Abstract:
Restoring global economic growth and creating jobs has been an objective of successive G20 summits. Australia has also made it a priority for the G20 in 2014. To achieve such an outcome requires a comprehensive and agreed growth strategy. The G20 lacks such a strategy and has failed to provide a clear and consistent message about how members can or are working together to achieve such an outcome.

First is the emergence of sustained economic success in the developing world (mostly in Asia, but increasingly also in Africa and, in a less spectacular way, Latin America) amid compelling, continuing need among the world's poor. Second, the slow-moving, serious financial and economic crisis of the industrialized world since 2008 has reordered priorities in many of their capitals toward domestic spending and away from costly international projects.

In 2012, the Center for Global Development (CGD) convened the Working Group on Food Security, bringing together 22 experts in food policy, nutrition, agriculture, and economic development from around the world. The group's task was to review pressing challenges to agricultural development and food security and take stock of the Rome-based United Nations food agencies charged with addressing them. The working group decided to focus on the largest of those agencies—the Food and Agriculture Organization (FAO)—and has two key recommendations.

Abstract:
In its Van Gend en Loos judgment, the ECJ assigned citizens directly enforceable rights vis-à-vis their respective state executives, and authorized national courts to protect those rights. What explains the Court's suspicion of state executives as the sole actors to implement Community law (acting directly or through the Commission)? What justifies its confidence in the ability of the national courts to protect the individuals? We submit that the ECJ was informed by the premise that national courts acting in unison could withstand political pressures and protect individuals while implementing the Treaty. Moreover, the ECJ understood that its interaction with national courts would put it in a position potentially to offer significant support for citizens of relatively weaker countries against various predatory policies employed by the more powerful states in the organization. In this article we explore these premises and present evidence to support them. More generally, we argue that there is good reason to endorse this model of judicial activism as a means to ensure democracy as judged by the effective and informed participation of individuals in public decision-making that affects them – within international organizations. This judgment demonstrates the promise of greater interaction and coordination between national and international tribunals in preventing democratic failures at both the national and international levels. Although judicial intervention often pre-empts public deliberation, it can also encourage it; although it may operate to pre-empt the vote, it can also function to ensure it.

Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

Abstract:
National governments frequently pull strings to get their citizens appointed to senior positions in international institutions. We examine, over a 60 year period, the nationalities of the most senior positions in the United Nations Secretariat, ostensibly the world's most representative international institution. The results indicate which nations are successful in this zero-sum game, and what national characteristics correlate with power in international institutions. The most overrepresented countries are small, rich democracies like the Nordic countries. Statistically, democracy, investment in diplomacy, and economic/military power are predictors of senior positions, even after controlling for the U.N. staffing mandate of competence and integrity. National control over the United Nations is remarkably sticky; however the in influence of the United States has diminished as US ideology has shifted away from its early allies. In spite of the decline in US influence, the Secretariat remains pro-American relative to the world at large.

In 1990, the World Health Organization (WHO) started to downsize its renowned Global Programme on AIDS, despite continued donor and member state support. This turnaround has decisively contributed to WHO's loss of leadership in HIV/AIDS politics. From the viewpoint of both rationalist and constructivist theories of international organisation (IO) agency, an IO engaging in 'mission shrink' is a striking irregularity. In order to account for such apparently self-defeating behaviour, this article adopts an open systems view of IOs and identifies trans-organisational coalitions as important agents of IO change. I argue that subunit dynamics rather than systemic conditions drive IO behaviour, in particular where member states' material power and their formal control of organisational veto positions do not coincide. This approach will be used to retrace the changes in subunit coalitions that drove WHO's erratic HIV/AIDS programme and thus to solve this puzzle of 'mission shrink'. On the basis of insights from the WHO case, the article concludes by offering a heuristic of trans-organisational coalitions and the types of IO change associated with them.
