1371. Exploring the EU's social constituency: Patterns of public claims-making in constitutional debates in France and Germany

Abstract:
This article explores public voice formation and its potential impact on EU constitution making. A comprehensive perspective is introduced which analyzes the constitutionalization of the EU as a simultaneous and interacting process of polity building and constituency building. The EU's social constituency is referred to as a particular constellation of public voice and resonance in the media in relation to European constitution making. Mass media are analyzed as the principal arena for amplifying 'constitutional voice' in the member states. Starting from a comparative outline of constitutional claims-making in quality newspapers in France and Germany between 2001 and 2005, the article focuses on ratification as a period of intense politicization on EU constitutional affairs. The article systematically compares how the signal for participation in the ratification process is taken up and transformed into plural voices and debates, and what kind of concerns and demands are put forward by different actors and affected parties within such debates. Finally, justificatory practices of defending particular visions of the EU as a legitimate order will be categorized. The main findings point to a domestically focused French media sphere in which the constitutional debate turned into a prime example of 'contentious politics'. In contrast, German media took the position of an alert but passive observer of the debates in other member states. In this sense, the French debate assumed, at least partially, a substitute function in the German media.

House Speaker Nancy Pelosi (D-CA) apparently has a penchant for badness. For visiting Syria, the Speaker received a harsh reprimand by Vice President Dick Cheney who thought it “bad behavior.” Though the Speaker remained relatively un-phased by the scolding, Cheney made his point. The warning contained a deeper meaning—one that the Speaker understood immediately and that may explain why she passed on House Foreign Affairs Committee chairman Tom Lantos' (D-CA) recommendation to do the same with Iran. Take a closer look at Cheney's criticism and two questions arise. Does bad behavior connote an undermining of U.S. foreign policy, i.e. that U.S. officials should not engage in direct dialogue with adversaries? Or, does bad behavior suggest that the legislative branch should not, under any circumstances, challenge the executive branch? According to Cheney, it's the latter. In a radio appearance, the veep said, “The President is the one who conducts foreign policy, not the speaker of the House.” But before examining the schism widening between legislative and executive branches on foreign policy issues, the former point—i.e. should the U.S. dialogue with adversaries—needs attention.

Even as American officials reluctantly agreed last month to include Syrian representatives in multiparty talks on Iraqi security issues, the Bush administration continues to block Israel from resuming negotiations with Syria over its security concerns. In 2003, President Bashar al-Assad offered to resume peace talks with Israel where they had left off three years earlier, but Israel, backed by the Bush administration, refused. Assad eventually agreed to reenter peace negotiations without preconditions, but even these overtures were rejected.

Abstract:
The new strategy of the United States in Iraq does not include an extensive overhaul of reconstruction efforts at this critical time. Very little money is now being appropriated for reconstruction. As the Iraq Study Group Report explains, of the $21 billion to date that has been appropriated for the “Iraq Relief and Reconstruction Fund” (IRRF), $16 billion has been spent and the remaining funds have been committed. The administration requested $750 million for 2007, and President Bush's new proposal is to add $1.2 billion to that.

Abstract:
In David Forsythe's The Humanitarians: The International Committee of the Red Cross we see a microcosm of the internal and external struggles and dilemmas that human rights and humanitarian organizations face today. We see a picture of the International Committee of the Red Cross (ICRC) as both the “heroic leader” and the “marginal social worker” (282). We see an organization at one time quite satisfied with its principles and ways of doing things, but also a movement which is internally divided and incoherent in many ways. We see an organization which is seemingly both incompatible and complementary with other human rights and humanitarian organizations. We see an organization firmly tied to states while also in opposition to them. We see an organization clinging to, and attempting to propagate, rules governing warfare in the face of many recalcitrant states, while at the same time setting aside the letter of the law when necessary.

Abstract:
Triangular cooperation, in which two countries form a partnership to lend technical assistance to a third country, is a growing model of technical cooperation in the developing world. Why do developing countries participate in triangular cooperation, and how are these arrangements different from bilateral and multilateral linkages? An analysis of Brazilian triangular cooperation arrangements reveals that, in addition to offering pragmatic solutions, triangular cooperation is a tactic for national self-promotion within a broader strategy of foreign relations. The spread of triangular cooperation marks a shift in both the configuration and politics of international cooperation networks.

This paper offers an initial attempt to examine international relations (IR) in light of the ongoing information revolution and recent developments in knowledge sharing and educational instruction. Chiefly, it argues for a greater appreciation of the way in which knowledge and learning are shaping the security agenda and the course of international affairs. This paper draws on recent discussions by lawyers, theologians, philosophers and economists to reach some conclusions about the just international treatment of the government over-indebtedness and insolvencies that have occurred and recurred many times in many developing countries. It asks what should be considered “fair” expectations in the relationship of government borrowers and their lenders. It also considers some proposed reforms in the international treatment of sovereign borrowing and debt that are prompted by the ethical analyses.

1380. Global Political Violence: Explaining the Post-Cold War Decline

Abstract:
This paper reviews global trends in political violence since the end of World War II, focusing in particular on the decline in conflict numbers that followed the end of the Cold War. It argues that the single most compelling explanation for this decline is found in the upsurge of peacemaking and peacebuilding activities that started in the early 1990s,was spearheaded by the UN, but also involved many other international agencies, donor governments, and NGOs. The paper also examines trends in war fatalities, which have been declining unevenly since the early 1950s and reviews possible explanations for the change.Trends in civilian deaths from organized political violence—including genocides and terrorism—are also reviewed.
