Abstract:
This paper provides a descriptive analysis of wealth ownership and wealth inequality in Latin American countries, using diverse published sources and primary data analysis for 16 nations. We produce estimates of the distribution of home ownership, land, and financial assets, and find very high wealth concentration in all these types of assets, with the partial exception home ownership. The relevance of informal assets and the historical patterns of wealth accumulation and concentration since colonial times are discussed. Mechanisms of intergenerational wealth transmission are analyzed for the Chilean case.

572. The Structure and Performance of Ethiopia's Financial Sector in the Pre- and Post-Reform Period with a Special Focus on Banking

Abstract:
Since 1992 Ethiopia has been engaged in liberalizing its financial sector. The hallmark of the strategy is gradualism. The approach is not without problems especially from Bretton Woods Institutions that saw the reform as a sluggish process. This study examines this liberalization program by analyzing the performance of the sector before and after the reform. The study notes that given the nascent development of the financial sector in the country, the relatively good shape in which the existing financial institutions find themselves, and given that supervision and regulation capacity of the regulating agency is weak, the government's strategy of gradualism and its over all reform direction is encouraging. However, we argue for charting out clearly defined time frame for liberalization and exploring the possibility of engaging with foreign banks to acquire new technology that enhance the efficiency of the financial sector in general and the banking sector in particular.

Abstract:
These new reflections on the issue of "transnational citizenship" and its aporias, which I have the possibility to submit for discussion owing to the generous invitation of the Institute on Globalization and the Human Condition at McMaster University, will be presented from a European point of view, as I have done in previous essays on the same subject. But I will try to do so also in the perspective of a comparison, or better said, a confrontation, with North America, of which you are part, and where I have been working now regularly for years, albeit across the border. I do not believe in the possibility of speaking about "the global" from a point of view itself "global" -- that is, from nowhere or everywhere. But I believe in the (relative) possibility of dis-locating one's point of view, one's place of enunciation, and above all of exposing oneself to the dis-location that comes from others.

The system of international economic transactions has been persistently asymmetrical as it consists of highly industrialized states as well as of many poorer countries at different levels of economic development. The dominant position of the rich developed countries cannot be simply assumed away, even in the rules-based World Trade Organization (WTO) guided by the principles of international law.

Abstract:
Strongly growing demand for oil, the sharp run up in prices since mid-2003 and tight supply, have seen energy insecurity return to the international policy agenda. Fears have been raised that China's emergence as a voracious consumer of oil and gas and a keen competitor in global energy markets might imperil the largely cordial relationship that has developed between Beijing and Washington over the last decade. There is also a risk that the competition for energy resources could feed into the less than cordial relations between China and Japan. The purpose of this Policy Brief is to examine the risks that the competition for oil resources might pose for international security, focusing in particular on the relationships between the United States, Middle East oil producers and major Northeast Asian energy consumers, and to propose a mechanism for defusing some of the risks that this competition could entail.

THE FALL OF THE BERLIN WALL IN 1989 and the subsequent breakup of the Soviet Union presented an unparalleled opportunity for fundamental political and economic change in more than two dozen countries. As postcommunist countries sought to attain the economic development of their Western neighbors, it became clear that the existing framework of laws and institutions would not support the desired growth. Reformers and development experts soon identified a panoply of gaps and shortcomings in financial resources, human resources, and organizational capacity, all of which appeared ripe for outside assistance.

This introductory chapter frames the ideas that have preoccupied me in relation to the nature of post-war re conciliation among the parties to the Bosnian conflict and the role of external actors in facilitating this reconciliation. This thesis is the result of my profound interest in Bosnia-Herzegovina and the doubts raised with regards to its fate: whether or not this newborn is a stillborn? My interest in the case in hand led me to explore several fascinating topics, most of which triggered new ideas and an ambition to research them more fully.

Abstract:
For the European Union, the link between norms, values and foreign policy seems to be an obvious one. For example, the new constitutional treaty spells out the set of values on which the Union's external action is based on: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and international law. In the treaty, the development of relations with third parties is made conditional upon sharing and upholding them.

An international transport corridor can be understood as a layout of possible practices that are designed to reinforce proximity rather than remoteness and to create a sense of presence instead of absence. It is, in other words, a perfect example to show how by 'circulating traces' power makes itself felt in space, not as a flow but as an immanent affair that is in constant flux.

Abstract:
The issue of labour supply in Sub-Sahara n Africa, like so many other economic and social issues in the region, is often discussed as if the whole sub-continent faced essentially similar, overwhelming and intractable problem s. This pessimistic and over-generalised literature has been criticized elsewhere (Sender, 1999). By contrast, this paper stresses the importance of differences between and within Sub-Saharan African economies in the quantity and quality of labour supplies, and highlights the scope for policies to overcome constraints on employment prospects. The paper also points to the dangers of one-size-fits-all policy recommendations for the labour market, while at the same time identifying certain similarities in the characteristics of the most disadvantaged labour market entrants in many Sub-Saharan African economies. The aim is to begin to isolate the sub-set of policies that might be most relevant for these entrants, if donors and governments wish to re-allocate resources to improve prospects for the poorest Africans.
