501. Why the Pakistan army is here to stay: prospects for civilian governance

Abstract:
This article explores the prospects for civilian governance over Pakistan's military in the policy-relevant future. After reviewing the Pakistan army's past interference in the country's judicial and political affairs, it turns to the ongoing political maneuvering of the current Chief of Army Staff, General Ashfaq Parvez Kayani, despite Pakistan's ostensible democratic dispensation. The article dilates on the impact of US engagement on the robustness of the Pakistan army's dominance and questions the newfound US commitment to promoting democratization and civilian control. The article argues that while conventional wisdom places the onus disproportionately upon the military's penchant for interventionism, the army has intervened only with the active assistance of civilian institutions, which are subsequently further eroded with every military takeover. It concludes with a consideration of whether or not genuine civilian control would result in a significant change in Pakistan's foreign and domestic policies, particularly Pakistan's well-known utilization of Islamist militants in India and Afghanistan.

502. Countering Radicalization in Refugee Camps: How Education Can Help Defeat AQAP

Abstract:
This paper seeks to analyze some of the causes of radicalization and recruitment in refugee/IDP camps, and makes the argument that receiving a well- rounded education, even if it produces mediocre academic results, is the most effective method of counter-radicalization in crisis situations and reduces the space for extremist organizations to recruit and operate. Radicalization is especially relevant in crisis situations (and the camps that are created to house those displaced) because it can create space for terrorist networks to operate and stage attacks against governments or civilians. In addition, a highly radicalized refugee population can provide a cadre of ideal volunteers for a terrorist organization, as they are more vulnerable than traditional populations, typically come from a violent environment, and have fewer opportunities for personal advancement, thus making a terrorist organization more attractive. the existing literature on radicalization in crisis situations typically identifies three drivers of radicalization: the existence or pervasiveness of an Islamic education; the ability to find gainful employment; and the ability to have freedom of movement (encampment vs. open camp policies). this paper indicates that all three of these characteristics are secondary reasons for radicalization, and that access to a well-rounded education is a powerful enough factor on its own to overcome these obstacles and significantly reduce radicalization and terrorist recruitment in crisis situations. access to a well-rounded education, even if of mediocre quality and even if the student is only able to attend for a few years, is the most important factor in reducing radicalization and terrorist recruitment from a population in a crisis situation, once their basic needs have been satisfied.

Abstract:
Searching for the roots of terrorism after the attacks of 9/11, the world's attention turned to Pakistan and to Pakistan's religious schools, the “madrasas”. This put pressure on the Pakistani government to reform the madrasas and ignited a long standing debate on the role of religious education in Pakistan and its links to radicalisation and militancy. This policy brief argues that the madrasa debate is not premised on a fair description of reality. The madrasa sector is diverse. The majority of Pakistan's madrasas are moderate institutions, concerned with promoting Islamic beliefs and knowledge. This makes it important to distinguish between moderate and militant madrasas. Madrasas must be seen as part of an Islamic tradition of learning, not primarily as political groups, but rather as socio-cultural institutions that are revered by many in Pakistan today.

504. Al Qaeda's Operating Environments: A New Approach to The War on Terror

The environment in which an al Qaeda affiliate operates is one of the most important factors in assessing the threat it poses to US interests. Defeating the militant Islamist network led by al Qaeda requires a nuanced strategy that supports the appropriate combination and prioritization of policies and approaches for each environment in which an al Qaeda affiliate or franchise operates. The US government has not articulated such a strategy, a deficiency that acquires urgency because terrorist groups based abroad have been linked to three attacks against the American homeland in the past year. Building a strategy to oppose the al Qaeda network requires detailed understanding of its different operating environments, the ties between its various parts, and how territory affects its vitality. A comprehensive strategy should deny the al Qaeda network access to operating environments from which it can pose a major threat to the United States and the West.

Abstract:
Rebranded in 2007, Al Qaeda in the Islamic Maghreb (AQIM) is the latest incarnation of Algerian radical Islamism. Initially focused on attacks with great political resonance against Algerian governmental and military targets, the group has progressively shifted its priorities, alongside its geographical and operational features. In the past few years, the countries of the Sahel region (Mauritania, Malì, Niger, Chad) have been increasingly affected by AQIM's actions. This geographical shift was the result both of a weakening of AQIM within Algeria, due to the tough counter-terrorist measures adopted by the regime, and of the "business opportunities" and the wider operational freedom offered by the Sahelian environment. The aim of this paper is to briefly address a series of questions concerning AQIM's "Sahelization" and its consequences for Algerian foreign policy.

The various states that comprise the EU and non-EU Europe collectively and individually influence US-Iranian competition in a number of ways. The EU, and particularly the EU3 (Britain, France, and Germany), are the United States' most consistent allies in seeking to roll back Iran's nuclear efforts. Though the European approach has not always paralleled that of the US, unlike China and Russia, European disagreements with the US serve to moderate rather than to weaken or spoil American efforts.

Abstract:
Ayaan Hirsi Ali gained international recognition in 2004 after she and Dutch filmmaker Theo van Gogh made Submission, a documentary about the brutal oppression of women under Islamic law. In response to the film, a radical Muslim savagely murdered van Gogh on the streets of Holland and posted a note on the filmmaker's body in which he threatened Hirsi Ali's life as well. Nevertheless, in 2007 Hirsi Ali wrote Infidel, in which she recounts the horrors of growing up female under the rights-violating Islamic cultures in Somalia and Saudi Arabia; how she fled to and settled in Holland, worked menial jobs, attended university, and collaborated on Submission; and how, in 2003, she ran for and was elected to the Dutch parliament as a candidate with a single issue: to stop the oppression of and violence against Muslim women in Holland. In Infidel, Hirsi Ali championed the Western secularist ideals that she came to adopt as true and right—free inquiry, the equal rights of the sexes, individualism, and personal liberty. Since then, she has moved to the land that she declares in her follow-up book, Nomad, to be her final home: the United States. In this latest book, Hirsi Ali shares the observations and emotional journey she has made since leaving Europe and arriving in America, even as radical Muslims continue to threaten her life for her uncompromising condemnation of Islam. In some respects Nomad demonstrates that Hirsi Ali has not only retained the intellectual independence and moral courage at the heart of her prior book, but that she has also strengthened and developed her thinking on the secular values she came to embrace. For example, in Nomad she elaborates on Enlightenment principles, including free inquiry, individual freedom, and property rights, exercising a thought process that grasps fundamentals: Every important freedom that Western individuals possess rests on free expression. We observe what is wrong, and we say what is wrong, in order that it may be corrected. This is the message of the Enlightenment, the rational process that developed today's Western values: Go. Inquire. Ask. Find out. Dare to know. Don't be afraid of what you'll find. Knowledge is better than superstition, blind faith, and dogma. (p. 214) Hirsi Ali proceeds to correctly identify Enlightenment principles as this-worldly and thus incongruent with Islam: The Enlightenment honors life. It is not about honor after death or honor in the hereafter, as Islam is, but honor in individual life, now. It is about development of the individual will, not the submission of the will. Islam, by contrast, is incompatible with the principles of liberty that are at the heart of the Enlightenment's legacy. (p. 214) She powerfully illustrates her development in the contrasts she draws between herself on the one hand, and, on the other, her relatives and other devout Muslims, both of whom cling unquestioningly to their religion and clannish traditions such as “family honor.” . . .

Welcome to the Fall issue of The Objective Standard. Ten years have passed since Islamic barbarians slaughtered thousands of Americans on U.S. soil, and America has yet to name the primary enemies (the Iranian and Saudi regimes), let alone eliminate them. Instead, we have gone to war with lesser enemies, enemies that we could retaliate against without appearing sure of ourselves, without appearing morally certain, without seeming selfish. In his article “9/11 Ten Years Later: The Fruits of the Philosophy of Self-Abnegation,” John David Lewis examines the essence of this approach and what it's delivered so far. The opposite philosophy—that of cognitive clarity, moral certainty, and self-respect—is Ayn Rand's philosophy of rational egoism, the political principles of which should be guiding U.S. policy. In “Ayn Rand's Theory of Rights: The Moral Foundation of a Free Society,” I examine the essential aspects of her philosophy that give rise to her theory of rights, as against the theories of God-given, government-granted, and “natural” rights. Using the principle of rights as his standard of evaluation, Joshua Lipana examines and grades various components of Rep. Paul Ryan's “Path to Prosperity,” which, although rejected in the Senate, is perhaps the best plan put forth by an elected official to date about how to deal with America's financial crisis. The report card is telling. In an exclusive interview with TOS, John R. Bolton, a senior fellow at the American Enterprise Institute, presents his ideas on the proper purpose of government and on various issues facing America today. This discussion will leave many TOS readers disappointed that Mr. Bolton has decided not to run for president. Abstract:
September 11th 2011 will mark the tenth anniversary of the terrorist attacks which toppled the World Trade Center buildings in New York City and killed approximately three thousand people. These attacks marked the beginning of an escalation of global Islamic terrorism which shows no signs of fading in the near future. The purpose of this paper is to examine whether Islamic terrorism has seen a marked increase in Canada since 9/11 and further identify what this might mean for Canadians and policymakers moving forward. Investigating the terrorist incidents which have unfolded in Canada over the past ten years not only provides valuable information about the threats and challenges Canada has experienced since 9/11, it also provides clues about what we might expect moving forward. This paper argues that an analysis of terrorist incidents in Canada from 9/11 until today reveals a disturbing trend. However, it also provides a clear indication of several areas which need to be investigated and addressed in order to mitigate this threat moving forward.
