Abstract:
In April 2012, the Economic Community of West African States (ECOWAS) declared its readiness to deploy 3,000 troops to northern Mali in response to seizures of territory by Tuareg separatists and Islamist militias. Left unanswered was the question of how ECOWAS would transport these troops and their equipment to Mali. Only airlift resources would be able to deliver personnel and heavy equipment into the area of operations (AO) in a timely manner, provide operational mobility within the AO against dispersed and heavily armed irregular forces, monitor a geographic area larger than France, and sustain operations for months or years. The inability to respond to these challenges to territorial control, in turn, further emboldens such separatists and other spoilers.

Abstract:
More than a year after the start of the Tunisian and Egyptian revolts, the question of how political Islam will return to regional politics is still open. This article explores the differences between the AKP's Turkish model and the Tunisian al-Nahda movement. The Tunisian and the Turkish case studies are examined and compared on three levels. First of all the historical and structural contexts of the two countries and the relationship between the state and Islam are taken into account. Secondly the two models of political Islam that have developed in Tunisia and Turkey are analyzed. Finally, the two different views of the social, political and economic life proposed by al-Nahda in Tunisia and by the AKP in Turkey are compared. By examining the structural differences between these two contexts, and consequently by looking at the two distinctive ways of understanding Islam in public life, the article will also demonstrate how and why the “Turkish model”, as represented by the AKP, cannot be applied to Tunisia, although the al-Nahda has itself embarked on a process of “de-radicalization.”

Abstract:
Since the withdrawal of U.S. Forces from Iraq in December 2011, the rate and lethality of attacks against civilian targets have steadily risen. Most notably, there have been seven major attack waves, defined here as a series of simultaneous and coordinated attacks that target at least 10 cities within one day. The attacks targeted a combination of security posts, government facilities, and Shi'ite shrines and neighborhoods. The Islamic State of Iraq (ISI), an umbrella organization formed in 2006 for many Sunni insurgency groups including al-Qaeda in Iraq (AQI), has claimed credit for a large majority of these attacks.3 This summer has seen a further alarming development with the announcement of ISI's "Destroying the Walls" campaign.

The attacks of September 11, 2001 spawned a decade of al Qaeda inspired radicalization of disaffected Middle Eastern and North African youth and a handful of young Western men. Ten years later, foreign fighters to Afghanistan, Iraq and other jihadi battlefields appear to be declining while in contrast analysts have pointed to an uptick in United States (U.S.) based “homegrown extremism” - terrorism advocated or committed by U.S. residents or citizens.

Al Qaeda today only slightly resembles the al Qaeda of yesteryear. Al Qaeda operatives or "al Qaeda-like" organizations stretch throughout North Africa, across the Middle East and into South Asia. This disparate string of organizations hosts a handful of al Qaeda's original Afghanistan and Pakistan veterans but mostly consist of newcomers inspired by al Qaeda's message -- disenfranchised young men seeking an adventurous fight in the wake of a tumultuous Arab Spring. Al Qaeda, or more appropriately jihadism pursued under al Qaeda's banner, has morphed in several waves over the course of more than two decades.

The colloquium was opened by Ambassador Staffan de Mistura, Special Envoy for Afghanistan of the UN Secretary-General; Dr. Rangin Spanta, Afghanistan National Security Advisor; Ambassador Michael Steiner, Special Representative of the Germany for Afghanistan and Pakistan; and Ambassador Vygaudas Ušackas, Special Representative and Head of Mission of the EU's Mission for Afghanistan. Wolfgang Danspeckgruber, LISD Director, chaired the colloquium.

In 2003, HarperCollins published Terrorist Hunter: The Extraordinary Story of a Woman Who Went Undercover to Infiltrate the Radical Islamic Groups Operating in America. The book is as relevant today, if not more. At the beginning of Terrorist Hunter the anonymous author, since outed as Rita Katz, has infiltrated a conference for radical Muslims. She asks herself why she is in a place where she (and her unborn baby) will probably die if anyone finds her recording equipment. Recalling her past, she goes on to answer that question. Katz was born into a wealthy family of Jews living in the then-prosperous Iraqi city of al-Basrah. Her happy childhood changed dramatically after Israel soundly defeated the Arab nations that attacked it in the Six-Day War of 1967. Unable to match Israel\'s military power, many Arabs began to take revenge on the Jews within their own borders. After the Ba\'ath Party of Saddam Hussein and his cousin Ahmad Hassan al-Bakr seized power the year following the war, they came for Katz\'s father, falsely accused him of being a traitor and a spy for Israel, and began torturing him to extract a confession. Meanwhile, Katz\'s family was moved into a small, guard-surrounded stone hut from which her mother would leave each day to beg for her father\'s release—and to which she would return with fresh bruises bestowed by her husband\'s captors. Sadly, her valiant effort was in vain. Katz\'s father was well known, and his trial was scheduled to be shown on television. The Iraqi tyrants were determined to quench their Arab citizens\' thirst for vengeance by reaching a guilty verdict. Because no amount of torture had hitherto pushed Katz\'s father to confess to the crimes he had not committed, Ba\'ath party agents invited his pregnant wife into a room he knew well—one in which, just the day before, another prisoner\'s wife was beaten and gang-raped by many guards. The agents told Katz\'s father that, if he refused to confess, they would immediately walk into that room, cut open her belly, and bring his unborn child to him on a tray. Later that evening he walked to the stand and “in a clear, unwavering voice, confessed his crimes as an Israeli spy and a traitor to the Iraqi nation” (p. 25). He was hanged soon thereafter in Baghdad\'s central square—to the cheers of a half million Iraqis. Katz goes on to tell the story of her family\'s daring escape from Iraq, which required her mother to drug the guards with Valium bought surreptitiously and then pretend to be the wife of a general in order to get a car ride to a town where they could be smuggled to safety. The remainder of their trek to safety involved hiding in the secret compartment of a chicken truck and walking across mountains with duct tape on their mouths to ensure that nobody made a sound. All this is told with the drama of a good novel. In fact, when Katz and her family are on the plane to Israel, and her little brother musters the courage to ask if it is finally OK to tell people they are Jews, you are likely to cry—just as everyone on that plane did. . . .

Blasphemy can be a deadly affair in Indonesia and Pakistan, two of Asia's largest Muslim-majority countries. Triggered by allegations of blasphemy, virulent mob attacks against those perceived to have offended Islam have rocked the two countries in recent months. While Indonesia and Pakistan have laws that specifically address issues of blasphemy, those unfortunate enough to be labeled blasphemers are rarely taken to court. Encouraged by, if not with tacit approval from, conservative Muslim leaders, Indonesian and Pakistani mobs have been taking the law into their own hands instead.

The governments of Afghanistan and Pakistan have accepted a generous proposal from the government of Abu Dhabi to host a series of meetings facilitated by the East West Institute (EWI) to complement existing channels of communication between the two countries. Participants in the series, known as the Abu Dhabi Process, discuss areas of their relationship they believe will help build confidence, ensure greater stability, and enhance sustainable development in Afghanistan and Pakistan. The meetings are off-the-record, consultative in nature, and governed by the Chatham House Rule.

470. Indonesian Jihadism: Small Groups, Big Plans

Violent extremism in Indonesia increasingly is taking the form of small groups acting independently of large jihadi organisations. This is in part a response to effective law enforcement that has resulted in widespread arrests and structural weakening of Jemaah Islamiyah (JI), Jama'ah Ansharut Tauhid (JAT) and other organisations accused of links to terrorism. But it is also the result of ideological shifts that favour “individual” over “organisational” jihad and low-cost, small-scale targeted killings over mass casualty attacks that inadvertently kill Muslims. The suicide bombing inside a police station mosque on 15 April 2011 and a spate of letter bombs delivered in Jakarta in mid-March are emblematic of the shift. The government needs urgently to develop prevention strategies to reduce the likelihood that more such groups will emerge.
