581. Victim and rebel: Al-Qaida's salafist rhetoric and the pitfalls of anti-terrorism

Abstract:
Following the July 2005 London terrorist attacks the focus of anti-terrorism efforts has moved towards radicalisation within European societies and away from the conflicts in the Middle East and South Asia. This report argues that this shift in focus is based on a misconstrual of al-Qaida as it mistakes effect for cause. Based on an examination of the communication strategy of al-Qaida and the political rhetoric of Salafism the need for an analysis of militant Salafism in its political and societal context is demonstrated. The radicalisation theory is criticised and it is argued that the wars in Iraq and Afghanistan, as well as the increased focus on efforts to counter radicalisation within European societies more or less have failed because al-Qaida has been able to exploit this strategy and reorganise itself around an operational centre in Pakistan. The report concludes that only politically viable solutions in South Asia and the Middle East can effectively suppress al-Qaida and militant Salafism.

582. The Strengths and Weaknesses of Jihadist Ideology

Abstract:
The central argument espoused by jihadist ideologues and leaders is that the Muslim world is plagued by grievances and injustices, many of which are caused by the West. According to their logic, the United States and corrupt, oppressive Muslim regimes are two sides of the same coin. Jihadist leaders warn Muslims not to fall for Western “deceptive” ideas such as democracy and human rights because they are designed to divert the umma (Islamic community) from jihad and ultimately paralyze it. Ayman al- Zawahiri, for example, asserts that the United States has only achieved its interests “by spreading oppression and terrorism at the hands of its [Islamic] allies.” According to al-Zawahiri, Western civilization sings the praises of human rights and liberties as long as such singing serves and benefits its interests. Jihadists have thus determined that jihad is the only path toward genuine change in this world and divine reward in the hereafter. Their jihad, they claim, is to fight to make God's Law supreme on earth. Only then can all Muslims, rulers and citizenry, be equally accountable to God's Law.

583. Humanitarian Space Shrinking for Health Program Delivery in Afghanistan and Pakistan

Abstract:
In Afghanistan and Pakistan, humanitarian space has shrunk as the Taliban and other insurgent groups have stepped up attacks on civilians, especially international aid workers, contractors and local leaders. Health programs continue to operate, but the ability of nongovernmental organizations (NGOs) to recruit and retain staff and to travel outside Kabul has suffered. The United Nations, International Committee of the Red Cross (ICRC), and other groups have sought to persuade the Taliban and other armed groups not to impede or interfere with humanitarian aid activities. These efforts have had some success where the aid is administered by Afghans, but they have not limited attacks on international staff, who along with all foreigners, remain at high risk of attack. Many NGOs act as implementing partners in the government's strategy to implement a comprehensive primary care system in Afghanistan under the direction of the Ministry of Public Health. They have managed to maintain those services with local staff despite their association with the government of Afghanistan, so long as they operate with impartiality and community engagement. The vulnerability of their staff to attack appears to be a product of generalized insecurity or the presence of foreign aid workers, rather than a result of collaboration with the Ministry.NGOs report that military activities in Afghanistan and Pakistan, and military involvement in the medical sector, have contributed to the shrinkage of humanitarian space. The military's provision of health services through Provincial Reconstruction Teams and other mechanisms, though well-intended, sometimes sows confusion about the allegiances of U.S. and other Western aid workers and creates tensions with humanitarian principles the agencies rely on to operate in conflict environments. The conduct of the Afghanistan National Army and Police and the Pakistan military in entering facilities to gain access to arrest insurgents or gather information also leads to greater insecurity for NGO personnel.

Abstract:
Many actors have been interested in probing the approach that enabled Turkey to transform the country into a model of success within a few years. Ironically, this model is at the same time both a source of encouragement and apprehension for Islamic parties and the West. Although it presents an inspiration to Islamic parties and provides them with moral support and hope for change, this article investigates the considerations preventing them from reviewing their approaches to imitate the Turkish model. It assesses the Western interests and concerns over this model and discusses to what extent the West is interested in promoting such a democratic process elsewhere. Prior to analyzing these responses, it discusses the structure and elements constituting the Turkish model.

In fact, Prince Ghazi bin Muhammad of Jordan - a scholar of religion with doctorates from both Cambridge and al-Azhar and a close advisor to both former King Abdullah II and King Hussein - was the driving force behind the initiative, while the Croatian-born theologian Miroslav Volf played a leading role in formulating the "Loving God and Neighbor Together: A Christian Response to 'A Common Word between Us and You'".

Abstract:
There are many institutions playing a role in weaving the ideals of democracy into Turkey's social fabric. Many political actors in Turkish politics, which include the leftists, rightists, liberals, and statists along with those who established the Republic with their military identity, all contributed to society's participation in the execution of the state affairs. They all had a stake in implementing universal democratic standards in Turkey in general, and within certain strata of Turkish society in particular. The reasons behind these actors' support for democratic ideals vary; some groups were Book Reviews Insight Turkey Vol. 12 / No. 3 / 2010 279 it can also play a role in persuading different religious segments of the society to accept democracy. Here, democracy can be perceived as a solution to many of Turkey's current problems, ranging from poverty to social injustices Movements, such as the Progressive Republican Party (Terakkiperver Cumhuriyet Fırkası), Free Republican Party (Serbest Cumhuriyet Fırkası), and Democrat Party (Demokrat Parti), have been instrumental in the consolidation of democracy as opposed to the authoritarian political system, which predominated the single party era of the Republic.
