Abstract:
Relations between Washington and Beijing are likely to face major change once Donald Trump takes over the White House. This DIIS Policy Brief by Andreas Bøje Forsby offers an overview of US-China relations and how they are likely to develop with Donald Trump in the Oval Office. If Trump follows through on his protectionist campaign statements, China will be targeted by economic sanctions against its export industries. In most other respects, however, the Chinese may actually come to benefit from a Trump presidency, whose ‘America First’ slogan suggests a more self-centered, even neo-isolationist US foreign policy. Most importantly, a Trump administration is unlikely to sustain key elements of the US rebalance to Asia like the Trans-Pacific Partnership and the efforts to build a strategic network of like-minded states in the region to counter the rise of China.

Abstract:
China actively seeks to expand its overseas investment in critical infrastructure. This involvement makes host countries uneasy especially in the West, even though financial benefits sometimes override broader national interests and security issues. China’s attempts to invest in overseas critical infra- structure, defined as infrastructure closely related to sovereignty and national security, has become a sensitive issue to host country governments parti- cularly in the West. They fear that Chinese investment in nuclear and telecommunications infrastructures entails consequences for nuclear security and safety and information security respectively. This policy brief provides an overview of how various countries have received Chinese interest in nuclear power and telecommunications.

Our exceptional and unique ties are rooted in a common border that stretches for 5,525 miles, over 200 years of closely interwoven history and culture, our largest economic relationship worldwide, our similar values. We have amazingly intertwined supply chains; we work closely as NATO allies; and partner extensively to address global challenges. As President Obama put it during Prime Minister Trudeau’s visit to Washington in March 2016, “Of course, no two nations agree on everything...But in terms of our interests, our values, how we approach the world, few countries match up the way the United States and Canada do.”

Abstract:
The direct implications of Brexit for the EU’s political system will be less significant than the indirect consequences, opening up possibilities for reform. The treaty rules on a qualified majority in the Council might need to be reconsidered due to Brexit, which will also lead to a major reshuffle of the EU’s critical political groups in the European parliament after the 2019 EP elections. The political pressure to consolidate the EMU in terms of strengthening its governance and its own fiscal capacity may grow as a part of the general reform process following on from Brexit. If the treaties are reopened, principled amendments to the institutions and decision-making of the common foreign and security policy as well as further steps within the common security and defence policy are very likely to occur. Any internal reform project shouldn’t compromise the unity and coherence of the EU any further, however, as it is currently highly exposed to both internal and external pressures.

246. Gateways to the World: Port Cities in the Gulf

Abstract:
Glittering skylines, high urbanization rates, and massive development projects in the Gulf have increasingly attracted the attention of urban development scholars and practitioners. Within the GCC, an average of 88 percent of the total population lives in cities, while on average only 56 percent of Yemen, Iraq, and Iran’s populations lives in urbanized spaces. The tempo and spatial ethos of urbanization in the Gulf differ markedly from patterns of traditional urbanism in other developing countries. Within a matter of decades, Gulf port cities have rapidly evolved from regional centers of cultural and economic exchange to globalizing cities deeply embedded within the global economy. Explicitly evident features of Gulf cities such as international hotel chains, shopping centers, and entertainment complexes have classified these cities as centers of consumption. Other urban trends, such as exhibition and conference centers, media and knowledge cities, and branch campuses of Western universities have integrated Gulf cities within numerous global networks. From the advent of oil discovery until the present day, forces of economic globalization and migration, national conceptualizations of citizenship, and various political and economic structures have collectively underpinned the politics of urban planning and development. While oil urbanization and modernization direct much of the scholarship on Gulf cities, understanding the evolution of the urban landscape against a social and cultural backdrop is limited within the academic literature. For instance, within the states of the GCC, the citizen-state-expatriates nexus has largely geared the vision and planning of urban real-estate mega-projects. These projects reflect the increasing role of expatriates as consumers and users of urban space, rather than as mere sources of manpower utilized to build the city. Other state initiatives, such as the construction of cultural heritage mega-projects in various Gulf cities, reveal the state’s attempts to reclaim parts of the city for its local citizens in the midst of a growing expatriate urban population.

Since its rather humble beginnings as a free trade agreement between Chile, Brunei, Singapore, and New Zealand in 2005, the Trans-Pacific Partnership (TPP) agreement has ballooned into a pact that includes two of the three biggest economies in the world. Signed by the 12 founding members in February 2016, namely the United States, Canada, Mexico, Japan, Australia, Peru, Vietnam, and Malaysia as well as the four original signatories, the TPP represents nearly 40 percent of the world’s GDP. It has been described as the most ambitious multinational trade deal in history, with high standards that address issues that have not been address by trade agreements until now including environmental protection, labor rights, and addressing competition issues related to state-owned enterprises.

Abstract:
The United States is a Pacific power. It may be so reluctantly, but its continued military, political, and economic engagement has been key to Asia’s stability and prosperity. Ensuring that the Asia-Pacific remains robust politically and economically will be in the United States’ own interest, and will be a key foreign policy challenge for any administration. The realities on the ground in Asia, though, are rapidly changing. The region has become increasingly divided, and rivalries are manifesting themselves in territorial disputes, competition for resources, as well as a growing arms race. Having overtaken Japan as the world’s second-largest economy, China has sought to become as much a political and military power as much as an economic one. Beijing’s vision for the region puts China at its center, which has led to rifts in relations among Asian nations, not to mention Sino-U.S. relations. Continued stability in the region cannot be taken for granted. Washington must continue to be committed to Asia, not least amid growing concerns about North Korea’s nuclear aspirations, maritime disputes, and alternative visions for economic development.

249. Global Safe Haven Bonding Foreign and Domestic Owners of the U.S. Public Debt

Abstract:
This paper offers new theoretical and empirical insights to explain the resilience of the U.S. Treasuries market as a safe haven for global investment. Going beyond the standard systemic explanation, the paper highlights the importance of domestic politics in reinforcing the safe haven status of U.S. Treasury securities. In particular, the research shows how a formidable “bond” of interests unites domestic and foreign owners of the public debt and works to sustain U.S. power in global finance. Foreigners who now own roughly half of the U.S. public debt have something to gain from their domestic counterparts. The top one percent of U.S. households that dominate domestic ownership of the U.S. public debt have considerable political clout, thus alleviating foreign concerns about the creditworthiness of the U.S. federal government. Domestic owners of the U.S. public debt, in turn, have something to gain from the seemingly insatiable foreign appetite for U.S. Treasury securities. In supplying the U.S. federal government and U.S. households with cheap credit, foreign investors in U.S. Treasuries help to deflect challenges to the top one percent within the wealth and income hierarchy.

250. Beyond Elitism: The Possibilities of Labour-Centred Development

Abstract:
This article outlines the theory and practice of Labour Centred Development (LCD). Much development thinking is elitist, positing states and corporations as primary agents in the development process. This article argues, by contrast, that collective actions by labouring classes can generate tangible developmental gains, and therefore, that under certain circumstances they can be considered primary development actors. Examples of LCD discussed here include shack-dweller’s movements in South Africa, the landless labourer’s movement in Brazil, unemployed worker’s movements in Argentina and large-scale collective actions by formal sector workers across East Asia. The article also considers future prospects for LCD.
