Abstract:
The cost to US consumers and firms imposed by tariffs on Chinese imports is not large relative to the gain that would be achieved if the US succeeds in persuading China to stop illegally taking US firms’ technology. But the Trump administration should state that this is the goal, and that the tariffs will be removed when it is met.

For nearly 70 years, the United StatesRepublic of Korea (hereafter, Korea) alliance has remained strong, built mainly on shared strategic and national security interests. While the North Korean nuclear threat has long dominated political discussions and media headlines, today the economic pillar of the relationship is no less important. Economic engagement and cooperation have been strengthened since the U.S.-Korea Free Trade Agreement (KORUS) went into effect in 2012, which in turn helped solidify the overall bilateral relationship.

In September 2018, the Atlantic Council established a Task Force on US Force Posture in Europe to assess the adequacy of current US deployments, with a focus on North Central Europe. The Task Force is co-chaired by General Philip Breedlove, former supreme allied commander Europe, and Ambassador Alexander Vershbow, former NATO deputy secretary general. A full report will be completed in January 2019. This paper is a summary of the task force’s conclusions and recommendations.

Abstract:
The middle class is a key factor of stability for any country. Aristotle pointed out that the bigger the middle class – or social group between rich and poor – the more stable the society is.1 The veracity of this statement is especially clear in modern society, where the middle class acts as an engine of economic growth and social progress. In the first place, this implies that the middle class strives to accumulate human capital and savings. Secondly, it generates creative people, who speed up innovations and stir up economic activity. Thirdly, the consumer capacities of the middle class promote diversification and extension of markets, which in its turn give possibilities for using the economies of scale2. And lastly, the middle class can play a decisive role in the improvement of governance – compared with the poor, it has the capacity to demand better public services, more accountability of civil servants and support economic gross-oriented policies.3

Abstract:
Over 25 years ago, Susan Strange urged IR scholars to include multinational corporations in their analysis. Within IR and IPE discussions, this was either mostly ignored or reflected in an empirically and methodologically unsatisfactory way. We reiterate Strange’s call by sketching a fine-grained theoretical and empirical approach that includes both states and corporations as juxtaposed actors that interact in transnational networks inherent to the contemporary international political economy. This realistic, juxtaposed, actor- and relations-centred perspective on state and corporate power in the global system is empirically illustrated by the example of the transnationalisation of state ownership.

128. Intra-Regional Foreign Direct Investment In SADC: South Africa and Mauritius Outward Foreign Direct Investment

Abstract:
This paper looks at intra-SADC (Southern African Development Community) Foreign Direct Investment (FDI) and focuses on Mauritius and South Africa’s outward FDI. Data from 1999 to 2010 are collated and qualitative analyses conducted. The study reveals that Mauritius’ outward FDI was mainly in the service sector and largely went to Madagascar, Seychelles and Mozambique, which were also the country’s main trading partners, except for Botswana. Meanwhile, South African investments were mainly in Mauritius, Tanzania and Mozambique, while the country’s main trading partners were Botswana, Zambia, Zimbabwe, Swaziland and Angola. The study also found the following to be potential drivers of Mauritian and South African outward investments, and hence intra-SADC FDI flows: geographical proximity, market access, liberalized markets, stable macroeconomic and political environment, natural resource availability, and policy and institutional framework. Graphical analyses and simple correlations reveal that trade and FDI are positively correlated for Mauritius and South Africa’s outward investment, suggestive of a complementarity relationship.

Democratization and regional integration are phenomena relatively new in South America. After decades of authoritarian regimes, new democratic orders and globalization brought the necessity of looking for partnership in the neighborhood. The Common Market of the South, or in the Spanish acronym Mercosur, was created in 1991, as an attempt to bring the countries in the region not only economically but also politically closer. Although initially a project lead by Brazil and Argentina, Mercosur has today threemore members: Paraguay, Uruguay, and Venezuela. Bolivia is in the process of integration and Chile, Peru, Colombia, Ecuador, Guyana and Surinam are associate members (MERCOSUR, 2017).
