31. Social Networks: The Fight Against Illegal Content in Germany

Abstract:
The German Legislation on Improving Law Enforcement in Social Networks (Netzwerkdurchsetzungsgesetz – NetzDG), which came into force on October 1, 2017, is the legislative response to how social networks handle complaints about illegal content. It does not advocate the implementation of new duties but concerns the enforcement of existing law. Its aim is the prompt removal of illegal content from the internet. This paper examines the intentions of the German legislator, the structure and implementation of the NetzDG, as well as first results. Regierungsdirektor Frank Meixner is Head of the German Federal Office for the Protection and Protection of Abroad (Bundesamt für Justiz) in Bonn. Regierungsrätin Pia Figge is a consultant to the Network Enforcement Act (Consumer Protection) of the Bundesamt für Justiz in Bonn.

32. Tweeting through the Great Firewall: Preliminary analysis of PRC-linked information operations against the Hong Kong protests

On August 19th 2019, Twitter released data on a network of accounts which it has identified as being involved in an information operation directed against the protests in Hong Kong. After a tip-off from Twitter, Facebook also dismantled a smaller information network operating on its platform. This network has been identified as being linked to the Chinese government. Researchers from the International Cyber Policy Centre (ICPC) at the Australian Strategic Policy Institute have conducted a preliminary analysis of the dataset. Our research indicates that the information operation targeted at the protests appears to have been a relatively small and hastily assembled operation rather than a sophisticated information campaign planned well in advance. However, our research has also found that the accounts included in the information operation identified by Twitter were active in earlier information operations targeting political opponents of the Chinese government, including an exiled billionaire, a human rights lawyer, a bookseller and protestors in mainland China. The earliest of these operations date back to April 2017. This is significant because—if the attribution to state-backed actors made by Twitter is correct—it indicates that actors linked to the Chinese government may have been running covert information operations on Western social media platforms for at least two years.

33. How extreme is the European far right? Investigating overlaps in the German far-right scene on twitter

Abstract:
Violent right-wing extremism is a growing threat to Western liberal democracies. At the same time, radical right-wing populist parties and figures across Europe are succeeding electorally by way of increased representation in national parliaments. These gains have been achieved against a backdrop of anti-refugee sentiment, austerity, and disillusion-ment with the European project, with populists on the left and right promising to deliver an alternative and using effective slogans and ‘people’ politics.Ordinarily, we differentiate between the extreme right and radical right: the former posing a threat to the democratic system with their fascist links and overt racism; the latter respecting the democratic system whilst offering a ‘sanitised’ version of far-right politics – namely, adopting a ‘new master frame’ that emphasises culture rather than race. Recent analyses of the far right, however, have indicated social and discur-sive overlaps between the ‘extreme’ and ‘radical’ right-wing parties and groups. The findings reported herein challenge this traditional separation within the far-right spectrum, and potentially have deeper theoretical and methodological implications for how we study the far right. The Internet adds another dimension to this threat, as far-right discourse becomes more visible on social media and messaging applications, potentially attracting more people to the cause as well as mainstreaming and legitimising particular narratives prominent in the scene.Existing literature has specifically examined the online sphere, and social media in particular, and these scholars have communicated interesting findings on how the social networks and discourses over-lap, for example identifying the co-occurrences of certain hashtags or analysing retweets and transnational cooperation.The aim of this report is to determine the overlaps apparent in the far-right scene on Twitter, and specifically, to ascertain the extent to which different groups on the scene are indeed talking about the same issues in the same way, in spite of apparent differences in tone and underlying ideologies. We utilise a mixed-methods approach: first, gaining a cursory insight into the extreme right-wing scene on Twitter across Europe; and then applying a detailed frame analysis to three selected groups in Germany to determine the implicit and explicit overlaps between them, thus complementing the quantitative findings to offer an in-depth analysis of meaning.

34. The Privatisation of Security and the Market for Cyber Tools and Services

Abstract:
This paper seeks to identify the emerging and expanding gaps in the governance of private cybersecurity companies and activities and to explore ways forward and policy options for governments. The first section of the paper will explore the characteristics of typical cyber operations and challenges related to their conduct by private actors. Section two will address the governance challenges around cybersecurity and three main departure points for regulation: the fact that geographic scope does not limit cybersecurity companies, that cyber operations can slide from defensive to offensive very quickly; and that cybersecurity services are often exported for the purpose of (or with the knowledge they will be) violating human rights. This section will also integrate perspectives of international law. Section three will lay out suggestions for policy options in relation to international law and existing international normative frameworks. In conclusion, the paper will offer a framework and way forward as food for thought in order to address cybersecurity operations in relation to PMSCs.

Abstract:
The role of social media as an enabling platform for co-creation in political marketing is a nascent terrain for the researchers nowadays. This study attempts to apply the proposed Political Co-Creation Framework through a convergent mixed method research design in the South Asian context that simultaneously gathers data through different modes. Based on the General Elections 2018 in Pakistan, the study provides a basis to examine how co-creation in political marketing through the platform of social media has revolutionized the way potential voters engage in the voting decision-making process. The findings of the study reveal that when citizens in a country confront with turmoil in the political system that tends to create social dissatisfaction and civil society integration that provides a basis for the actors (i.e., leaders and voters) to co-create through knowledge sharing and ultimately create a proactive system by promoting awareness and engagement among the citizens. Moreover, the findings also reveal that the co-creation process tends to create resilience from negative propaganda among the potential voters that strengthen their voting decision for their favored political party. It is noteworthy that up till now the political parties are indulged in the co-creation process unconsciously. So the most important implication of this study is to make the political parties aware of the potential to consciously use social media as an engaging platform to co-create that can prove to be a useful tool in political marketing.

Abstract:
The growing importance of information and communication technologies (ICTs) and egovernment has attracted the attention of policy makers who are committed to increase the GDP per capita of a country. Therefore, this study investigates the growth effects of ICT and egovernment for a sample of eight South Asian economies over the period 1980-2016. To the best of our knowledge, this is the first empirical study, which examines the relationship between economic growth and ICT with a special emphasis on the role of ICT implementation in public sector. In particular, we use diverse indicators of ICT to assess the robustness of empirical findings. Moreover, the study employs instrumental estimation techniques 2SLS and GMM to deal with the possible problem of endogeneity. The empirical findings of our study indicate that growth effects of ICT as well as e-government are positive and significant in all models. Finally, our study concludes that the South Asia region can greatly benefit from the implementation of ICT infrastructure in general and in public sector in particular.

Abstract:
Despite the security concerns of the US, EU, and Australia, Germany plans not to exclude any telecom equipment vendors, including Chinese companies such as Huawei, from its 5G network. This stance reflects a narrow view of the issue that prioritizes short-term economic interests and fails to uphold national security and democratic values. Widespread criticism, including from within the government, shows that political decision-makers in Germany need a more sophisticated, forward-looking approach to 5G.

Abstract:
Since his return to the Russian presidency in 2012, Vladimir Putin has sought to bring the Russian internet under his control. Digital businesses in Russia pay dearly for his expensive system of surveillance and censorship. This slows down the pace of innovation and puts the modernization of the economy at risk. Even then, technical control over the internet remains shaky. The Kremlin is seeking Chinese assistance to enforce restrictions and be able to cut Russia off from the global internet.

Abstract:
Russia’s attempts to control and regulate the flow of online information and communication within its territory reached a new stage on 1 November 2019 after its so-called “internet sovereignty” law came into force. Designed to increase state control over what Russia’s citizens can access and do online, the law has already sparked numerous protests across Russia. Although it remains to be seen how effective the law is likely to be, it is already clear that it fits perfectly well with the regime’s survival considerations and, more importantly, with the broader geopolitical strategy of the Kremlin towards the West. This paper analyses the reasons behind the failure of Moscow’s successive strategies to enforce the central state’s absolute sovereignty online. These reasons may include: The amount of data online, the web’s decentralised routing technology and the prospective satellite-based internet which together undermine Moscow’s strategies of control through physical infrastructures. The relative reluctance of international platforms to execute the authorities’ requests for censorship which limits the global success of Moscow’s strategy of control through ownership. The determination and inventiveness of the domestic digital resistance which prevents the total success of Moscow’s legal and social coercion strategies. Secondly, this paper proposes an original insight concerning Russia’s cyberstrategy. It argues that the Kremlin’s aspiration for neo-Westphalian “internet sovereignty” ultimately depends on a radical change of the internet governance format. Moscow’s call to replace the current multi-stakeholder model with a multilateral system should be understood as an absolute prerequisite for its control over domestic communications and information. From that perspective, this paper identifies Russia-based campaigns of cyber disruption as Moscow’s attempt to actively demonstrate the merit of “internet sovereignty”, by sowing international distrust in the principle of a free and international internet, as defended by the current multi-stakeholder model of governance.

40. China, 5G, and Dominance of the Global “Infosphere”

Abstract:
Modern consumer society has rapidly evolved from domination by “things” to domination by information. Once upon a time, for example, a car was an object for personal transportation in which anything more than basic information about speed and fuel level came from and through the driver. Now, the automobile itself provides and processes information with which drivers interact at a much richer level. Back-up cameras, blind spot and lane drift warning lights, hands-free wireless telephony, and GPS have transformed the driving experience fundamentally, even ahead of the truly revolutionary era of self-driving cars. A large and growing fraction of the world’s day-to-day life of individuals, objects, and institutions will be indelibly stored with an electronic “footprint.” The intelligence value of this information from a national security perspective exclusively accessed through a modern communications system dominated by China – 5G – is immense and profoundly threatening. The new dominance of information is simultaneously bewildering and promising. Moreover, as rapid as the pace of development has been over the past decade, it will soon quicken—with broad implications for almost every aspect of human life. An important aspect of this shift has been the convergence of rapidly developing and mutually reinforcing technologies into an infosphere that will incorporate almost all information-based communications and data services in the global information infrastructure. Not coincidentally, an integrated infosphere meets aspirations held by the People’s Republic of China to dominate and control the global information infrastructure. Beijing’s investments in 5G reflect an understanding that this technology is the gateway to control the world’s information infrastructure and growing realm of 5G-dependent technologies. A Chinese-dominated infosphere is, in fact, the “digital road” component of its Belt-and-Road-Infrastructure (BRI). While U.S. policymakers have yet to fully grasp the implications of this emerging infosphere, the components below reflect the enabling dimensions that support China’s effort to dominate the global information infrastructure.
