Abstract:
This is the third edition of the Northeast Asian Survey, sponsored by the Center for Northeast Asian Policy Studies of the Brookings Institution. Following this review of developments in the region during 2002, the bulk of the volume is composed of essays that provide mid-term perspectives on internal dynamics in China, Hong Kong, and Japan, on the crisis on the Korean peninsula, and on relations between China and Taiwan and on China and Southeast Asia. All the authors have been affiliated with the Brookings Institution during the 2002-03 year. Most were CNAPS Visiting Fellows or Brookings Federal Executive Fellows.

Following a swift military campaign to remove the Saddam Hussein government in Iraq, it has become clear that preparations for the postwar period have been inadequate and that the occupying forces lack a workable exit strategy. Specifically, the Coalition Provisional Authority has failed to anticipate the challenges that face the postwar Iraqi economy, including the introduction of sound money to facilitate exchange.

623. The New Approach to Foreign Aid: Is the Enthusiasm Warranted?

Abstract:
The failure of past foreign aid programs has given rise to a new consensus on how to make foreign aid effective. According to the new approach, aid that goes into poor countries that have good policies and institutions is highly effective at promoting growth and reducing poverty. Disbursing aid to countries that have good policies contrasts with the traditional practice of providing aid to countries irrespective of the quality of their policies or providing aid to promote policy reforms. President George Bush's proposed foreign aid initiative, the Millennium Challenge Account, is based on the selective approach to foreign assistance, as are, in large part, the World Bank's calls to double foreign aid flows worldwide.

Abstract:
The International Monetary Fund has proposed a universal bankruptcy tribunal to deal with sovereign debt restructuring. But does the international financial system really need such a mechanism? There has been little demand by sovereign borrowers or their creditors for a universal bankruptcy law, and few countries have had to enter into debt restructuring procedures. The absence of such a law does not appear to have created chaotic conditions even in those cases.

Abstract:
The accession of eight Central and Eastern European countries (CEECs) to the European Union in 2004 will bring some important benefits. The new members will gain from reduced barriers to trade and investment. By 2010, the movement of labor will also be freed. But accession to the EU is neither a necessary nor a sufficient condition for economic growth. The combined effects of market access and economic liberalization, not EU membership, optimize economic growth.

In 2002, the Aspen Institute Conference on Telecommunications Policy deviated from its traditional single annual gathering in Aspen by holding two meetings—one on spectrum policy and the other on broader telecommunications issues. The first convening, held last spring at the Aspen Wye River campus, focused on reforming spectrum policy; a subsequent meeting was held in the usual August time slot. This summer meeting went beyond the issue of spectrum policy to delve into more pressing issues surrounding an industry experiencing more than its of share of troubles. This report is a synthesis of both convenings, with an emphasis on the larger context provided by the summer colloquy.

Abstract:
The Chinese economy is showing extraordinary dynamism, which partly reflects the early impact of the commitments in China's WTO accession agreement to liberalize the economy. Incoming foreign investment has increased, and trade has grown rapidly. At the same time, China is grappling with serious economic problems that may worsen in the near future. The most difficult problem in crafting China policy is deciding how to respond flexibly to this extraordinary mixture of dynamism and fragility. Rapid growth gives the Chinese economy remarkable resilience; but deep-seated institutional weakness and stubborn problems of poverty and unemployment create dangers of social and economic disruption. An effective U.S. China policy must navigate between the extremes of over-estimating China's current economic strength and under-estimating her potential.
