1711. The Unraveling of the Atlantic Order: Historical Breakpoints in U.S.-European Relations

Abstract:
The argument of this paper is that the Atlantic order is in the midst of a fundamental transition. The transatlantic discord that has emerged since the late 1990s marks a historical breakpoint; foundational principles of the Atlantic security order that emerged after World War II have been compromised. Mutual trust has eroded, institutionalized cooperation can no longer be taken for granted, and a shared Western identity has attenuated. To be sure, the Atlantic democracies continue to constitute a unique political grouping. But as scholars and policy makers alike struggle to diagnose the troubles that have befallen the Atlantic community and to prescribe mechanisms for redressing the discord, they would be wise to recognize the scope of change that has been taking place in the Atlantic order.

1712. Inevitable Decline versus Predestined Stability: The Structure of Disciplinary Explanations of the Evolving Transatlantic Order

Abstract:
The future of NATO has been a hotly debated topic at the center of IR debates ever since the end of the Cold War. It has also been a very complicated one given the discipline's conceptual and theoretical difficulties in studying change. Most analysts now agree that NATO (and the transatlantic order more broadly) are going through some major changes. Yet while there is consensus that the depth as well as the pace of these changes is more far-reaching than in past decades it is unclear exactly how deep and how far these changes reach. In order to come to grips with these changes most of the chapters in this book are exploring the character as well as the sources of these changes. This chapter approaches the topic by examining how the discipline has dealt with the question of the evolution of the transatlantic order in the past. It argues that IR has not been very well equipped conceptually to deal with the phenomenon in question, ie. large-scale processes of change. In applying a typo-logical framework developed by Paul Pierson the chapter discusses what types of causal accounts have dominated in the IR literature – and what this may tell us about particular strengths, biases and potential blind spots in coming to grips with the evolution of this order. In essence it argues that the structure of the most prominent explanations is often quite similar irrespective of paradigmatic descent. Inspite of major differences – inspite, even, of mutually exclusive predictions – as to the expected path of the order ́s evolution realist, liberal and constructivist accounts heavily rely in equal fashion on causal arguments which emphasize large-scale causal processes which are almost always framed in rather statist structural terms even though they essentially entail slow moving causal processes. This temporal dimension of the causal processes presumably shaping the future of the transatlantic order is seldom spelled out in detail, however. Thus, if one examines the debate as a whole one sees a picture of IR scholarship which essentially oscillates between two extremes: the position that NATO (as the core institution of the transatlantic order) was (and is) certain to survive and the position that it was (and is) certain to collapse. What is more, these extremes on a spectrum of possible positions on the transatlantic order ́s evolution between breakdown on the one hand and successful adaptation on the other are not hypothetical but mostly real. Thus, the debate does not gravitate towards the center (ie. a position which, for instance, envisages a loser but still cooperative relationship) after the usual give and take of exchanging scholarly arguments. Rather it mostly sticks with either of the two extreme positions. The chapter illustrates the problems associated with this point in some details and discusses potential remedies.

1713. The Idea of the West:: Changing Perspectives on Europe and America

Abstract:
America owes its origins to Europe and is unthinkable without Europe, but there has always been a strand of American thinking which has downplayed the connection and wished to assert the exceptionalism of the American experience and the need for America to keep Europe at a distance to involve contamination from its old, corrupt power politics. Europeans were fascinated by the new world unfolding in America, which contrasted so sharply with their own, yet was so intimately related to it. At the same time they regarded America as for the most part a novice and outsider in world politics. Recently roles have been reversed, with many Europeans condemning America as a new Empire, while many Americans accuse Europe of refusing to share the burdens and make the hard choices needed for global leadership. The idea of the West which for four decades united Western Europe under American leadership after 1945 has been undermined. Different current meanings of the 'West' are explored through recent arguments about the nature of the relationship between Europe and America, focusing on narratives of security, modernity and ideology. A number of possible scenarios for the future of this relationship are then outlined.

1714. An Index of Donor Performance

Abstract:
The Commitment to Development Index of the Center for Global Development rates 21 rich countries on the “development-friendliness” of their policies. It is revised and updated annually. The component on foreign assistance combines quantitative and qualitative measures of official aid, and of fiscal policies that support private charitable giving. The quantitative measure uses a net transfers concept, as distinct from the net flows concept in the net Official Development Assistance measure of the Development Assistance Committee. The qualitative factors are: a penalty for tying aid; a discounting system that favors aid to poorer, better-governed recipients; and a penalty for “project proliferation.” The charitable giving measure is based on an estimate of the share of observed private giving to developing countries that is attributable to a) lower overall taxes or b) specific tax incentives for giving. De-spite the adjustments, overall results are dominated by differences in quantity of official aid given. This is because while there is a seven-fold range in net concessional transfers/GDP among the scored countries, variation in overall aid quality across donors appears far lower, and private giving is generally small. Denmark, the Netherlands, Norway, and Sweden score highest while the largest donors in absolute terms, the United States and Japan, rank at or near the bottom. Standings by the 2006 methodology have been relatively stable since 1995.

1715. Artificial States

Abstract:
Artificial states are those in which political borders do not coincide with a division of nationalities desired by the people on the ground. We propose and compute for all countries in the world two new measures how artificial states are. One is based on measuring how borders split ethnic groups into two separate adjacent countries. The other one measures how straight land borders are, under the assumption the straight land borders are more likely to be artificial. We then show that these two measures seem to be highly correlated with several measures of political and economic success.

1716. A Millennium Learning Goal: Measuring Real Progress in Education

Abstract:
The Millennium Development Goal for primary schooling completion has focused attention on a measurable output indicator to monitor increases in schooling in poor countries. We argue the next step, which moves towards the even more important Millennium Learning Goal, is to monitor outcomes of learning achievement. We demonstrate that even in countries meeting the MDG of primary completion, the majority of youth are not reaching even minimal competency levels, let alone the competencies demanded in a globalized environment. Even though Brazil is on track to the meet the MDG, our estimates are that 78 percent of Brazilian youth lack even minimally adequate competencies in mathematics and 96 percent do not reach what we posit as a reasonable global standard of adequacy. Mexico has reached the MDG—but 50 percent of youth are not minimally competent in math and 91 percent do not reach a global standard. While nearly all countries' education systems are expanding quantitatively nearly all are failing in their fundamental purpose. Policymakers, educators and citizens need to focus on the real target of schooling: adequately equipping their nation's youth for full participation as adults in economic, political and social roles. A goal of school completion alone is an increasingly inadequate guide for action. With a Millennium Learning Goal, progress of the education system will be judged on the outcomes of the system: the assessed mastery of the desired competencies of an entire age cohort—both those in school and out of school. By focusing on the learning achievement of all children in a cohort an MLG eliminates the false dichotomy between “access/enrollment” and “quality of those in school”: reaching an MLG depends on both.

Abstract:
Controversies about aid effectiveness go back decades. Some experts charge that aid has enlarged government bureaucracies, perpetuated bad governments, enriched the elite in poor countries, or just been wasted. Others argue that although aid has sometimes failed, it has supported poverty reduction and growth in some countries and prevented worse performance in others. This new working paper by CGD senior fellow Steve Radelet explores trends in aid, the motivations for aid, its impacts, and debates about reforming aid. It begins by examining aid magnitudes and who gives and receives aid. It discusses the multiple motivations and objectives of aid, some of which conflict with each other. It then explores the empirical evidence on the relationship between aid and growth, which is divided between research that finds no relationship and research that finds a positive relationship (at least under certain circumstances). It also examines some of the key challenges in making aid more effective, including the principal-agent problem and the related issue of conditionality, and concludes by examining some of the main proposals for improving aid effectiveness.

1719. Stormy Days on an Open Field: Asymmetries in the Global Economy

Abstract:
Openness is not necessarily good for the poor. Reducing trade protection has not brought growth to today's poorest countries, and open capital markets have not been good for the poorest households in emerging market economies. In this paper I present evidence on these two points. First, countries highly dependent on primary exports two decades ago, despite their substantial engagement in trade and a marked decline in their tariff rates in the 1990s, have failed to grow. Second, within high-debt emerging market economies the financial crises of the last decade, whether induced by domestic policy problems or global contagion, have been especially costly for the poor (in welfare terms if not in terms of absolute income losses). I discuss the asymmetries in the global economy that help explain why countries and people cannot always compete on equal terms on the “level playing field” of the global economy.

1720. Burundi: Democracy and Peace at Risk

Abstract:
Since the new, democratically elected government came to power in September 2005, the first since 1993, there has been marked deterioration in Burundi's political climate. Led by the National Council for the Defense of Democracy-Forces for the Defense of Democracy (CNDD-FDD), the government has arrested critics, moved to muzzle the press, committed human rights abuses and tightened its control over the economy. Unless it reverses this authoritarian course, it risks triggering violent unrest and losing the gains of the peace process. The international community needs to monitor the government's performance, encouraging it to adopt a more inclusive approach and remain engaged even after UN troops depart in December 2006.
