401. States, Frauds, and the Threat of Transnational Organized Crime

Abstract:
Fraud and corruption are very serious threats to some states and are harmful to all; however, this threat is seldom connected to transnational organized crime (TOC). We cannot examine social problems in a vacuum; we have to construct images of threats through the lens of the social and political threats posed by different aspects of crime and its organization. Harm and threat are not just about their economic cost, but also about how different phenomena hurt our confidence that we can control our surroundings and our future expectations. This anxiety can affect entities such as nation states or even trans-state entities such as “Ummah Wahidah”—the Islamic global community. The aim of this article is threefold: to disentangle the real and imagined threats of fraud, detail the involvement of transnational organized crime groups in fraud, and determine who or what can be reasonably described as threatened by these phenomena. This article rejects the implicit binary view that states are either threatened or not threatened, referring rather to a scale of threat to both states and different sectors within the state. This article critiques the value of Moisés Naím's concept of 'mafia state' to explaining and understanding fraud.

Abstract:
In recent years the Arab lands have been reduced to a uniform discourse, which well suited those in America such as Bernard Lewis who tried to convince their political masters that a clash of civilisations between the West and Islam was inevitable. However, over the past twelve months a series of revolts recast the map of the Middle East. When the revolts in Tunisia and Egypt started, many Western commentators failed to understand how young Arabs peacefully managed to overthrow well-entrenched dictators such as Ben Ali and Mubarak. Their initial reactions fitted into a broader collective spirit of Orientalism, which long gave up hope on Arab societies ever joining contemporary trends towards democratization. It was not Islam or poverty that provoked the uprisings – it was the crushing humiliation that had deprived the majority of the Arabs who are under the age of thirty of the right to assert control over their own lives.

Somalia's growing Islamist radicalism is spilling over into Kenya. The militant Al-Shabaab movement has built a cross-border presence and a clandestine support network among Muslim populations in the north east and Nairobi and on the coast, and is trying to radicalise and recruit youth from these communities, often capitalising on long-standing grievances against the central state. This problem could grow more severe with the October 2011 decision by the Kenyan government to intervene directly in Somalia. Radicalisation is a grave threat to Kenya's security and stability. Formulating and executing sound counter-radicalisation and de-radicalisation policies before it is too late must be a priority. It would be a profound mistake, however, to view the challenge solely through a counter-terrorism lens.

Now, with the electoral list of its political arm, the Freedom and Justice Party, likely to gain close to (and maybe even more than) half the seats and perhaps cabinet positions as well, the movement is entering uncharted waters.

Islamic women's activism may appear a contradiction in terms to many Western audiences accustomed to presentations of Islam as counterproductive to the promotion of women's empowerment and the situation of women more generally. Yet in the Arab world (and beyond) many different groups and individuals – as scholars, as charity and welfare providers, and as religious or political activists – work to empower women based on Islamic arguments and references.

This study argues that the spread of violent extremism cannot be fully understood as an ideological or social phenomenon, but must be viewed as a process that integrates the two forces in a coevolutionary manner. The same forces that make an ideology appealing to some aggrieved group of people are not necessarily the same factors that promote its transfer through social networks of self ‐ interested human beings.

The next six months will be crucial for Somalia. The international community is taking a renewed interest in the country; the mandate of the feeble and dysfunctional Transitional Federal Government (TFG) expires in a half-year; and emboldened troops from the African Union Mission in Somalia (AMISOM), Kenya and Ethiopia are keen to deal the weakened (though still potent) extremist Islamist movement Al-Shabaab further defeats. This confluence of factors presents the best chance in years for peace and stability in the south and centre of the country. To achieve that, however, requires regional and wider international unity of purpose and an agreement on basic principles; otherwise spoilers could undermine all peacebuilding efforts.

Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.
