Abstract:
The rise of ISIS-like terrorist groups in the Syria and Iraq conflicts and their ability to attract foreign fighters has created new challenges for global peace. While the return of these foreign fighters to their home countries is a threat to be monitored, it is imperative to understand the factors luring them to fight in Syria and Iraq to formulate counter-strategies. The desire to live in and defend the so-called 'Islamic state', participate in the 'end times battle', sectarian motivations and the search for an Islamic identity are some of the factors attracting foreign fighters to Iraq and Syria.

Abstract:
Depuis le soulèvement populaire de décembre-janvier 2010-2011, la Tunisie surmonte avec succès ses crises politiques, mais le pays semble moins disposé à absorber le choc d'attaques jihadistes plus importantes. Malgré le dialogue national qui a fortement réduit les tensions et a fait débuter l'année 2014 sur une touche optimiste, l'inquiétude grandit de nouveau. Cette appréhension peut s'expliquer par la montée des violences à la frontière algérienne, le chaos libyen et l'avancée de l'islamisme radical au Moyen-Orient, mais également par le discours antiterroriste ambiant. Caisse de résonnance des conflits qui agitent la région, le pays a besoin d'aborder la question terroriste de manière sereine et dépolitisée, malgré les enjeuxinternationaux. La lutte contre le terrorisme et la lutte contre le crime organisé sont indissociables. Le gouvernement gagnerait ainsi à accompagner ses mesures sécuritaires par des mesures économiques et sociales destinées à ramener les populations frontalières dans le giron de l'Etat.

Abstract:
Abu Bakr Al-Baghdadi, leader of ISIS, which is at centre stage of terrorist movements today, claims to be a descendant of the Prophet Muhammad. This is however deeply contested as the information on him is mostly from various online sources, the genealogy is unverifiable, and there are inconsistencies in publically shared information. A review of Abu Bakr Al-Baghdadi's background and atrocities committed by the group under his leadership also show the contrast between ISIS ideology and the real teachings of Islam.

234. Pakistan's Resurgent Sectarian War

Abstract:
Sectarian violence between Sunni Deobandi and Shia Muslims in Pakistan has escalated in recent years. Most of this violence is perpetrated by local networks, but the sectarian phenomenon also has important ties to regional security dynamics and transnational terrorist networks. Despite sporadic state crackdowns, Pakistan's leading Sunni Deobandi sectarian militant groups have been able to maintain a persistent presence thanks in part to reluctance among mainstream Pakistani military and political leaders to directly confront groups that are sometimes seen as serving utilitarian political interests. Despite this negligence, Sunni Deobandi militants have also established linkages with terrorist groups that target the Pakistani state, such as al-Qaeda and the Tehreek-e-Taliban Pakistan (TTP). Rising conflict in the greater Middle East over the past five years has strengthened the sectarian political narrative in Pakistan and emboldened sectarian militant networks on both sides of the conflict.

Abstract:
The April 2014 kidnapping of more than 250 schoolgirls from Chibok in northern Nigeria by the militant Islamist group Boko Haram—and the lethargic response of Nigerian President Goodluck Jonathan's government— provoked outrage. But the kidnapping is only one of many challenges Nigeria faces. The splintering of political elites, Boko Haram's revolt in the north, persistent ethnic and religious conflict in the country's Middle Belt, the deterioration of the Nigerian army, a weak federal government, unprecedented corruption, and likely divisive national elections in February 2015 with a potential resumption of an insurrection in the oil patch together test Nigeria in ways unprecedented since the 1966–70 civil war.

236. The Rising Terrorist Threat in Tanzania: Domestic Islamist Militancy and Regional Threats

Abstract:
Despite its reputation for peace and stability in a troubled region, the East African country of Tanzania is experiencing a rising number of militant Islamist attacks that have targeted local Christian leaders and foreign tourists, as well as popular bars and restaurants. These attacks, which began in 2012, rarely make the headlines of international media. However, they should serve as a wake-up call for U.S. policymakers to increase short-term engagement with Tanzanian officials and support for Tanzanian security agencies to preempt the emergence of a more significant threat to U.S. and international interests in East Africa.

237. Iran's Nuclear Fatwa

Abstract:
In 2012, alongside the negotiations on Iran's nuclear program, special media attention was paid to a Fatwa (religious decree) issued by Ayatollah Seyyed Ali Khamenei, Leader of the Islamic Revolution of Iran, banning all weapons of mass destruction (WMD), nuclear weapons in particular. This study address es some misunderstandings and erroneous claims, about the Fatwa. Its aim is to provide accurate and clear information and to investigate why the Fatwa was issued, its importance, credibility, relevance and relationship to international law. The latter is achieved through examining the Fatwa's legal concordance with international principles regarding nuclear weapons non - proliferation and disarmament, as embodied in the Treaty on the Non - Proliferation of Nuclear Weapons (NPT). In addition to providing sources and texts of the Fatwa, the study pays special attention to its logical consistency and solid historical roots. The Fatwa elaborates and confirms Iran's commitment regarding WMD ban, on the one hand, and Iran's insistence on its NPT right to peaceful uses of nuclear technology, on the other. It is concluded that the commitment undertaken by Iran via the Fatwa, is, in some important respects, more comprehensive and more long - lasting than that Iran has undertaken under the NPT.

Abstract:
The relation between the Islamic East and the American and European West is potentially an important concept in discussions about religious coexistence. The domination of a discourse in opposition with coexistence can be a major obstacle in the formation of peace and the relations between the two worlds. The political discourse between the West and the Islamic world, though not always the same during time has been based on three main concepts of authorization, ethnocentrity, supremacy, well after the modernity. In other words, the West has exhibited a different, negative image of Islam, while presenting liberalism as the best model culture. The universalization of such a model has been pursued through modernity and technical ability. The discourse has been the hegemon for a long while. Even the East acknowledged it and developed the center - margin model of coexistence based on Wallerstein's theory, which gradually turned into the Islamic rival discourse. The political Islam tried to improve a social and political identity by rejecting the western discourse. After September 11, both discourses tended towards fundamentalism, and rivalry and confrontation replaced coexistence. In fact, a second Cold War was developed between the West and Muslim World. It seems that such a dialogical, polarized condition would not be apt to maintain any effective discourse. In this article, the elements and processes in the formation of such a discourse, and the effects on the existing challenges would be explained.

The challenge is even greater when the society in question is remote and has been isolated for decades as Central Asia was under Soviet rule. kazakhstan, kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan emerged as reluctant independent states in 1991 when the Soviet Union dissolved.

Abstract:
The Egyptian Orthodox Christian community—the Copts—has been the target of violence and discrimination since the 1970s and especially following the revolution that overthrew Hosni Mubarak. The Egyptian state has done little to remedy the situation and has at times enabled the conflict between Muslims and Christians. Achieving religious freedom and equality depends on building state institutions that can guarantee all citizens' constitutional rights.
