Abstract:
Rising oil and gas prices appear to have helped shore up autocratic producer states across the world. They also seem to have led Western states to dilute their support for democratic reforms in these countries. But while this conventional wisdom correctly restates the problematic relationship between energy and democracy, the overall picture is more complex. The paper reveals that the opaque management of increased oil and gas revenues has sparked pressure for governance reforms from within producer states and has also encouraged new international initiatives linking energy security with good governance.

Abstract:
This working document offers a conceptual framework for understanding the processes underpinning the external dimension of EU Justice and Home Affairs (ED-JHA). Practically, it defines how the export of JHA principles and norms inform the geopolitical ambitions of the EU, i.e. the use of space for political purposes, or the control and management of people, objects and movement. The author begins by investigating how the ENP reconfigures the ED-JHA, and then goes on to discuss various conceptual stances on governance, specifically institutionalism, constructivism, and policy instruments. To conclude he traces the evolution of this external dimension, emphasising, whenever possible, its continuities and bifurcations. Overall, the aim is to ascertain the extent to which conceptual designs clarify or advance our knowledge of the contents and rationales of the ED-JHA.

Abstract:
Under unipolarity, the immediate costs and risks of war are more likely to seem manageable for a militarily dominant power like the U.S. This does not necessarily make the use of force cheap or wise, but it means that the costs and risks of the use of force are comparatively indirect, long-term, and thus highly subject to interpretation. Unipolarity, combined with the opportunity created by September 11, opened a space for interpretation that tempted a highly ideological foreign policy cohort to seize on international terrorism as an issue to transform the balance of power in both the international system and American party politics. This cohort's response to the terrorist attack was grounded in ideological sincerity, but also in the routine practice of wedge issue politics, which had been honed on domestic issues during three decades of partisan ideological polarization and then extended into foreign policy.

After the collapse of the Soviet Union, a Turkish world from the “Adriatic Sea to the Chinese Wall” became a new topic of discussion in Turkish policy circles. While Turkey tried to develop close political, economic and cultural relations with the newly independent Central Asian Republics, the mid and late 1990s witnessed a steady decline in the relations and failed to produce any concrete results. With its new foreign policy outlook, Turkey is seeking to increase its field of sphere in Central Asia by revitalizing its efforts to reconnect with the sister Turkish states. Security, economic cooperation, energy and civil society initiatives are the new dynamics of the Turkish- Central Asian relations

Abstract:
Since 1960, nineteen Standby arrangements have been signed. With these agreements, significant progress has been made in Turkish economy: inflation has fallen to the lowest level since 1986, the public debtto- GNP ratio has been falling, and interest rates have declined rapidly. IMF's immediate goals concern exchange rate stability and balance of payments, and evaluations of IMF programs tend to concentrate on these two objectives. Yet, whether or not the IMF programs have positive effects on these short-term goals, what ultimately matters is that they induce economic growth and do not concentrate on incomes.

456. Through the Looking-Glass, and What OLS Found There: On Growth, Foreign Aid, and Reverse Causality

Abstract:
The cross-country literature on foreign aid effectiveness has relied on the use of instruments to distinguish causality from mere correlation. This paper uses simple non-instrumental techniques in the spirit of Granger to demonstrate that the main aid-growth connection is a negative causal relationship from growth to aid—aid, that is, as a fraction of recipient GDP. Coarsely, when GDP goes up, aid/GDP goes down. The endogeneity of aid, long-suspected, is real. Less understood is that adding certain common controls to regressions puts this relationship through the looking-glass, flipping both its sign and apparent direction: aid seems to cause growth. Ideally, instrumentation expunges the endogeneity shown here. In practice, estimates of aid's impact have run into problems. Autocorrelation in the errors is widespread, and can render endogenous lagged variables used as regressors or instruments. The pitfalls of “difference” and “system” include invalidity and proliferation of instruments. Multicollinearity in term pairs of interest, such as aid and aid or “project” and “program” aid, can amplify endogeneity bias. The combination of specification problems and widespread fragility (shown in earlier work) leads to pessimism about the ability of cross-country econometrics to demonstrate aid effectiveness. This does not rule an average positive effect, nor does it contradict the fact that aid has saved millions of lives, but it does suggest that the average effect on economic growth is too small to be detected statistically.

457. The europeanization of Europe : the transfer of norms to Europe, in Europe and from Europe

Europeanization is a concept predominantly concerned with the domestic impact of the EU whilst less concerned with its historical foundations and wider geographical reach. By forwarding a Historical Sociological conceptualization of Europeanization it is revealed that the concept suffers from fundamental problems relating to historical and geographical scope, to uncertainty about which causal relationships to explain, and that it is based on implicit but unsustainable assumptions. This article challenges the assumption that Europeanization is based on ideas endogenous to Europe and is an activity preserved for Europeans. It suggests that 'Europeanization' can be conceptualized as several social processes involving different agents, structures, processes and conceptions of 'self' and 'other', and that Europeans have been more on the receiving end of ideational diffusion than promoters of a European norm set. By employing a Historical Sociological perspective it is revealed that before Europeans could 'Europeanize' either in or from Europe, they not only had to develop a European identity through a process of ideational diffusion to Europe, but the idea set which is today regarded as 'European' was diffused from the United States and stands in complete contrast to ideas previously also regarded as European.

Abstract:
The concept of “structural stability” has been gaining prominence in development policy circles. In the EU's and the OECD Development Assistance Committee's (OECD DAC) understanding, it describes the ability of societies to handle intra-societal conflict without resorting to violence. This study investigates the preconditions of structural stability and tests their mutual interconnections. Seven dimensions are analyzed: (1) long-term economic growth, (2) environmental security, (3) social equality, (4) governmental effectiveness, (5) democracy, (6) rule of law, and (7) inclusion of identity groups. The postulated mutual enhancement of the seven dimensions is plausible but cannot be proven. The most significant positive relationship appears between “democracy” and “rule of law,” respectively, on the one hand and the dependent variable “violence/ human security” on the other hand. This points to the usefulness of the political concept of structural stability to promote development policy agendas in this area at least. Applications that reach beyond these initial findings will, however, require further research.

Over the past year, sovereign wealth funds (SWFs) have leapt from the back pages in business sections of financial newspapers to lead stories on the Internet. Defenders of SWFs argue that they are benign, long-term investors that provide needed capital transfusions to hard-pressed private financial institutions. At the same time, political controversy surrounds SWFs in many countries including their own. Moderate voices have called for agreement on a set of best practices for SWFs.

Abstract:
The World Economic Forum (WEF) annual meeting in Davos, Switzerland, is unlike any other event of its kind. Over a five-day span at the end of January each year, 2,000 world leaders, Fortune 500 chief executive officers, international media moguls and nongovernmental organization (NGO) leaders gather in the small alpine village of Davos to participate on panels, in industry meetings and in "off the record" sessions. The WEF meetings in Davos have been a ripe target for public diplomacy efforts over the past 38 years, and the WEF's founder, Dr. Klaus Schwab, has preserved the original intent of the forum in maintaining its focus as a place for informal dialogue and debate on major social and economic problems.
