Abstract:
As the crisis in Mali threatens to grow into a full-fledged regional security and humanitarian nightmare, nervous neighboring countries are looking to Algeria to lead a conflict management effort. In many ways Algeria has always wanted recognition as a regional leader. Yet, Algiers worries about being dragged into a Saharan quagmire and seems reluctant or unable to maintain stability in its backyard. Both the country's neighbors and the West are questioning Algeria's decision not to take a more active role in Mali.

Abstract:
The rise of Islamic militancy in parts of the Sahel and Horn of Africa poses growing threats to regional stability. The appeal of these militants stems from their ability to tap into and persuade marginalized communities, particularly youth, that their grievances can be rectified by the establishment of a more pure Islamist culture. Despite breakthroughs, Islamic militants in Africa typically do not possess great military power and may not seek to govern at the state level. Rather, they tend to be homegrown phenomena, focused on local concerns. Islamic militant organizations in Africa generally only command the support of small minorities within Muslim communities. However, ill-considered interventions, especially those involving Western forces, can reinforce the militants' narrative, thereby strengthening their credibility and recruitment.

At a time of hot debate over possible military action against Iran's nuclear program, the need for a clear understanding of the issues and the controversial science and technology behind them has never been more acute. Toward that end, scholars from the Washington Institute for Near East Policy and Harvard Kennedy School's Belfer Center for Science and International Affairs have copublished an interactive online glossary of terms used in the discussion about Iran. The report was prepared by proliferation expert Simon Henderson and Olli Heinonen, former deputy director-general of the International Atomic Energy Agency. Covering the jargon and history behind IAEA inspections, centrifuge enrichment, basic nuclear physics, and early nuclear weapons development in Pakistan and the United States, the glossary provides an indispensable guide to an increasingly complex problem.

374. Malaysia's U.S. Policy under Najib: Ambivalence No More?

Abstract:
This paper adopts a neoclassical realist perspective to explain Malaysia's evolving policy towards the United States under Prime Minister Najib Tun Razak. It argues that to the extent that there is a “shift” in Malaysia's U.S. policy under the current leadership, the substance and symbolism in Najib's U.S. policy has been driven and limited by the needs of the ruling elite to strike a balance between a variety of structural imperatives and domestic considerations. Structurally, in the face of a fast rising China (with whom Malaysia has come to develop an increasingly productive relation in both economic and diplomatic domains, but with whom it has unresolved territorial issues), the leader of the smaller state is increasingly confronted with the geostrategic need to keep a more balanced relationship with all the major players. This is especially so with the United States, which, under the Obama administration's “pivot” to Asia policy, has demonstrated a renewed and enhanced commitment to engage countries in the Asia-Pacific, including Malaysia. This structural push, however, has been counteracted by the smaller state's desire of not wanting to be entrapped in any big power rivalry, and by its concern about the uncertainties of great power commitments. Domestically, there is a strong economic need to further enhance two-way trade and increase the flow of American capital and technology into Malaysia, deemed vital to Najib's Economic Transformation Program. Perhaps more importantly, there is also a political calculation by the governing elite to capitalize on the increasingly warm and close bilateral ties as a leverage to reduce – if not neutralize – Washington's support for the Anwar Ibrahim-led opposition and civil society movements, which have presented a growing challenge to the ruling BN coalition. This calculation, however, has been counteracted by UMNO's domestic concern of not wanting to appear too closely aligned with America, in order not to alienate the country's Muslim majority voters who have been critical of U.S. policy on the Israeli-Palestinian conflict. These structural and domestic determinants together explain Malaysia's evolving policy toward the superpower under the current leadership.

375. Governance Reforms in Pakistan's Tribal Areas: The Long Road to Nowhere?

Abstract:
Pakistan's Federally Administered Tribal Areas (FATA) remain mired in an archaic century-old system of indirect governance that provides space in which militant movements have thrived. President Asif Ali Zardari recently announced the FATA Local Governance Regulation 2012, establishing a system of local councils in the troubled tribal region. Although the regulation is disappointingly vague, and retains the sweeping prerogatives of the central government, it appears to have been driven in part by the army's interest in building civilian governance capacity in conflict-torn areas. The governments of Pakistan and the United States, along with local and international stakeholders, should advocate for continuity of implementation, insist on party-based local council elections, encourage experimentation within the bounds of the regulation, link the new councils to existing development structures, press the government to articulate a longer-term political vision for the FATA, and be realistic about the necessity of the army's active involvement in shaping governance policy in the tribal areas.

Abstract:
This article examines the trajectory of Islamism as a modern phenomenon. It demonstrates that, having evolved under the influence of myriad political, intellectual and historical developments of the past two hundred years, the concept is still surrounded by various debates, movements, acts of violence, ideologies, policies and positions. Islamism also continues to be a significant element in Turkey's political and intellectual life as well. The article then engages several critical questions. Has Islamism reached its end? Is a new type of Islamism emerging? Is post-Islamism on the horizon. In response, the article argues that Islamism's diversification–as opposed to its end–leads the movement to survive as pluralities that result from structural changes stemming from global and plural modernities' interaction with societies. In line with social and political organizations' pursuit of violence, poverty, challenge, reconciliation and alliance, Islamism too is being plurally reconstructed.

Abstract:
This article examines Islamism in its historical trajectory as well as its current standing and likely evolution. After pointing out to the problems stemming from the lack of an agreed-upon definition, the article presents a definition that constitutes the basis of analysis. It identifies three generations of Islamists and evaluates them by using three criteria: the framework of reference, political themetendency, and leadership profile. The article presents a self-criticism of the second generation Islamists, of which the author is also a member, and identifies areas in which the third generation Islamists have faced a serious test. The paper then turns to discuss the experience of the AK Party in Turkey, focusing on the debate on whether it is an Islamist movement. Next, the article seeks to drive an analytical distinction between Islamism and theology, before concluding the analysis with a critical engagement of an ongoing debate on whether Islamism is dead.

The war between Israel and Hamas had all the hallmarks of a tragic movie watched several times too many: airstrikes pounding Gaza, leaving death and destruction in their wake; rockets launched aimlessly from the Strip, spreading terror on their path; Arab states expressing outrage at Israel's brute force; Western governments voicing understanding for its exercise of self-defence. The actors were faithful to the script: Egypt negotiated a ceasefire, the two protagonists claimed victory, civilians bore the losses.

Located in a strategically important neighborhood amid China, Russia, Afghanistan, and Iran, and sitting atop vast deposits of oil, gas, gold, and uranium, post-Soviet Central Asia is home to some 50 million people living in five countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan . For centuries, the region has drawn the attention of the world's superpowers as they seek leverage over their foes, access to natural resources, or a base from which to influence adjacent regions . For just as long, the societies of Central Asia have been beset by lackluster and often abusive rule, first by warring and insular feudal chiefs, then by colonial conquerors from Russia, and then by their Soviet successors .Since gaining independence from the Soviet Union 20 years ago, the five Central Asian republics have struggled to find viable governance models and to place their economies, long moored to Moscow, on stable footing.

380. Terrorism in Perspective: An Assessment of 'Jihad Project' Trends in Indonesia

Abstract:
The face of extremism in Indonesia has changed dramatically over the past decade. While the security threat from Jemaah Islamiyah (JI) and other Salafi-Jihadist groups remains, it has diminished significantly from its heyday in the early 2000s. With many hardline leaders now in prison or dead and current mainstream leaders reluctant to support terror attacks, violence as a means to establish an Islamic state appears to be losing favor in militant circles. New followers continue to be radicalized through a number of channels, but there are also former radicals who are disengaging as they grow disillusioned with movement tactics and leadership, as they develop new relationships, and as their priorities shift. The organized, large-scale bombings have declined, largely in response to a changing security environment. Small-scale attacks and targeted assassinations are still prevalent, but these are often the actions of small splinter groups or unaffiliated individuals. Within JI itself, support for terror attacks on Indonesian soil is increasingly a minority-held view.
