Abstract:
Why should anyone be interested in Finnish strategic thinking and the historical experiences informing it? After all, the country is one of the smallest and most peripheral in a continent that is rapidly marginalizing itself in international politics. While being safe and boring can sometimes be a result of a successful grand strategy – especially for a small state – the answer to the question above might lie in realizing that for half a millennium Finland's external security environment has been anything but safe and boring, and yet the country has managed to develop a republican/liberal political culture and to defend it against external threats.

632. The Dialectics of Globalisation

Abstract:
One of the central objectives of the ever-expanding entrepreneurship of globalisation literature has been to formulate a single, concise definition of the phenomenon of globalisation. Needless to say, this has usually proved a hugely difficult task, if not an impossible one. The strategy of the ensuing pages will therefore be somewhat different. I will start off with an explicit idea of the multiplicity of 'globalisation', that is, from the assumption (or fact) that globalisation covers such a wide range of different issues, attitudes, processes, policies, destinies, and people perceive it in so many different ways that any simple definition of it is doomed to be virtually useless. There is, in other words, no need to bring all these different features and views under a single totalising explication. By contrast, the best way to conceptualise the notion is to do it with the help of all those definitional problems, controversies, disputes and even paradoxes that it seems to entail – that is, with an explicit vagueness of the notion in mind, a vagueness that also implies a great deal of dynamism and continuous change.

Abstract:
The successive rounds of enlargements are a factor shaping the European Union. The previous enlargements have all resulted in the broadening of the EU's agenda, changes in the institutions and decision-making, as well as shaping the way in which the world external to the Union has perceived the European integration and its different manifestations, be they institutions or policies. There is dialectic at work, where the “shadow of enlargement” forces the European Union and its member states to adapt its own dynamic to meet the changing circumstances. This adaptation – together with the growing geographic exposure to new neighbours and regions – in turn create an opening and a demand for further enlargements, which then start the dialectic anew.

This paper has two parallel aims. First of all, it seeks to present and critically discuss some central aspects of the New Partnership for Africa's Development (NEPAD) initiative. A programme of the African Union and officially launched in October 2001, NEPAD is a comprehensive, ambitious framework for changing the negative course of development in Africa and for ending the increasing marginalisation of the continent in the global era. In the words of its founding document, 'the Programme is anchored on the determination of Africans to extricate themselves and the continent from the malaise of underdevelopment and exclusion in a globalising world' (§1).

635. Political Disaffection and Democratization: History in New Democracies

Abstract:
This paper focuses on the analysis of political disaffection. After discussing and defining this notion, the article shows that disaffection affects more widely, though not exclusively, third-wave democracies. The close link between levels of disaffection and the history of democratization in each country explains its higher incidence among new democracies. For this very reason, political disaffection could also run high among more established democracies. However, regardless of its incidence in each particular country, political disaffection reveals a distinctive nature in new democracies because of the absence of a democratic past in many of these cases. Thus, disaffection constitutes a key element to explain the lower propensity of citizens of new democracies to participate in every dimension of political activity.

During the 1990s, comparative research on political institutions focused primarily on formal rules. Yet recent studies suggest that an exclusive focus on formal rules is often insufficient, and that informal institutions, ranging from bureaucratic and legislative norms to clientelism and patrimonialism, often have a profound—and systematic—effect on political outcomes. Neglecting these informal institutions thus risks missing many of the “real” incentives and constraints that underlie political behavior. This article seeks to move informal institutions from the margins to the mainstream of comparative politics research. It develops an initial framework for studying informal institutions and, importantly, integrating them into comparative institutional analysis. In the conceptual realm, the article attempts to clarify what is meant by “informal institution” and then develops a typology of four patterns of formal-informal institutional interaction: complementary, accommodating, competing, and substitutive. In the theoretical realm, the article examines two issues that have been largely unexplored in the literature on informal institutions: the question of why and how informal institutions emerge, and the sources of informal institutions stability and change. A final section explores some of the practical challenges inherent in research on informal institutions, including issues of identification, measurement, and comparison.

Abstract:
The globalization of the fruits of Russian organized crime and corruption have affected Russia's international image and undermined state capacity. The departure of illicitly gained billions quickly diminished the capacity of even a once formidable power. It deprived Russia of the resources it needs to rebuild the state infrastructure, service its debts and pay the salaries and pensions of its citizens. The failure of a former superpower to meet the basic needs of its citizens has served as a powerful lesson to the international community. This occurred, in part, because those who controlled the state's capital could move money abroad in enormous amounts and great rapidity.

Abstract:
Although the launch of the euro went better than many expected, sluggish growth, persistent unemployment and growing disenchantment with key elements of the economic governance system have led to demands for change, especially in policy coordination. This paper examines the criticisms of economic policy in the EU and the mechanisms through which it is coordinated, and considers how the EMU policy system might be reformed. It points to problems and paradoxes in the way economic governance operates, notably those surrounding its ability to deliver a coherent policy mix that brings together monetary fiscal and supply-side policies. The paper concludes with a discussion of whether gouvernment économique might offer a way forward.

639. Some Welfare Implications of 'Who Goes First?' in WTO Negotiations

We envisage a logical framework to explain why some trade negotiations are delayed because parties differ on who should 'go first'. In our model, there are substantive welfare implications depending on which party sets tariff rates (or subsidies) first in a strategic optimization exercise. When knowledge about cost levels are incomplete or missing, and hence must be guessed with a probability, the chances of conflict regarding who goes first are extremely high in the situation modeled in this paper. As an institution with some power to set the rules of negotiations, the WTO should be able to anticipate such conflicts in upcoming negotiations. It can then set the rule (in this case, dictate who should go first) depending on whose interest it wants to protect. There is a wide range of choices for the WTO in this regard: OECD consumer's surplus, OECD producers' loss, net exports of developing countries, firm profits, or even, world welfare as the sum of all these components.

640. The Causal Relationship between Information and Communication Technology and Foreign Direct Investment

This paper investigates the simultaneous causal relationship between investments in information and communication technology (ICT) and foreign direct investment (FDI), with reference to its implications on economic growth. For the empirical analysis we use data from 23 major countries with heterogeneous economics development for the period 1976–99. The results of unit roots and Johansen co-integration tests indicate variations in degrees of integration among the sample countries. Our causality test results suggest that there is a causal relationship from ICT to FDI interpreted as the higher level of ICT investment leads to increased inflow of FDI. ICT contributes to economic growth indirectly by attracting more foreign direct investment. In developed countries there already exist a build up ICT capacity which causes inflow of FDI, while in developing countries ICT capacity must be build up to attract FDI. The inflow of FDI causes further increases in ICT investment and capacity.
