unique position on the brink of dualities—Islam and the West—has resulted in conflicting views on various issues including gender roles within the country. Exploring the choices Turkey has made to bridge these conflicting perspectives can shed light on how other countries might similarly incorporate new perspectives into their national legislation amidst nationalist, religious, and cultural resistance. Debates over gender roles in society have historically shaped discussions of Islam owing to the strong positions of the latter on the former. For this reason, the role of women has often served as the focal point for distinguishing between “modern” and “traditional” Islamic societies, making Turkey's shaping of legislation on women's rights particularly relevant.

The present report aims to describe the concept of the militant umbrella organization Tehrik-e-Taliban Pakistan (TTP) by looking at the organisational structure, background and ideology of the group. Tactics and recruitment strategies are also discussed, along with the various financial sources that have helped sustain the TTP. Finally, the reasons for the spread and rise of the TTP are analysed.

595. Al Qaeda's Religious Justification of Nuclear Terrorism

Abstract:
When legendary jihadist Abdullah Azzam was assassinated under mysterious circumstances in November 1989, suspects in his murder included Osama bin Laden and Egyptian Islamic Jihad (EIJ) leader Ayman al-Zawahiri. After the Soviets were expelled from Afghanistan, Azzam sought to shift jihad to his homeland, Palestine. Zawahiri sought to focus the jihad on Egypt and the other secular Muslim states, in hopes of restoring the caliphate, the rule of Islamic clerics, which had ended after the dissolution of the Ottoman Empire in 1924. After Islamic rule had been re-established in the Islamic world, Zawahiri wrote, “then history would make a new turn, God willing, in the opposite direction against the empire of the United States and the world's Jewish government.”

596. Iranian Youth in Times of Economic Crisis

Abstract:
Young people in Iran have emerged as important players on the country's political scene but remain marginal on its economic scene. They were a vital part of President Khatami's political base and contributed to his landslide victories at the polls, in 1997 and 2001. In June 2009 they again played a key role, this time in challenging President Mahmoud Ahmadinejad's controversial reelection, which led to massive anti-government protests in the nation's largest cities. A year later the political crisis appears to have subsided, but the economic crisis that has engulfed the country since early 2008 has deepened, and with it the crisis facing Iran's youth. Youth unemployment is at record high levels and, for the majority of youth, marriage and family formation are increasingly becoming challenges to overcome rather than celebrations of reaching adulthood.

597. Art and Ecstasy in Arab Music

Abstract:
Throughout history, the emotional power of music has concerned philosophers, scientists, educators, moralists, and musicians. Growing up in a small rural village in southern Lebanon, I observed such power first hand. When the mijwiz (a double-pipe reed instrument) was played, traditionally using the technique of circular breathing, I saw the local listeners succumb to the instrument's magic spell. Its irresistible Dionysian ethos seemed to compel them to sing and dance. Some villagers maintained that the mijwiz enabled the shepherds, who often played it, to entrance their goats and make them stand still and listen. As an ethnomusicologist who specializes in music of the Middle East, especially of the Arab world, I have come across other similarly compelling cases of musical transformation. When singers chanted their poetry at medieval Abbasid courts in Baghdad, the listeners, including the caliphs themselves, displayed a variety of strong reactions, including moving their feet, dancing, sobbing, weeping, and tearing their garments—or in some cases listening to the performers attentively and bestowing upon them lavish compliments. Meanwhile, medieval Arabic treatises, which in the ancient Greek tradition often treated music as a science, left us ample writings about music's extraordinary cosmological associations and therapeutic effects. And for the Sufi mystics, music and dance became an integral path to transcendence, or the attainment of spiritual ecstasy.

598. Countering Radicalization in America: Lessons from Europe

The recent surge in the number of American Muslims involved in terrorism has led U.S. authorities to question the long-held assumption that American Muslims are immune to radicalization, and to follow the example of other Western democracies in devising a comprehensive counter radicalization strategy. Radicalization is a highly individualized process determined by the complex interaction of various personal and structural factors. Because no one theory can exhaustively explain it, policymakers must understand the many paths to radicalization and adopt flexible approaches when trying to combat it. The role of religion in the radicalization process is debated, but theories that set aside ideology and religion as factors in the radicalization of Western jihadists are not convincing. Policymakers who choose to tackle religious aspects should do so cautiously, however, cognizant of the many implications of dealing with such a sensitive issue. Policymakers need to determine whether a counter radicalization strategy aims to tackle violent radicalism alone or, more ambitiously, cognitive radicalism. The relation between the two forms is contested. Challenging cognitive radicalism, though possibly useful for both security and social cohesion purposes, is extremely difficult for any Western democracy.Finding partners in the Muslim community is vital to any counter radicalization program. In light of the fragmentation of that community, a diverse array of partners appears to be the best solution. There is the risk, however, that counter radicalization efforts could be perceived by Muslims as unfairly targeting them. Partnerships with nonviolent Islamists could provide results in the short term, but there are doubts as to their long-term implications. All aspects of a partnership with such groups should be carefully examined before any decision is made. Policymakers need to find ways to empirically measure their programs' effectiveness.

599. Combating Terrorism in Yemen Through the Committee for Religious Dialogue

Abstract:
Yemen's Committee for Religious Dialogue was established in September 2002. It was an innovative and timely step undertaken by the Yemeni Government towards terrorist rehabilitation. This report seeks to document the lessons learnt from the ICPVTR delegation's visit to Yemen from 17 to 21 July 2010. The visit sought to get an in-depth understanding of the rehabilitation efforts by the Religious Dialogue Committee that was founded by the Minister of Endowment and Guidance of Yemen, Judge Hamoud Al-Hitar. In addition, the visit also aimed at understanding the role of other Yemeni agencies in their efforts to combating terrorism.

600. Understanding Support for Islamist Militancy in Pakistan

Abstract:
Islamist militancy in Pakistan has long stood atop the international security agenda, yet there is almost no systematic evidence about why individual Pakistanis support Islamist militant organizations. An analysis of data from a nationally representative survey of urban Pakistanis refutes four influential conventional wisdoms about why Pakistanis support Islamic militancy. First, there is no clear relationship between poverty and support for militancy. If anything, support for militant organizations is increasing in terms of both subjective economic well-being and community economic performance. Second, personal religiosity and support for sharia law are poor predictors of support for Islamist militant organizations. Third, support for political goals espoused by legal Islamist parties is a weak indicator of support for militant organizations. Fourth, those who support core democratic principles or have faith in Pakistan's democratic process are not less supportive of militancy. Taken together, these results suggest that commonly prescribed solutions to Islamist militancy-economic development, democratization, and the like-may be irrelevant at best and might even be counterproductive.
