President of Estonia Kersti Kaljulaid will address how Estonia has successfully made a wide-scale digital transformation of both its public and private sectors resulting in an advanced digital society. Estonian government created a nationwide digital platform which enables citizens to file taxes in minutes, run companies from distance and access medical records online. Additionally, Estonia is permitting non-residents from around the world to apply for Estonian e-Residency to become a part of its digital society. Estonia has been recognized as a model for other nations looking to modernize their government services and governance. The President of Estonia will address the challenges and opportunities her country faces in regards to digital transformation.

Abstract:
Nuclear weapons revolutionized security affairs after Hiroshima and Nagasaki annihilation. States went nuclear eventually after the United States, Russia, UK, France and China but India and Pakistan joined that exclusive club too in 1974 and 1998 respectively. Nuclear weapons a source of security motivated Israel, Iran and North Korea too. Another development that started undermining nuclear security itself was cyber warfare. Pakistan being developing country in the list of Global Innovation Index finds it hard to catch up with other leading nations in science and technology. Leading countries including US, Russia, China, UK, Germany, France etc are not safe from cyber-threats they face then how Pakistan can be considered safe against cybersabotaging to its strategic weapons. Pakistan‟s nuclear security though has gained better levels but cyber security is the field that requires comprehensive strategy to establish cyber nuclear doctrine. China being reliable strategic partner can be a resourceful partner unlike other great powers. This strategy would add much security to Pakistan‟s already existing nuclear security and would open new avenues of cooperation with international organizations to gain next milestone of Nuclear Suppliers‟ Group membership.

53. Measuring Venezuela Emigration with Twitter

Abstract:
Venezuela has seen an unprecedented exodus of people in recent months. In response to a dramatic economic downturn in which inflation is soaring, oil production tanking, and a humanitarian catastrophe unfolding, many Venezuelans are seeking refuge in neighboring countries. However, the lack of official numbers on emigration from the Venezuelan government, and receiving countries largely refusing to acknowledge a refugee status for affected people, it has been difficult to quantify the magnitude of this crisis. In this note we document how we use data from the social media service Twitter to measure the emigration of people from Venezuela. Using a simple statistical model that allows us to correct for a sampling bias in the data, we estimate that up to 2.9 million Venezuelans have left the country in the past year.

Abstract:
The 2016 presidential election represents the latest chapter in the disintegration of the legacy institutions that had set bounds for U.S. politics in the postwar era. It is tempting (and in many ways correct) to view the Donald Trump campaign as unprecedented in its breaking of established norms of politics. Yet this type of campaign could only be successful because established institutions—especially the mainstream media and political-party organizations—had already lost most of their power, both in the United States and around the world. The void that these eroding institutions left was filled by an unmediated populist nationalism tailor-made for the Internet age.

Wikipedia, the online encyclopedia, has become the latest victim of the Turkish government’s crackdown on press freedoms. Turkey’s Information Technologies and Communications Authority (BTK) did not give an explanation for last week’s ban. But the blocking of Wikipedia came as little surprise in Turkey, whose citizens have experienced sporadic blackouts of social media sites since May 2013.

Abstract:
America’s future, and that of other nations and peoples, will be most secure in the long term with an emphasis on future prosperity unlocked by the Internet. The Internet may have surpassed Johannes Gutenberg’s printing press as history’s most transformative invention because of how it has spawned parallel and simultaneous revolutions across other technologies. By making information so cheap to produce, compute, and share, the Internet enabled rapid advances in technologies as far afield as manufacturing and genetics. The problem is that there is no guarantee the future of the Internet, and the larger entirety of cyberspace, will be as rosy as its past. It is possible, even likely, that the Internet will not remain as resilient, free, secure, and awesome for future generations as it has been for ours. Imagine that twenty years after the invention of the printing press, the pope and the princes of Europe—in fact, anyone who had some basic skills and desire to do so—had the ability to determine exactly what was being printed, exactly who was printing it, and exactly to whom they were sending it. Worrying about intellectual property theft, privacy, or civil rights (had those concepts existed) would have missed the bigger picture. With no trust in the underlying communication medium, the future of Europe and the future of humanity would have been profoundly changed—not just for five years, but for 500. If the printing press was so easily compromised as computers are today, could there even have been a Renaissance or an Enlightenment? This amazing transformative technology, the Internet, is unsustainable unless we make sweeping changes. We are all becoming absolutely dependent on an unknowably complex system where threats are growing far faster than the Internet’s own defenses and resilience.

Snowden´s whistleblowing on the NSA program had a powerful impact in Brazil, prompting Dilma Rousseff´s administration to promote, at the United Nations, resolutions on Internet privacy, freedom of expression, as well as to host important multistakeholder conferences and, domestically, to approve the innovative legislation known as Marco Civil. These answers were only possible due to a network of officials and activists. However, Brazil´s global leadership in Internet governance is fragile, with many internal contradictions.

58. The Verification Clearinghouse: Debunking Websites and the Potential for Public Nonproliferation Monitoring

Abstract:
The rapid pace at which information spreads online has been a boon for information gathering but poses risks with respect to the truth of the information. This risk increases with high-stakes information, such as treaty compliance judgements, and it is one of the main reasons why publicly available information is usually excluded from verification efforts. Nevertheless, just as military and intelligence experts have developed techniques to counter deception, techniques to debunk online deception have grown in power and sophistication. Most of these techniques can be applied by a dedicated amateur and allow the user to identify manipulations of images, video, and audio. Coupled with the rise of open source analytical tools, there is now the potential to construct a “verification clearinghouse,” an online website that would allow both experts and members of the public to monitor and evaluate arms control treaties. There are a number of existing online debunking sites available to the public. The majority of them focus on smaller niche topics, such as sites dedicated to political fact checking or Internet hoaxes. In other cases, sites are maintained by enthusiastic experts who work to debunk cases that are of particular interest or importance to themselves or their fields. These sites are important building blocks for future verification clearinghouse efforts. In our analysis, we characterize the existing attempts to address online deception, identifying the factors that make them particularly advantageous, and group them into three different types as shown below.

59. One Million Opportunities: The Impact of Mobile Internet on the Economy of Southeast Asia

This study investigated the economic and social impact of mobile internet technology across the economies of South East Asia. In-house econometric research established the relationship between mobile internet penetration and key enablers of supply side growth including productivity and labour force participation. These results were applied to a group of economies in South East Asia to quantify the economic benefits of observed and forecast future increases in mobile internet penetration. Overall, increased mobile internet penetration is forecast to create an extra $58.1 billion in GDP and one million new job opportunities by 2020.

Abstract:
Recent technological advances have brought with them a swath of benefits for displaced persons fleeing their country of origin. Relatively cheap mobile devices have made it easy for refugees today to keep in touch with each other and with their families over large distances using instant messaging or video-calling services. These capabilities provide refugees with a larger social network, and may prove especially important to those not as well-integrated into their host communities, such as Somali refugees in Jordan. Improved formal wire transfer systems and informal banking systems have also eased the sending of monetary remittances, a crucial aspect of social ties between refugees and their families in the homeland, who use the money for immediate subsistence needs as well as social functions. Transnational social media networks such as Facebook and Twitter have, in some cases, also benefited refugees, often in raising awareness of the refugee crisis.
