2631. Should one bargain over two issues simultaneously or separately?

Abstract:
International negotiations on trade (e.g. GATT and TRIPS) have typically been of the package-form, and different issues have therefore been linked to each other. Trade issues have not been linked to e.g. environmental agreements in negotiations, however. This paper studies the outcome of linked bargaining, where two issues are simultaneously negotiated over by two countries. We notice that there always exist gains from linkages in bargaining, and that such linking will always occur in equilibrium if there is a pre-stage where the countries are bargaining over the agenda. The outcome under linked bargaining is compared with the outcome under separate negotiations, and the circumstances where a country will gain or lose from linking are characterized. The results help us to understand different countries' preferences for linkages in bargaining.

Abstract:
This piece focuses on The changing nature of US foreign assistance priorities in the aftermath of the September 11 terrorist attacks. There will be broad support for a rapid expansion of foreign aid designed to counter the terrorism threat and to support key coalition partners. Whether that support is sustainable in the future depends, at least in part, on the programme's success in enhancing US 'homeland security'. If the anti-terrorism foreign aid programme is shown to serve US interests, help erode poverty, promote democracy and stabilise the political positions of coalition partners, public opinion may in future support more robust programmes. However, if a large portion of assistance is mismanaged or abused, and/or accountability and impact are marginal, enthusiasm for foreign aid is likely to be undermined still further.

Abstract:
Israel last week launched an air raid against a Syrian radar station in Lebanon. The air raid has raised the stakes in the low-level military confrontation between Hizbollah and Israel. It has also exacerbated Lebanese internal divisions and exposed the lack of a national consensus on Hizbollah's cross-border operations. The Israeli raid has set a precedent and raised the stakes in Tel Aviv's confrontation with Hizbollah along the Lebanese border. Although neither Syria nor Israel is interested in a military confrontation, there are no guarantees that the situation will not spin out of control and lead to a limited regional conflict.

Abstract:
China said yesterday it would release the crew of the US EP-3 surveillance aircraft that was forced to land in Hainan Island on April 8, following a mid-air collision with a Chinese fighter. The Bush administration will welcome resolution of the dispute, especially as opinion polls released yesterday showed that a majority of US citizens regarded the crew as 'hostages'. Had the 24 crew members not been released before the Easter holiday, the crisis would have become far more significant for the White House, and inflamed anti-China sentiment in Congress. In the short term, resolution of the crisis will result in a scaling down of the criticism of some conservatives that the White House has been unduly accommodating towards China. However, in the longer-term, the episode will strengthen the conservative 'anti-China' lobby in Washington, which could hamper Bush's future attempts to improve relations with Beijing.

Economic restructuring, in spite of the social and political dislocations it can cause, remains an essential step in the process of growth and development for most developing countries. While conditions differ throughout the developing world, nearly all countries still struggle with the question of how to integrate economies in varying states of disrepair and non-competitiveness into the highly competitive global economy in a way that will provide for basic needs and ensure growth. At the same time, most of these countries are attempting to initiate or consolidate delicate and difficult transitions from authoritarian to democratic governance. This dual transition poses an important challenge for donors and others who support developing countries in their pursuit of democracy and growth.

<p> Since the end of the Cold War, intrastate conflicts have increased worldwide. Poverty, the struggle for scarce resources, declining standards of living, ethnic rivalries and divisions, political repression by authoritarian governments, and rapid social and economic modernization—all these factors contribute to intrastate conflicts. <br /><br /> All intrastate conflicts share a set of common characteristics that have major implications for women and gender relations. First, the belligerent parties deliberately inflict violence on civilian populations. Second, the intrastate conflicts displace substantial numbers of people, mostly women and children. Third, women’s participation in war contributes to the redefinition of their identities and traditional roles. Fourth, there is usually a conscious attempt to destroy the supporting civilian infrastructure, leading to increased poverty and starvation. Finally, these conflicts leave among the belligerent groups within the countries a legacy of bitterness, hatred, and anger that is difficult to heal. </p><blockquote><p> </p> </blockquote><p>  </p><p> </p><p> </p>

Abstract:
The importance of norm development in world politics, and the role of non-state actors in their creation, have received increased attention in recent international relations scholarship. Terms such as "global civil society," "transnational social movements," "world civic politics," "transnational civil society," "issue-networks," and "epistemic communities," have all found favour with different groups of scholars as means by which to describe and study norm change and non-state actors. The problematic for these scholars emerges from a (broadly defined) constructivist understanding of world politics, in which shared understandings play a central role in constituting (empowering) the actors of world politics, in endowing them with interests, and in generating the structure within which they operate.

In various forms, offense-defense theory has been used to explain many types of international phenomena, ranging from the causes of war and peace to the importance that states attach to relative gains. Proponents also suggest that the theory has much relevance to security policy.

2640. Social Citizenship and Institution Building:EU-Enlargement and the Restructuring of Welfare States in East Central Europe

Abstract:
With the EU-enlargement process well underway, this paper focuses on social citizenship as a conceptual frame for analyzing the restructuring of social institutions in applicant countries in East Central Europe. So far, comparative welfare state analysis has concentrated mainly on the developed economies of the OECD-countries; there is little systematic analytical work on the transitions in post-communist Europe. Theoretically, this paper builds on comparative welfare state analysis as well as on new institutionalism. The initial hypothesis is built on the assumption that emerging patterns of social support and social security diverge from the typology described in the comparative welfare state literature inasmuch as the transformation of postcommunist societies is distinctly different from the building of welfare states in Europe. The paper argues that institutionbuilding is shaped by and embedded in the process of European integration and part of governance in the EU. Anticipating full membership in the European Union, the applicant countries have to adapt to the rules and regulations of the EU, including the “social acquis”. Therefore, framing becomes an important feature of institutional changes. The paper seeks to identify distinct patterns and problems of the institutionalization of social citizenship.
